IAFF files lawsuit against NFPA over gear testing standard

In the next step in its fight to combat fire fighter cancer, the International Association of Fire Fighters (IAFF) filed a suit March 16 against the National Fire Protection Association (NFPA) for its role in imposing a testing standard that effectively requires the use of PFAS in fire fighter protective gear. “The very gear designed to protect fire fighters, to keep us safe, is killing us,” said General President Edward Kelly. “Standard 1971 needlessly requires the use of PFAS in fire fighter gear.” A provision in NFPA 1971 requires certain components of fire fighter bunker gear to pass the Ultraviolet Light Degradation Test. The test requires turnout gear to be exposed to UV light for 40 hours without degradation. The only substance that can pass the test for that long is PFAS. The complaint, International Association of Fire Fighters v. National Fire Protection Association, seeks to hold the NFPA liable for not removing the dangerous test from its Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting (Standard 1971). The suit, filed in Norfolk County Superior Court in Dedham, Mass., seeks damages and other relief. “It’s about removing the cancer-causing chemicals in our gear and finding justice for our brother and sister members,” said Kelly. In its effort to combat cancer in the fire service, the IAFF has retained three nationally recognized law firms, Motley Rice LLC; Simmons Hanly Conroy LLC; and Sullivan Papain Block McGrath Coffinas & Cannavo P.C. (collectively known as the PFAS Law Firms) charged with changing regulatory standards, demanding PFAS-free gear, and assisting IAFF members and families seeking compensation for PFAS-related illness. The IAFF has been aggressive in working to remove PFAS from fire fighter gear, focusing significant research, education, and publicity around the dangers posed by the forever chemicals. “Even when presented with independent science on the health and safety risks, the NFPA has refused to help save our lives,” said Kelly. “The IAFF has a duty to protect our members’ health and their families’ wellbeing.” To read more news and exclusive features see our latest issue here. Competition for Chair of Northern Ireland Fire & Rescue (NIFRS)

The Department of Health is seeking to appoint a Non-Executive Chair to the Northern Ireland Fire & Rescue Service (NIFRS). The Board of NIFRS comprises the Chief Fire and Rescue Officer, a Non-Executive Chair and 10 other Non-Executive Members appointed by the Department. Peter May, Permanent Secretary at the Department of Health, said: “The role of NIFRS Chair is both challenging and rewarding. This is an exceptional opportunity for a person with effective leadership skills to share their talents and expertise to make a positive difference to the lives of people in Northern Ireland. NIFRS protects and serves the entire population of NI, an area of over 5,500 square miles providing them with a range of fire and rescue services. Under the 2006 Order, the Fire Safety Regulations (Northern Ireland) 2010, and the Fire and Rescue Services (Emergencies) Order (Northern Ireland) 2011, NIFRS responds to fires, road traffic collisions and other emergencies including chemical, biological, radiological or nuclear incidents, search and rescue incidents, serious flooding and serious transport incidents. A range of community engagement initiatives are provided to help reduce risk and keep people safe from the dangers of fire and other types of incidents that we respond to. The organisation has a dedicated Regional Control Centre where all the Fire 999 calls for NI are answered and Fire Crews mobilised to respond. NIFRS has 68 Fire Stations across NI utilising a variety of crewing models using Whole-time, On-Call and Volunteer Firefighters. WAGNER Rail secures major project in India

WAGNER Rail, fire protection solution provider for rail vehicles and subsidiary of WAGNER Group, received another major order from Indian Railways at the end of 2022 to equip 1,100 rail vehicles with the TITANUS PRO∙SENS fire detection system. The order volume of the Indian state railroad company amounts to several million euros. The fire protection solution provider secured the first order for Indian Railways four years ago, whereupon further follow-up orders for equipping cars with the PRO∙SENS fire detection system were concluded in 2021. With the additional order, the number of rail vehicles equipped with WAGNER fire protection technology at Indian Railways adds up to about 5,000 cars. The total volume is in the double-digit million-euro range. “Despite difficult market conditions, our business in India has developed very successfully in recent years and continues to develop sustainably in perspective. Aico invites supply chain to build a safer future

