Bristol Uniforms announced new Gore 'Varde' technical rescue garments

  Bristol Uniforms has unveiled brand new technical rescue garments made with the latest GORE® PYRAD Fabric Technology.  The new Gore® Varde jacket and trouser combination will be offered as part of Bristol’s RescueFlex range, offering significantly more comfort and flexibility for fire-fighters faced with technical rescue operations. The new Gore® Varde garments are particularly lightweight and breathable, whilst providing a high level of protection against wind, water and flame.  Crucially, this will allow fire-fighters to work in confined spaces or in adverse conditions for longer and in more comfort. If the trainee aims below or above the base, the flames will go down, but will not extinguish. If the trainee only aims at one side of the fire, that side will be extinguished while the other side continues to grow. The SmartExtinguisher discharges compressed air and water which eliminates the need to discharge and recharge costly dry chemical or CO2 extinguishers resulting in a substantial cost savings. Because there is no limit to how many times the training extinguisher can be charged in the field, hundreds of trainees can be trained in a single day. A trainer’s handheld controller selects the class of fire to demonstrate (A, B, or C) as well as one of four difficulty levels. Once set, the instructor presses and holds the ignition button and then it’s up to the trainee to actually extinguish the flames. The fire goes out when the trainee uses the proper sweeping technique. If the trainee is unsuccessful, the fire can be extinguished by releasing the ignition button. CASE STUDY: LAS VEGAS FIRE RESCUE Las Vegas Fire Rescue Tim Szymanski, Public Information Officer One of the many responsibilities of the Las Vegas Department of Fire and Rescue is to provide fire extinguisher training and fire safety classes for businesses in the community. Due to an investment in BullEx® Digital Safety’s HotShot®, as well as the live-fire Intelligent Training System™, the department is now able to offer more comprehensive training to a greater number of people. Before using the BullEx systems, training was messy and time consuming. Often, we would have to exclude live fire extinguisher training from the class program, due to cost, clean up, and lack of space. When live fire training was used, it was done with a wastebasket and burning newspaper. This method allowed us very little control over the burn, which was potentially dangerous to us and the trainees. We could only offer live training to small classes due to the cost of recharging the dry chemical extinguishers and the extensive clean up. We were concerned about the impact on the environment, as the dry chemical discharge travels through the air, often coating nearby bushes and trees. Another dilemma was training people in how to put out different types of fires, as simply extinguishing burning paper is unable to simulate liquid, electrical and combustible material fires. Using BullEx Safety’s systems, we can now always include fire extinguisher training in a class. The ability to provide hands on training paired with the innovative system has greatly increased the number of requests for classes. A changing safety culture – in search & rescue training Paul McDonnell, Managing Director of Ruth Lee Ltd, writes for International Fire Buyer about the developments and training products available to fire-fighters in various parts of the world We at Ruth Lee recently played host to some of our international distributors at a picturesque location on the coast of North Wales. We had invited business owners from Canada, Australia, Malaysia, Israel, and several European countries, so you can imagine that a lot of the discussion we took part in was about comparing and contrasting the different approach to training in various parts of the world. In parts of Asia (and we suspect elsewhere) it is not uncommon for the ‘office junior’ to be thrown in to the river, to be then subsequently ‘rescued’ as part a monthly training exercise for Search & Rescue professionals. All this sounds like a lot of fun, unless you happen to be the protagonist! To pick on the employee with the least experience might not be the best strategy to retain staff. This carefree approach is reminiscent of the past in the UK. Lawrence Lee, the company’s Export Director, enjoyed several years as a fire-fighter in the Merseyside brigade, and recalls with a wry smile being lifted down a ladder on the shoulders of a colleague. These days most of us would see this as an avoidable risk. Insurance companies and health and safety officials would no doubt agree. Using real people for training exercises is of course not uncommon. Mark and Dave, from the Emergency Services Training Centre on the Wirral, wake up most Thursdays knowing that they will once again be ‘shot’ by a Police tactical fire arms operative, as part of a hostage scenario they help to act out on a weekly basis. It’s all in the name of training; ensuring that emergency services professionals are equipped to deal with whatever is thrown at them. Often, though, real people shouldn’t (and don’t need to) be used in training exercises. Even in the example above there is always a degree of anxiety for the ‘casualty,’ and perhaps a risk of injury or even death – unfortunately it wouldn’t be the first time that live ammunition had been inadvertently used instead of blanks. Most training scenarios would prescribe the use of manikins, for this reason. Think about rescuing a real person from a blazing fire, or from the edge of a cliff face. Should naval helicopters be searching for, and rescuing, real people from the Atlantic? Who wants to be trapped in a cave for three hours waiting (and hoping) for a rescue party to find them? These days, with a much stronger health & safety ‘culture’ it is generally considered best practice to use manikins for potentially dangerous training exercises. Of course there are practical reasons too. Volunteers are not always readily available, nor are actors, who would usually charge for their services – itself an issue when budgets are stretched. Manikins can be stored in the training manager’s cupboard and can be called to action on the spur of the moment if necessary. It also makes sense to use manikins where training is conducted regularly, which is the case for most of the Emergency Services, as well as specialist training providers and the armed forces. Another clear trend is for the desire to offer training which is as realistic as possible. There are some fantastic facilities around the UK – Waddington (confined space training) RNLI Training Centre in Poole, Survivex in Aberdeen, and Suffolk Fire Service at Wattisham Airfield, to name just a few. On the other hand we hear many stories about brigades who, in the middle of a training exercise, are suddenly confronted with A4 sheets of paper conveying that ‘this building is on fire.’ Is this a sign of austerity, or lack of creativity and engagement on behalf of the training manager? Training must be realistic, to be truly effective. The closer you can get to reality, the more the message sinks in, and the better prepared you are for the real thing. Ruth Lee believes firmly in this philosophy; one which has governed our approach over the last thirty years, since the day Merseyside Fire brigade first approached Mrs Ruth Lee to repair their dummy. She realised immediately that she could do a much better job at making more realistic manikins. Other brigades clearly concurred, as we now supply all of them up and down the country, and in many parts of the world. The increasing use of manikins for training, imposes extra demands onproduct quality and durability, as they are often used in extreme circumstances: Trapped under a heavy vehicle, or in a collapsed building, buried under an avalanche, pulled from a burning plane, hauled out of the bottom of a deep lake, or left hanging from the tallest of buildings. To stand up to such harsh conditions one of the textiles we use for our manikins is the same flame retardant material used in Police ballistic/stab vests, which offers four times the strength and abrasion resistance of 16oz canvas or P.V.C used for previous models. Optional extras include drag protectors, and spare overalls and boots, which greatly extend the life of the product. The wide range of manikins we offer reflects the drive we have to offer realism in training scenarios. Our multi-trauma manikin simulates a loss of limbs and impalement, often used in road traffic accident exercises. These days, first responders are expected to be able to carry out basic CPR and Airway Management procedures, so we offer manikins with anatomical features for training purposes. Our ligature manikin is used in courses to promote sensitive and safe management of deaths by hanging – unfortunately a scenario which is on the increase. Offering the fire-fighting industry a mobile and diverse platform for transportation and decontamination

