NVFC-backed bill for adverse substances passed

The National Volunteer Fire Council (NVFC) supported bill S. 231, the Protecting Firefighters from Adverse Substances (PFAS) Act, passed the House of Representatives by a vote of 400 to 22 on December 1. This bill unanimously passed the Senate in July 2021. It now goes to the President’s desk, where it is expected to be signed into law. The PFAS Act requires the Department of Homeland Security, in consultation with the United States Fire Administration, Environmental Protection Agency, and the National Institute for Occupational Safety and Health, to: Develop and publish guidance for firefighters and other emergency response personnel on training, education programs, and best practices relating to perfluoroalkyl and polyfluoroalkyl substances (commonly referred to as PFAS) Design a curriculum to: reduce and eliminate exposure to PFAS from firefighting foam and personal protective equipment prevent the release of PFAS from firefighting foam into the environment educate firefighters and other emergency response personnel on foams and non-foam alternatives, personal protective equipment, and other firefighting tools and equipment that do not contain PFAS The PFAS Act also creates an online public repository on tools and best practices for firefighters and other emergency response personnel to reduce the release of and exposure to PFAS. NVFC chair Steve Hirsch praised the passage of this legislation saying, “Enactment of this important legislation will lead to improved health and safety outcomes for fire, EMS, and rescue personnel. We thank Sen. Gary Peters (D-MI), Sen. Dan Sullivan (R-AK), Rep. Debbie Dingell (D-MI), and Rep. NFSA addresses child fire fatalities in 2022

The National Fire Sprinkler Association (NFSA) has responded to media-reported child fire fatalities since the beginning of 2022 calling for improved fire protection measures. The Association has logged news articles that report 217 children as victims of fatal fires since January. These fires occurred in apartments, town homes, single family residences and condominiums. NFSA said that although the residences varied, one thing did not; none were equipped with fire sprinklers. “We can do better, and we can do more,” said NFSA President Shane Ray. “Losing children in fires underscores the importance of fire protection, and there’s no better prevention technology than fire sprinklers. This also reminds us that fire risks increase during the holidays.” He continued: “We represent the most effective means of buying you time to escape a fire and for the fire department to arrive. We also represent the only product in residences that is singled out in 26 state laws as prohibited in the code adoption process. Shame on these states. “The deaths of these children and the thousands of others that die in fire in the future are on the hands of those who work to exclude fire sprinklers.” NFSA collects information from across the country on when fire sprinklers save lives and property. Over 37,000 people have died in building fires since 2010 without fire sprinklers. In the same time period, only 68 people have died in building fires with fire sprinklers. “It doesn’t matter how old the residence is, it’s the contents that kill people and causes cancer to firefighters,” Ray added. “According to the United States Fire Administration there has been a 24% increase in fire deaths. WIFENG Conference to be held in February

In 2021, the Institution of Fire Engineers launched their women’s networking group.   One year on, and the group continues to go from strength to strength.  The group aims to Support, Develop and Inspire women in the fire industry and already has a membership of 800 individuals on their LinkedIn Group page. The group is particularly keen to inspire others by increasing the visibility of women within the fire industry.  Representation matters; when we see someone who looks like us or has a similar story to ours in leadership, it’s easier to believe that we can progress to those levels too.  As Elizabeth Marvel said, “If you can see it, you can be it”. In its first year, the Group has: Established a programme of monthly webinars, providing both technical and inspirational presentations Run workshops to support those applying for MIFireE and IEng in completing applications Increased diverse representation by providing women speakers at in-person conferences and online roundtable discussions Promoted the group by hosting stands at 5 industry conferences this year, including Fire 2022, London Build, SheCanEngineer and the Women in Fire Service event Promoted diversity and inclusivity in the fire industry world-wide through webinars, online roundtable discussions, debates, podcasts and international trade magazine articles Undertaken educational visits to schools and careers events to promote fire engineering to the next generation Reflecting on when she began her career in fire safety 20 years ago, Andrea White established the group to help others and provide the support network she felt would have benefited her. The Committee has received substantial positive feedback from members regarding the group’s work and the inspiration it is giving to others in the fire industry and in other male-dominated industries. Continuing to build on their success this year, the Group has bigger plans for 2023, including: The industry’s first Women in Fire Engineering Conference, focusing on empowerment – see below for more details Stronger partnerships with industry exhibitions including Fire Buyer Live, London Build, The Fire Safety Event and Firex Greater support for those wishing to develop their career The Group is holding its first in-person conference on 9 February 2022 at Norton Park Hotel, near Winchester. Euralarm addresses gender diversity in the industry

