Surrey Fire and Rescue Service selects Infographics

Following a competitive tender process, Infographics is delighted to announce that Surrey Fire and Rescue Service has selected the Prevent + Protect solution to replace a Microsoft Dynamics-based system and further modernise prevention and protection activities. The project includes deploying the Prevent + Protect Mobile App, Web Client and close integrations with Microsoft Office 365. The Microsoft Azure Cloud-hosted solution will be delivered as Software as a Service (SaaS). Multiple UK fire and rescue services use the Prevent + Protect solution for prevention, protection, operational risk, and hydrant management – with additional clients expected to be added in the coming months. The cross-platform App enables field workers to complete jobs online or offline, and integrates with device technologies such as location services, route planning, cameras and other areas to transform the way field workers can complete their tasks. And it’s all deployed and updated via the standard Apple and Google App stores. It ships and updates as an FRS Configurable Off The Shelf Solution (COTS) with pre-built job types, questionnaires and workflows, as well as offering the ability for customers to configure their own – whilst still retaining the advantage of being a single, upgraded, supported solution. Sally Wilson, Assistant Chief Fire Officer – Service Support at Surrey Fire and Rescue Service, said: “We are delighted to confirm Infographics’ Prevent + Protect software will be introduced across the service. This follows an extensive tender process which identified the software as the best suited to our requirements. Because of this, Managing Editor of International Fire Buyer Rebecca Spayne, sought out an active fire manufacturer who dedicates their products and company ethos to the betterment of the firefighting industry, tackling evolving challenges with every new product launch. There are many vehicle manufacturers in the industry that are creating innovations regularly for fire services all around the world but leading at the forefront of Aircraft rescue and firefighting (ARFF) vehicles, is Oshkosh Airport Products, a subsidiary of Pierce Manufacturing.    In 2023 already, Oshkosh has set a standard in ARFF vehicles, when it comes to the changing landscape of challenges, and needs of firefighters on the ground. Further, Oshkosh places a huge emphasis on our service footprint. We firmly believe the product is just the beginning and our customers’ real challenges are ensuring these required and necessary airport products are working and on the front line for decades after they roll off the production line.    What are some of your latest innovations, and how are they addressing the requests and needs of ARFF crews around the world?   Working directly with our customers and partners has enabled Oshkosh to develop technologies that have helped improve safety and efficiency for airport firefighters. Substantial progress has been made in vehicle mobility and maneuverability, cab design, and overall performance.    Airfields have variations in topography, size, and accessibility. Not everything is paved, and obstacles may exist in more remote parts of the airport and surrounding areas. ARFF vehicles require superior mobility and manoeuvrability to reach emergencies quickly and safely. Engines such as Deutz or Scania offer higher horsepower in comparison to municipal fire trucks, while suspensions are the foundation of an apparatus and impact mobility, off-road speed, load-carrying capacity, and ride quality.    Advancements in acceleration and steering have improved response on different types of terrain. For example, the Oshkosh Striker ARFF vehicle is designed with a low centre of gravity and available with mechanical rear-axle steering for a shorter turning radius and reduced tire scrub. Big Interview – Paul Luizzi

Fire Buyer catches up exclusively with Paul Luizzi, Fire Chief for the City of Goodyear Fire Department to explore the biggest challenges  Could you introduce yourself and what you do?   My name is Paul Luizzi, I am the Fire Chief for the City of Goodyear Fire Department. I have been with the City for 16 years and this year I have served as the Fire Chief for 10 years.    How did you begin your journey in the fire industry?   I was born and raised in Massachusetts and originally set out on the EMS path. I was an EMT and then a Paramedic for 5 years prior to joining the Stoughton Fire Department in May 1995. I was hired as the first firefighter/paramedic for the department. I had the unique opportunity to develop an Advanced Life Support program which included upgrading the department to a paramedic transport ambulance service. I served the department for 10 years before leaving to run a hospital-based paramedic service in New Hampshire. I returned to the fire service in 2007 as the first EMS Battalion Chief for the Goodyear fire department.    What does your everyday routine look like as Fire Chief?   