Focusing strongly on their three company aims to innovate, engineer and deliver, HOPE Technik have recently unveiled their Mass Decontamination Vehicle (MDV) HOPE Technik’s multi-purpose Mass Decontamination Vehicle (MDV), first officially unveiled in this year’s SCDF Workplan Seminar and Exhibition in Singapore, serves three main functions: A troop carrier, casualty transporter and mobile decontamination vehicle. In troop or responders carrier mode, the vehicle can transport 27 persons with 24 flip down seats in the rear (the other three seats are located in the driver cab). In casualty conveyance mode, the seats are folded away to provide room for a total of 12 casualties in two decks. Providing fire-fighters and users with a mobile and diverse platform capable of fulfilling various roles, the vehicle holds four lying decontamination showers at the exterior and another eight interior shower stalls. Mobile victims of a chemical incident can step into the vehicle’s shower stalls to wash themselves with semi-automated showers that dispense chemical-neutralising soap. All the contaminated run off is also contained via the drainage system of the MDV and pumped out of the vehicle into two berm bags. External lying decontamination showers also allow responders to help injured victims. Features Mass decontamination Eight interior shower stalls are deployed during decontamination mode for mobile victims of a Hazmat incident. Each shower stall includes a user interface screen panel that provides easy to understand instructions via pictorial depictions to users. Responders assist injured victims with four exterior lying decontamination showers. Contaminated run off is pumped out of the vehicle into two berm bags that can contain 3,000 litres of liquid each. Casualties transporter The vehicle is capable of transporting up to 12 casualties through a dual deck system. Stretchers on the lower deck are locked down in place by brackets while the ones on the upper deck are secured in place by foldable litter arms at waist height. Troops carrier With 24 flip down seats in the rear cabin and three more seats in the driver cabin, the MDV can carry 27 responders to an incident site. Hazard elimination The ozone machine located in the rear cabin eliminates bio hazards after a decontamination operations exercise. Generator set The two super silent generators provide 8 kilowatts of power each. It runs on diesel off the vehicle’s fuel tank and hence, only a single point of diesel top up is needed. Corrals announce their new Vacuum series reel has been upgraded