This year Euralarm started a new initiative focusing on diversity and attracting new talent. The importance of the initiative is underlined by the rapid engineer retention and the lack of competent and qualified engineers. This article details the Euralarm initiative and reviews several activities undertaken by Euralarm and its members. Long and rich history The fire and security industries are industries with a long and rich history.  The origins of the fire industry could be traced back to Nero, the Roman emperor who directed that the city should be rebuilt using passive fire prevention methods and non-combustible materials after a catastrophic fire destroyed nearly half of the city.  And as far as the security industry is concerned one could state that the history is almost as old as the fire safety industry with emperors, kings and the like hiring private security guards to protect their families and property. Major changes in the industry always occurred with the advent of new technology. The invention of electricity, the rise of the computer and further digitization: they all had a big impact on the fire and security industry. And when we focus on the past 50 years, it is clear that the industry has continued to accelerate. Positive shift necessary What has not really changed over the past 50 years, however, is the composition of the workforce. The industry is still recognised as a male-dominated field although in recent years there has been a positive shift in the number of women working in the industry. A necessary shift because companies are more and more seeking approachable, friendly and well-presented officers, with advanced conflict resolution skills, as well as an increasing number of talented women across different functions, including science and engineering. With this change, the industry is diversifying, and the need for women officers is growing. Attracting young talent With the baby boomers approaching their retirement date and the aging of the industry becoming more and more apparent, it becomes increasingly important that the European youth is attracted to our industry to build a more inclusive, diversified, greener and digital future. And with 2022 being the Year of the Youth, things seem to fall in place. Crucial for the industry When asked why attracting talent is crucial for our industry, David Scott, Managing Director of Skills for Security answers: “As the industry continues to grow and technology develops, attracting new talent into the sector is key to sustainability and improving the quality of working standards. The UK and Europe have struggled of late with engineer retention, lack of competent and qualified engineers and attracting talent where “unattractive” work is the norm, for example, travel, outside work etc. Of late, there has been a shift in the sector where more and more installers are seeing the benefit of growing their own talent as a model that will provide sustainability for both the sector and their businesses. Over the last three years, we have seen the level of apprentice recruitment in the sector more than quadruple. This is the industry responding to the inevitable skills crisis where there is a reported shortage of around 30,000 engineers needed across the UK. With current levels of recruited apprentices. it will take over 25 years to resolve that skills shortage. We need to recruit and attract ten times the current level of recruited apprentices to resolve the crisis in as little as three years.” On the importance of attracting new talent, Chief Technical Officer Cristina Rivas Saiz of Euralarm industry member and leader in monitored security Verisure adds: “For us to remain at the cutting-edge of our industry, we must have diversity of thought, perspective and culture. That enables us to continue to deliver the next step-change technology to protect our customers even more effectively. At Verisure, we have a wide range of programs and campaigns centrally and across our countries that support diversity in technology and engineering. For example, our International Graduate Tech Programs help recent graduates in technology live an exciting first work experience, working in different technology teams at our offices. In one of our key locations, Sweden, we are participating in the initiative “Pink Programming” – a volunteer-driven organisation dedicated to inspiring women, transgender and nonbinary people to work in technology. Further, our team in the UK is proud to support the Technicians: We Make the Difference campaign from the Gatsby Charitable Foundation in partnership with the world-famous Science Museum in London. This fantastic initiative, aimed at inspiring children aged 11-16, shows the crucial and exciting roles technicians play across society and the different paths available to becoming one. We are committed to continuing and extending these programs so that we can inspire even more people to work in technology – irrespective of their age or gender.” A lot to offer “Attracting young people and young talent is an absolute necessity for our industry”, says Patrick Van Liempt, Secretary General of the Belgian security association ALIA Security. “In Belgium we are trying to attract new talent for the security industry because of the shortage of personnel and the rapidly developing market. “Although many people still think that security is part of the electrical installation, our industry no longer needs only electrical engineers. In fact, we are increasingly looking for other types of personnel as our systems are increasingly integrated with IT systems. Our business remains a business that requires special skills and knowledge, of course. But it’s not just electrical engineers who have those skills and knowledge anymore. Nowadays, our systems are often installed in two steps: first the cabling and installation of components and then the connecting, centralisation, integration and putting the system into service. And after that and most important, security systems need to be maintained and serviced. Therefore, we need people with a technical background and IT knowledge. NFCC calls for reform on modern construction methods