It is anything but routine, each day is different. The one thing that is routine is my approach to each day. I always start my day with a workout of some type, lots of water and a good breakfast to start the day off right. Once I get to the office my calendar really runs my day. Because I am a director in the city, there are other citywide requirements that I have such as attending our city council meeting almost every Monday night, our citywide leadership team meeting each Tuesday morning, I also sit on a few committees for the city and I am part of the mentoring program. Otherwise, we have operational, strategy and budget meetings that fill up the week and then whatever regional obligations that I have as a Fire Chief. One of my favourite core values is adaptability and I tend to exercise that core value on a weekly basis. Any time that you think you have a plan going into the week you quickly realise that priorities are shifting and you need to be adaptable to those priorities.    Goodyear averages only ten inches of rainfall a year. How do you combat a natural shortage of water when fighting fires?   Yes, we live in a desert environment, which gives us an abundance of sunshine each day. During the summer we tend to get rain during monsoon season which runs from end of June until end of September. During this time, we get the opportunity to use our swift water rescue skills. Many of the washes will run extensively during this time and when they do, they sometimes overrun the low-lying areas and cars and people can get trapped in those rapidly changing conditions.    We also get some rain during the winter months, in fact last night we had almost an inch of rain that fell in about 20 minutes. We have plenty of water for fire protection. We get our water from several wells around the city and from our surface water facility. In Goodyear, our citizens are very efficient with their water usage and use only about 85 gallons per day/per person. Fire Buyer had the opportunity to sit down with Mark Brende, Strategic Partnerships and Outreach to find out more, and discover how the fire industry can get involved    For our Ask the Expert in this FDIC Interntional special edition, Fire Buyer had the opportunity to sit down with iEmpathize, a charity that is dedicated to raising awareness for industries, and first responders, to recognise signs of child trafficking in the public. IEmpathize has a unique partnership with TenCate Fabrics who is honoured to be a part of such an important message.  After learning of and encountering the atrocities of human trafficking, several socially minded creative activists partnered together to start iEmpathize. They came from varied backgrounds with varied skills sets, but each understood that because exploitation is all around us, we all can and should do something to engage it.  The core values and methodologies championed by iEmpathize grew out of the collective experiences working with vulnerable youth and what they learn from others making a difference. They have learned that empathy-driven responses at local levels are most effective and while  projects have spanned the globe, the commitment to community-based partnership and empowerment continues to drive their work.  Rebecca Spayne, Managing Editor at Fire Buyer had the opportunity to sit down with Mark Brende, Strategic Partnerships and Outreach to find out more.  Could you introduce yourself and what you do?  My name is Mark Brende with iEmpathize. I am the Outreach Coordinator and work in strategic partnership development for the charity. IEmpathize is dedicated to educating society into understanding and spotting the signs of child trafficking.  Our programs empower youth and adults alike with active empathy and always prioritise prevention. Some of our most impactful projects include the following:  The Empower Youth Program, a multimedia prevention curriculum for youth and youth serving professionals now empowering thousands of youth each year.  The documentary Be Relentless (2017), the story of a Mexican human trafficking survivor who teamed up with iEmpathize to break the Guinness World Record for the longest triathlon as an anthem for survivors and for empathetic engagement.  The Apathy Effect Exhibit, an interactive multi-media outreach tool educating audiences with an understanding of the issue of child exploitation and a call to action to engage it.  Media strategies that inspire community based change, such as our Intersect Response Platform equipping adults in strategic sectors to recognise and respond to exploitation.   Every year, iEmpathize programs and partnerships result in the creation of safety plans for thousands of youths, the recovery of survivors, and the prosecution of perpetrators. Indian industry award goes to Bosch fire detection