Coxreels V-100 Series product has been improved and is now offered with hose. With a redesigned fluid path, the V-100 Series features improved O-ring sealing for greater vacuum consistency and performance in addition to a new swivel retention system, which has strengthened the frame and prevents separation of the swivel under excessive lateral loading. Along with the redesign, another improvement is zinc plating of the swivel components for greater corrosion protection. The new swivel design includes another important feature. Previously, the hose reel only accepted 1.5” inlet, but the new swivel allows for the connection of 2” hose on the inlet in addition to the 1.5” hose. This is done by sizing the inlet to fit 1.5” hose on the inside and 2” hose on the outside. This is important because retail shop vacuums come with 2” hose, not 1.5”, thereby making the product more accessible to home and light commercial applications. The outlet remains 1.5” for 1.5” slip hose cuffs. The reels with hose are offered in two hose lengths but the reel itself remains unchanged. The hose lengths correspond to the HP rating of the vacuum used with the reel. For vacuums with 5 HP or less ratings, the 35’ model is recommended. For vacuums with greater than 5 HP ratings, the 50’ model is recommended. The hose has a super flexible ‘crush-proof’ smooth interior hose suitable for commercial cleaning applications and is equipped with standard 1.5” threaded hose cuffs.

Fire Industry Association discuss the past and present at their Annual General Meeting

  The Fire Industry Association’s (FIA) prestigious Annual General Meeting and lunch was met with great aplomb last week.  The event, held at the stylish London Hilton Bankside Hotel – just a short walk from such famous locations as the London Eye and the Shakespeare’s Globe theatre, was extremely well-attended by FIA members and their guests. The morning meeting, held exclusively for FIA members, reported on all areas of the business, documenting the continued success of the Association over the past year. Chairman Martin Harvey interviewed the respective council chairmen about the different areas of the industry, highlighting some of the achievements of the past year within the councils. The meeting closed with a genuine and heartfelt vote of thanks for the hard work and dedication of the FIA from an attending member, speaking on behalf of everyone attending. This was met with a round of applause. The developments of the FIA over the past year were highlighted in the Annual Report – a video for which was produced and shown during the AGM lunch, which highlighted the continued success of the Association. During the lunch, Chairman Martin Harvey awarded Wilf Butcher with the Lifetime Achievement Award for his contribution to the industry. In addition, the AGM and lunch was a celebration of the double anniversary of the two founding trade associations – FETA (founded 1916) and BFPSA (founded 1966) that merged together in 2007 to become the FIA – 100 years and 50 years respectively. In honour of this occasion, a short 8-minute film was produced and played at the event to showcase the FIA’s history, surviving two World Wars to become the important institution that it is today. The film, ‘The FIA – A History’ was extremely well-received by members and guests at the AGM, who called it ‘respectful and thought-provoking’, ‘well-produced’ and ‘emotional’. Guest speakers during the afternoon were comedian Dominic Holland and Ron Dobson, from London Fire Brigade and CFOA.  Whilst Holland delighted attendees with his comedic sketches, Dobson highlighted that it has been 350 years since the Great Fire of London, and 150 years since the beginning of London Fire Brigade, which set the scene well for the FIA’s short documentary to celebrate its double anniversary. FIA’s General Manager said “This is by far the biggest event and project that the association delivers each year. The team is well practiced and it’s a tribute to them that such a complex event runs so smoothly.”