The National Fire Chiefs Council (NFCC) has released a Position Statement on Modern Methods of Construction (MMC) calling on the Government for tightened rules for the testing of MMC. The Council said that the ambition to build homes quickly and sustainably, should not be prioritised at the expense of building safety. Whilst it welcomed the current reform of building safety, it said that significant cultural change in the system must take place to improve competency levels across the sector and ensure that MMC is promoted and used in a manner which provides safe buildings for all. The MMC position asks for a range of measures to ensure that new construction products and technologies do not contribute to the risk of fire and that there should not be a conflict between sustainability, improved building standards and fire safety. Gavin Tomlinson, NFCC Protection and Business Safety Scrutiny Committee Chair said: “NFCC is concerned that MMC buildings are being designed, approved and built despite a lack of understanding about their performance. Given the current regulatory system has already been described and accepted by Government as ‘not fit for purpose’ even for traditional construction techniques, this adds additional uncertainty in the built environment.” Mark Hardingham, Chair of the NFCC commented: “It is vitally important to make sure that products and technologies are safe for use, including their likely performance in a fire, before they are used in the built environment. Not only is this important for safety but it also helps to protect leaseholders from unnecessary costs that can arise when buildings need remediation, or interim measures, including things like waking watches.” Ben Brook, NFCC lead on Climate Change added: “We are understandably seeing a focus on sustainable building approaches and materials, including the use of timber and living walls. Elizabeth Fire orders seven Pierce products

Pierce Manufacturing Inc., an Oshkosh Corporation company, announced Elizabeth Fire Department in New Jersey has placed an order for seven custom Pierce fire apparatus, including two Arrow XT pumpers, a 100’ Heavy-Duty Rear Mount Aerial Ladder, two Walk-In Heavy-Duty Rescues, a Non-Walk-In Heavy-Duty Rescue tactical response unit, and a Walk-In Heavy-Duty Rescue special operations vehicle. The new fire apparatus purchase was conducted through Pierce dealer, Fire and Safety Services, and is part of a fleet replacement initiative to both upgrade current vehicles and replace some out-of-service units to best equip the department’s seven firehouses with the management of increasing emergency call volume.   “When selecting and designing new fire apparatus, our department looks for safety, reliability, fleet continuity, sole-source manufacturing, and rugged construction which can stand up to our community’s varying terrain,” said Salvatore J. MSA Safety to feature at Intersec 2023

The Fire Fighters Charity to be Chosen Charity for fire awards

The Fire Fighters Charity will be this year’s Chosen Charity for the Excellence in Fire & Emergency Awards. The awards evening, which is hosted by Fire Knowledge – publisher of FIRE magazine – honours individuals across the fire sector who have gone above and beyond the call of duty over the last 12 months. Fire service personnel have faced huge challenges throughout 2022, coming together in response to the war in Ukraine, fighting wildfires across the UK this summer and continuing their tireless work to keep their communities safe. Valaris renews partnership with Survitec