Aico has recently hosted four events to explore how their supply chain can work collaboratively to build safer futures for residents of the UK, welcoming 400 industry professionals to their headquarters in Oswestry. To support their mission statement of promoting best practice and delivering safer homes, Aico invited customers from all areas of their supply chain to these ground-breaking events, including electrical contractors, distributors and registered social landlords. Held throughout February and March, the events combined insights and evidence into how connected homes can create safer and healthier properties for all, from improving fire safety to reducing the risk of poor indoor environmental conditions, such as damp and mould and poor indoor air quality. Aaron Hamilton from Southway Housing Trust who attended the event added “All of the presentations were really good and informative. The thing that impressed me most was how the business is run and is constantly evolving and trying to improve all aspects”. Jason Parker, Electrical Supervisor from Chesterfield Borough Council who also attended commented “The whole event was slick and well presented, especially with technical topics. I gained a lot from the event, while it was very enjoyable”. Members of Aico’s expert team delivered a range of engaging and impactful workshops to drive a synergistic approach to building safer futures. Beginning with an insight into Aico’s past, present and future, National Sales Managers, Daniel Little and Tony Boyle, set the scene for the event, examining the organisation’s products, technology and training initiatives. National Account Manager, Alex Parker, examined new research, conducted by Cebr on behalf of the Housing Safety and Wellbeing Taskforce, into the economic impacts of fire safety standards regulations. Product Manager (HomeLINK), Jordan Toulson, examined the plethora of data and insights available through Aico’s HomeLINK Connected Home Solution; focusing on the recently released structural versus environmental insight, which enables landlords to pinpoint the root cause of damp and mould. Product Development Manager, Michael Wright, continued the theme of technology and innovations, exploring how Aico’s range of ever-evolving hardware and software can ensure residents have access to safe and healthy living spaces. The attendees also took a tour of Aico’s modern headquarters and participated in a workshop led by Operations and Learning & Development Manager, Lee Duffy, to learn how to achieve high-performance teamwork. To close each event, the groups merged for an ask the panel Q&A, giving guests the opportunity to share feedback or ask questions. Baltimore County Fire Department orders 23 Pierce Fire Apparatus

Pierce Manufacturing Inc, an Oshkosh Corporation company, announced the Baltimore County Fire Department (BCoFD) in Maryland has placed an order for 23 custom Pierce fire apparatus. This is the second substantial order for the department since 2019. BCoFD will have taken delivery of 55 Pierce apparatus in total by the end of 2024. The purchase of the new fire apparatus was managed by authorised Pierce dealer Atlantic Emergency Solutions in Virginia and is part of an initiative to improve the department’s strategic emergency response in the communities they serve. The most recent order includes ten Pierce Enforcer 750-gallon pumpers, six Enforcer 1,000-gallon pumpers, two Ascendant 107’ Heavy-Duty Tillers, three Heavy-Duty Rescue engines, one Heavy-Duty Rescue Unit, one Heavy-Duty Rescue Hazmat Unit, and one Freightliner tanker. “Our objective in purchasing the new apparatus is enhanced public safety,” said Fire Chief Joanne Rund. “Baltimore County Executive John Olszeswki Jr. prioritized this goal and secured the necessary funding to upgrade the fleet to keep our communities safe for many years to come.” BCoFD’s Fire Maintenance Fleet Manager Michael Huber said, “Crews are happy with the manoeuvrability and ease of use of Pierce fire apparatus. They are eager to put this most recent order into service.” Safety for fire and EMS personnel is a top priority for BCoFD. All the new fire trucks will be equipped with side roll protection and front airbags. Some units will contain decontamination showers. “We appreciate Pierce and Atlantic Emergency Solutions working with us to meet our unique specifications and build the safest equipment for our crews,” Huber added. Baltimore County Fire Department’s new fire apparatus replace aging units which no longer meet the needs of the department and will help improve tactics in emergency response situations. All new fire apparatus feature a new black-over-red paint color scheme, a visible representation to the community that BCoFD is working to keep them safe. The Baltimore County Fire Department serves a population of nearly 850,000 people and responds to approximately 150,000 incidents annually. The department has more than 1,000 sworn and civilian personnel based at 25 career and 29 volunteer fire companies. “Working with the Baltimore County Fire Department to upgrade and improve their fleet has been an honour, and we are proud to have earned their trust by providing quality solutions and dedicated service,” said Bob Rosensteel, Regional Account Manager for Atlantic Emergency Solutions. “Now operating a full Pierce fleet, with some in reserve, having a manufacturing partner who listens to their needs with convenient service centre access are critical factors for Baltimore County as we work to place 55 new fire apparatus in service within the next few years. Dauntless Air enters 2023 Wildfire Season strong