The safety and security sector is once again quite literally all fired up about Aviotec, the video-based fire detection with pre-installed AI algorithms that uses video analysis to detect smoke and flames directly at their source. At the Finest Skills & Talents (FIST) Awards 2022 in the Indian capital Mumbai, this innovative technology from Bosch was recently named Product of the Year in the Fire Detection category and presented with the renowned FIST Award – India’s number one fire safety and security accolade. “Bosch Aviotec is the latest and fastest way of detecting fire as compared to any traditional fire detection system. The AI-based algorithms enable detection of flames and smoke in no time, resulting in the saving of lives and assets,” says Pankaj Dharkar, who is on the panel of judges and a member of the Advisory Council of the Fire and Security Association of India (FSAI). This organization presents the awards annually, together with the PwC auditing and consulting firm. Seven and counting The FIST Award 2022 takes the number of prestigious awards Aviotec has received to seven. The highlight to date in terms of international accolades, it has given the team responsible a particular boost. “Awards for our technology reflect the recognition and appreciation of the markets and are therefore a reliable indicator for decision-makers,” says Theresa Kramer, Aviotec Global Business Developer at Bosch. Its speed and accuracy make Aviotec a particularly reliable and innovative smoke and flame detection solution, even in difficult conditions such as industrial environments with high fire loads, vast buildings with high ceilings, and protected outdoor areas. This is possible thanks to video analysis controlled by AI algorithms that visually detects smoke and flames directly at their source. As a result, Aviotec reacts much faster than conventional ceiling-mounted fire detectors where the smoke has to rise far enough before the alarm is triggered. This speed is a vital advantage when every second counts. Before coming to FOL-DA-TANK I was the CEO of a company that manufactured and distributed traffic signal system equipment in the US and Canada. Traffic signals and portable water tanks for firefighting are both critical public safety infrastructure. Seeing our work help my hometown and the communities I visit makes me smile.   Fol-Da-Tank’s speciality is in portable water tanks. In what environments do these products see the most effective application?  Our portable water tanks are highly effective in rural and remote environments where there is limited access to water sources. These tanks can be set up quickly and easily, and they can hold large amounts of water, allowing fire services to have a reliable water source on site to help contain and extinguish fires.   The original folding frame tank was invented by our founder in 1954. The rigid hinged frame holds a durable fabric liner and the assembly collapses into roughly the size of a ladder. As such the collapsed frame tank stores nicely on tankers and other fire apparatus. Rural fire services often use one or more tanks as portable water reservoirs in water shuttle operations. The use of Fire-detectors is a conventional method. But when there is smoke or fire, it can be already too late. Why not detect heat and overheat before it comes to fire?  In case of a smoke or fire, the security system (if there is any) alarms the personnel, the fire extinguishing gets in operation, local firefighting department gets notified etc. These actions are made to handle the abnormal situation, when the fire is already there. After extensive market research, the Sure-Grip product line was designed around the concerns and desires of Ziamatic’s customers for a quicker, tighter, stronger mounting option. The feedback received by Ziamatic was directed towards its current bracket options and the competition’s as well. Using its customers suggestions, Ziamatic developed what is thought to be the most efficient, cost effective, user friendly, equipment mounting product line available. Ziamatic encourages everyone to see firsthand how efficient these mounting brackets are and why everyone is talking about them.  Every Sure-Grip model utilises a vinyl strap to retain tools and equipment. Vinyl was the chosen material because it was found that it does not stretch or break like other mounting options available.  Each strap is professionally sewn with specific threading and a style of stitching to meet the manufacturing quality typically seen with Ziamatic products. The width and length of the straps were chosen specifically for the grip range of each designed bracket and for its intended use. Ziamatic went one step further and completed hundreds of hours of accelerated weather testing on the strap and brackets. Ziamatic then pull tested them to assure the quality of retention still remained, and it did.   Ziamatic’s model SG-VM-1 uses a 1.5-inch-wide strap, while models SG-VM-XL and SG-VM-XLS use a 2-inch-wide strap, which is over four times the width of other similar options. Ziamatic’s team found this to be a key design feature intended to limit or eliminate twist and strap movement when retaining equipment. By covering more surface area, Ziamatic created a more secure and confident retention, especially when retaining heavier, bulkier equipment.  The straps for these three models have a rubber pad sewn onto the underside of the strap that engages with the equipment and limits movement and vibration.  