Offshore drilling operator Valaris has confirmed it has renewed, for an additional three years, the service agreement it has in place with Survival Technology solutions provider Survitec championed by a customer-centric approach. An extensive network of more than 400 service stations around the world combined with streamlined lifesaving appliance maintenance were key factors in the decision by Valaris to remain with Survitec. The master service and supply contract, originally signed in 2016, covers the annual and five-year inspection, servicing, and maintenance of LSA, including lifeboats, davits, and fast rescue crafts across Valaris’ global fleet of 11 drill ships, 5 semi-submersibles and 36 jack-up rigs. “This significant development is indicative of the global energy sector’s preference for a company capable of servicing third-party, multi-brand safety and survival equipment through a single point of contact,” said Jim Cook, Head of Business Development – Energy, Survitec. “We are seeing a marked increase in operators looking for more customer-centric service arrangements, so we are obviously delighted that Valaris – the world’s largest offshore drilling company – has renewed. It shows Survitec is the valued and trusted partner to the offshore oil and gas industry,“ said Cook. Survitec’s ‘single point of contact’ business model essentially rolls four functions into one: technical services, customer services, operations and administration. “Ultimately, offshore oil and gas operators benefit from a single service provider without the administrative burden and costs associated with contracting multiple service partners,” said Cook. The agreement comes at a time when the energy market is experiencing a sudden rise in oil prices with demand far exceeding supply. Available as a wired, wireless or hybrid system, this versatility makes AxisGo an ideal option when retrofitting onto existing systems that need to be expanded or in settings where disruption from fire system work must be avoided. To meet demand in the GCC for both EN and UL solutions Advanced offers the Axis EN and Axis AX product ranges respectively. The Axis range is robust, versatile and easy to use – from installation and commissioning to servicing, maintenance and day-to-day operation. Axis EN The Axis EN system provides powerful networking capacity and can create robust networks of up to 200 panels. Networks can also be combined to create very large fire systems making the Axis EN ideal for complex, large-scale installations where the EN54 standard is specified. Whether networking complex, high-risk sites with complicated cause and effect, remotely monitoring networked sites, or integrating with building management systems (BMS), intuitive software and panel navigation make setup straightforward. Axis EN is also effective in minimising unwanted alarms thanks to AlarmCalm, Advanced’s built-in false alarm management and reduction software which all adds up to making Axis EN a trusted choice. Axis AX The UL 864-approved Axis AX fire system makes light work of integrating smoke control and audio or voice options which are frequently required for fire systems in the Middle East. The flexible Axis AX offers integrated audio for automatic (and manual) fire alarm signalling and live voice paging during emergencies. The system also provides access to DynamixSmoke, a revolutionary approach to smoke control that uses a simple setup and programming process that radically reduces the time and associated costs of configuring fans and dampers. Whether configuring protection across a large networked site, integrating smoke control or combining an audio solution alongside a fire system, Axis AX’s solutions give peace of mind that you are in complete control of your fire protection. Wireless solutions Advanced will also be demonstrating the versatility of its wireless offering at Intersec and will be showcasing its MxPro 5 open protocol approach. MxPro 5 offers freedom, flexibility and safety thanks to the panel’s compatibility with a range of leading detector protocols, making it ideal for retrofitting. Also on display will be the ExGo extinguishing panel which protects critical infrastructure, data centres and sensitive sites where water extinguishing would destroy irreplaceable assets, so gas extinguishing is required. While Advanced’s specialist redundant panel kicks in if the main fire panel stops working and offers 100% hot redundant panel protection – especially useful in settings where there can be no break in fire protection, such as large industrial plants and production lines. International expansion Advanced is also looking to expand its presence in the GCC. The company has distribution partners in UAE, Oman and South Africa and is actively looking for new partners in the rest of the GCC and beyond, as well as OEM partnerships globally.