Cost effective vehicle maintenance in the fire industry

David Wilson of fleet management consultancy firm DW Consultancy, discusses the effective strategic models for cost-effective fleet maintenance in the fire industry. The Fire Service, like any industry where fleets of vehicles and equipment are consistently used, needs appropriate, regular and efficient maintenance, not least because any defective product could potentially have a negative impact upon their directive to keep the public and property safe. With such fleets undertaking strenuous and often risky manoeuvres which could very well result in damage, it’s no big secret that fire services must sometimes undergo costly repairs, but should this maintenance be outsourced or internally dealt with? The correct decision to do so depends on many factors, such as the current mechanical state of the Fleet, the state and size of the workshop function and how much capital and revenue funds are available. A recent exercise to evaluate this question for a UK Fire Service throws up interesting issues that will apply, at least in some respect, to most other Fire Services and highlight key areas that need review. In essence, the strategic issues that the industry or specific brigade will have to address in the foreseeable future deviate very little between independent Fire Services. It is therefore advised that any industry or brigade reviewing its options must bear in mind the following: The likelihood of the decrease in the number of fire incidents over time. The incorporation of increased technology used to fight fires. An increase in the level of service demanded by the public & Government. Ever-increasing industry-wide legislation and regulation. The likelihood of reduced funding for some time to come. The likelihood of needing to collaborate with other services. All of these play a part in determining the costs involved with efficient fleet-wide maintenance but the Fire Service must also constantly look towards the future needs of the station. Namely that any fire service needs to: Always remain flexible to operational needs. Provide the same or better quality of service at stable or reduced cost. To continue to provide R&D and engineering support to incorporate new technology into vehicles and equipment when needed. To keep resilience at or above an acceptable level. Maximise facility utilisation and reduce overheads. With these challenges, the effective strategic models for fleet and equipment provision for this service were to: Keep virtually all work in-house with improved efficiencies. Operate a mixed service provision, some being in-house, some externalised. Externalise most maintenance services, utilising existing premises, keeping fleet engineering provision in-house. Externalise all maintenance services and vehicle provision, utilising supplier premises, selling premises, keeping just management in-house. A collaboration project with neighbouring counties. Do nothing, stay as is. The last option is always the tempting one, with predictable outcomes and seemingly low risks, but in the current climate of reduced funding it also carries high hidden risks of having to reduce service provision. After carefully exploring and costing all the options, the one chosen, at least in the short term was No1, to keep services in-house and increase efficiencies. This model has the benefits of retaining a knowledgebase of existing staff whilst offering the least disruption to the service (after do-nothing). It also provided a known quality of service with no cost increase and the potential to operate a two-shift system to improve asset utilisation and increase the speed of vehicles through the workshop. There are however, inherent risks in this option, such as the management and staff might not adopt the necessary changes rapidly enough, or even at all, so the savings may not materialise. Therefore, any fire service looking to make such a decision must carefully review itself, always bearing in mind, its size, typical use and the needs of the future, to keep its fleet and equipment maintenance efficient, cost effective and, importantly, safe.