Ziamatic’s highly visible pull tab was incorporated for an easy release, even when using a gloved hand. Finally, a hook and loop are used on Ziamatic’s straps for easy engagement. This allowed for effective engagement and disengagement, while still retaining equipment.  {content_short_100}… “It is the infinite grip range on the tighter, stronger, non-stretching, strap that sets us apart from all other competition,” said Keith Creely, VP of Ziamatic Corp. Pulling away from the mounting surface after wrapping around the load retention post allows for the strap to squeeze the product into a secure position. Creely continued, “Zico went one step further in proving our Sure-Grip brackets are superior by completing accelerated weather testing on the straps and brackets.  After these tests were performed, we did a static load pull test. The brackets retained with every bit of strength seen prior to the UV testing. Testing proved these straps would hold tight even when seeing loads surpassing two hundred pounds. For these reasons we feel our straps are superior to other options available.”  “The Sure-Grip body, made of super tough nylon, flexes but does not break and does not permanently deflect. The nylon is gentle on equipment and virtually eliminates possible corrosion issues found with dissimilar metals,” said Creely. “We incorporated slotted mounting holes that are on centre for easy mounting on popular peg boards or for easy hole placement layouts. This was to address installers’ concerns with odd mounting hole placements seen with other mounting options. Ziamatic focuses on making installation as easy as possible.  Equipment mounting installers can have a big influence on what is used and what will not be used. Leader identifies how search and rescue teams find survivors after earthquakes and what equipment is best used to aid rescue services Following a disaster, such as the earthquake in Turkey and Syria in February 2023, every second counts! Urban Search And Rescue (USAR) teams must act quickly and efficiently within the first few hours / first few days following the disaster to save entombed victims as quickly as possible. Rapid search and rescue In the early hours after a major disaster, when many areas need checking, emergency teams conduct rapid searches to maximise the opportunities for saving lives. Rescuers are usually finish searching at a site within a few hours, then move to the next area. They can use this stage to identify zones where a deeper search would be worthwhile. Specially trained search and rescue dogs (K9 teams) are employed to move quickly in the rubble in order to sniff out signs of life. Indeed, these trained dogs detect live human scent, even when a victim is buried deep in rubble. Full search and rescue   This phase of operations, also called “technical search” locates, and rescues deeply trapped survivors. The search and rescue of entombed victims requires the involvement of search and rescue specialists with very specific USAR equipment to detect and locate victims, communicate with them and then extract and rescue them. USAR teams often use victim location dogs, but they also use electronic victim search equipment: With seismic sensors/acoustic sensors, UWB rescue radar (Ultra-Wide Band) Ground penetrating radar, USAR search cameras. These 4 technologies complement each other and allow rescue teams to go faster. Seismic detectors (also called listening device) are designed to detect and locate the position of conscious buried survivors under the rubbles following a collapse. Ultra-sensitive, seismic sensors use seismic technology to detect the smallest sounds/vibrations caused by survivors buried under rubbles (scratching, hitting, shouting, etc.) and help pinpoint their location. What is seismic technology? Seismic detectors, like a wave receiver, sense vibrations which resonate and circulate in the different materials of the collapsed building and amplify them via a control box. The technical search specialist can “listen” via audio headsets and “view” the audio signal via a bar graph on the control box for vibrations made by victims under the rubble. How to use seismic sensors? First of all, placed on the same line, the team LEADER deploy the seismic sensors by placing them on the surface of the rubble. Then, a long whistle sounds to demand total silence. One of the rescuers hits the ground with a heavy metal bar and an interpreter asks out loud “Is anyone there? We’re the rescue teams.” They listen in total silence and wait for the victim’s “response” (scratching, hitting, shouting, etc.) to help locate them. If no response and no vibrations detected: rescuers continue through the zone to be covered, repeating the same method. The objective is to map the zone by identifying the location of buried victims. If the sensors receive a signal (represented by sounds in the audio headset and via an active bar graph on the control box): The intensity of the signals received by each sensors is compared. It is then necessary to focus on the sensor which receives the strongest signal and gradually bring the two others closer in a triangle, until they all display the same intensity. The position of the victim is identified when all sensors have a signal at the same intensity. One of the latest innovations in terms of victim location equipment is the UWB (Ultra-Wide Band) radar detector (also called GPR – Ground Penetrating Radar). This radar detector is designed to detect and locate the position of entombed victims following a collapse. It uses the Ultra-Wide Band technology (highly sensitive stabilised band) to detect the movements of a buried victim. It can detect the smallest movements – even the breathing of an unconscious person! What is UWB technology? UWB is a radio modulation technique based on the transmission of very short impulses. The UWB sensor is a transmitting/receiving device with an ultra-sensitive UWB sensor producing electromagnetic waves that can pass through construction materials. It can scan/probe through 50 cm of dense concrete or any other construction material such as bricks, asphalt, sand, wood, tiles, plastic, plaster and glass. (Note that electromagnetic waves cannot pass through metal surfaces, damp surfaces (clay), or water)…. and can detect the movement of buried victims. Once the survivor is detected and located, a second step involves visually verifying that it is a human with a search camera. Equipped with a microphone/speaker module, it can also be used to communicate with the person to determine their assistance needs. What is a search camera? A victim search camera is a miniature camera (47 mm in diameter for LEADER models) designed to slide into very narrow spaces such as cracks, gaps and standard 51 mm holes drilled by USAR teams to inspect behind a wall or inside a confined space. New funding for building and fire safety inspectors announced

The government has introduced a new £42 million funding scheme to support building safety reforms. On 9 March 2023, the Department for Levelling Up, Housing, and Communities announced a new fund that will be used to support the recruitment and training of building control inspectors and fire inspectors working with the new Building Safety Regulator. The £42 million figure will be allocated over a period of three years and includes a £16 million grant to Local Authority Building Control (LABC). Additionally, £26 million will be given to support fire and rescue services across England along with the National Fire Chiefs Council. Lee Rowley, Minister for Building Safety, said: “The Government is delivering important reforms under the Building Safety Act, including introducing the new Building Safety Regulator to oversee building safety and performance. This taxpayer funding will give additional resource to local regulators who will support the work of the Regulator in making buildings safer.” As reported by Inside Housing, the number of building control inspectors that are employed by England’s local authorities has “fallen by 27.4% since 2010”. It is hoped that the grants will allow local regulators of building safety to recruit and train around 110 building inspectors and 111 new fire protection officers. The three-year programme will enable them to receive high-quality training “designed to direct skills and resources to areas with a greater distribution of high-rise buildings”. These inspectors and fire engineers will be the “local partner regulators” of the new Building Safety Regulator in the Health and Safety Executive (HSE) and will oversee the “safety and standards of the design, construction and management of higher-risk buildings, as well as strengthening the sector as a whole”. Chief Executive of the LABC, Lorna Stimpson, backed the new government fund, saying: “We are delighted to have secured this funding to provide much-needed additional resources for our local authority members in England. Building control surveyors are a scarce commodity and so it’s important that we start to invest in this previously underfunded but vital public service role. “We welcome the role that local authority building control will have as part of the new building safety regulator’s multi-disciplinary teams, and in helping to implement the reforms recommended by Dame Judith Hackitt.” Peter Baker, the Chief Inspector of Buildings at HSE, added: “Local Authority and Fire and Rescue Services are vital to the delivery of the new safety regime for higher-risk residential buildings. I welcome the work to quickly increase capability and capacity so our regulatory partners can deliver their important roles. Our common goal is ensuring the success of the new regime in keeping residents safe in their homes, now and in the future.” Mark Hardingham, NFCC Chair, also stated: “NFCC welcomes confirmation of the three-year funding for fire and rescue services to recruit additional staff to support the new Building Safety Regulator. We will be working collectively with others to ensure that the new Regulator delivers on the policy intent set out by Dame Judith Hackitt, and as part of that, establishes a sustainable funding model for fire and rescue services that goes beyond the initial financial package.” To read more news and exclusive features see our latest issue here.