Dauntless Air, an aerial firefighting company deeply dedicated to protecting people, land and property from the devastation of wildfires, have announced that it will enter the 2023 wildfire season with 17 Fire Bosses – nearly double the size of its fleet five years ago. 9 of Dauntless’ water-scooping planes were used during the company’s 2-week annual training, which concluded last week in Cleburne, Texas. This program—which spans piloting, ground support and maintenance training—has helped to develop one of the most highly-skilled and tenured Fire Boss pilot corps in the world and achieve 99.3 percent average fleet availability since 2018, underscoring the caliber and reliability of Dauntless’ Fire Boss operations. “We aim to be the safest, most effective and most reliable ally possible in the battle against wildfires,” said Brett L’Esperance, Dauntless CEO. “We do that by attracting and retaining team members who identify with our core values of service, teamwork and professionalism; continuously expanding and upgrading our Fire Boss fleet so we’re bringing the best tools to every mission; and investing in our extensive company training program that has set the standard globally for Fire Boss excellence.” For the third year in a row, the Dauntless Fire Boss training program spanned two weeks and involved every person in the company, including pilots, mechanics, crew chiefs, leadership and administrative staff. The 2023 program exceeded industry standards in three key areas. Pilots logged the most pre-season flight hours of any aerial firefighting operator. Dauntless pilots new to the Fire Boss logged three times the industry standard for pre-season flight hours, flying roughly 25 hours each solo and with an experienced pilot in the company’s two-seat Fire Boss training aircraft. Combined, all Dauntless pilots flew 150.8 pre-season hours, exceeding the company’s own industry-leading standard of 141 total hours set in 2022. During that time, pilots completed 844 scoops and dropped 518,601 gallons of water. Pilots, support crew and external teams engaged in collaborative training missions. Dauntless pilots worked on radio communication skills with an Air Attack platform that flew above a target training area. Also, Dauntless pilots practiced performing rapid initial attack on a simulated fire with the Texas Forest Service (TFS). Dozens of TFS incident commanders, a pump truck and dozers participated in the training. In addition, Dauntless crew chiefs completed simulated dispatches and aircraft loading exercises, and mechanics maintained aircraft and attended supplementary and recurrent maintenance-related classes. All Dauntless team members joined training sessions with external partners and state and federal agencies. Aircraft Owners and Pilots Association (AOPA) Air Safety Institute Executive Director, and former Commander and Lead Pilot of the U.S. Air Force Thunderbirds, Richard McSpadden, gave a keynote address about performance versus risk in piloting and how to manage the gap. US Hotshot Association (USHA) representatives delivered a session on the history of the hotshot community and its ties to aerial firefighting. Aviation Medicine Advisory Service (AMAS) President and CEO Quay Snyder, MD, MPH led a workshop on pilot fatigue, mental health and fitness for duty. Additional training sessions were conducted by the U.S. Office of Aviation Services (OAS), Bureau of Land Management (BLM) and Minnesota Department of Natural Resources (MN-DNR). Euralarm on Fire Safety of Buildings

Euralarm welcomes the position adopted by the European Parliament’s Committee on Industry, Research and Energy (ITRE) on the revision of the Energy Performance of Buildings Directive (EPBD) after long and difficult negotiations. The compromise amendments contain significant changes and Euralarm especially welcomes recommendations to better address fire safety of buildings. Better performing buildings also means safer and more secure buildings. Every year, EU countries experience major fires in residential, commercial, and industrial buildings, taking the lives of thousands of European citizens and creating considerable environmental damage. This can be avoided with the deployment of integrated fire safety and security technologies. Better performing buildings implies new technologies – such as Battery Energy Storage Systems – that can increase fire risk. Therefore, significant changes in fire safety and security requirements are required. They must be carefully evaluated by qualified people and companies. Beyond the recommendations proposed by the ITRE Committee, they have called on EU decision makers and Member States to create incentives for all renovated buildings to be fitted with the latest technologies in terms of fire safety and security. The European Parliament will vote on the draft position during the 13-16 March plenary meeting, sealing the EP position for the following trialogue negotiations. Euralarm has full confidence in the European political institutions to take the right decisions which will strengthen the cohesion of the European Union, revive our economy, and ensure for all citizens a sustainable future, be it in terms of environment, energy, use of natural resources as well as safety and security. Teledyne FLIR marks 10 years of K-series

This month – March 2013 – FLIR (now known as Teledyne FLIR) released the first models in its K-series thermal imaging cameras for firefighting applications. A decade down the line of the first release, the K-series remains an effective firefighting applications, allowing crews to visualise a plan of attack, locate hot spots and save lives all in ultra-quick time. The origins of Teledyne FLIR date back to 1978 with the formation of FLIR Systems and the development of high-performance, low-cost infrared (thermal) imaging systems for airborne applications. Following on from success in numerous market sectors, the company entered the firefighting sector in 2013 with the launch of its K-series cameras. “Being a volunteer fireman and involved in the fire service for over 25 years, it has been fulfilling from both a business and personal standpoint to be part of Teledyne FLIR’s 10-year journey and bring thermal imaging technology to more and more firefighters,” said Jason Messerschmidt, Senior Director of Sales US at Teledyne FLIR. “Our ability to provide top of the line products offering advanced technology at competitive prices has undoubtedly enhanced the fire service and saved the lives of both crew members and those trapped by fire.” The firefighting success story began with the launch of the K40 and K50 thermal imaging cameras in the spring of 2013. The idea behind the launch of the cameras was to provide firefighters with a tool they could rely on to both protect the lives of crew and save the lives of others. By displaying different colour modes for every situation, the K40 and K50 models met a number of key market criteria, including affordability, dependability and ease-of-use. The devices also displayed clear thermal images and produced simple reports. Encouraged by the initial success and uptake of the K40 and K50, the company set about expanding the range. In January 2015, at the Intersec exhibition in Dubai, FLIR released its K45 and K55 models with enhanced field-of-view and thermal sensitivity. Next to join the line, in June 2015, were the K2 and K65 thermal imaging cameras, with a public unveiling at the Interschutz exhibition in Hanover. The FLIR K2 combines capability, ruggedness and reliability in an affordable package. With features such as Multi-Spectral Dynamic Imaging (MSX), easy-to-use buttons and operability in temperatures up to 260°C, the K2 is a small investment that pays big dividends, saving lives, protecting property and ensuring firefighter safety. FLIR’s K65 is an advanced, feature-rich thermal imaging camera required when NFPA compliance is a must. With fully sealed connectors and a secured battery, the K65 is fully compliant with the NFPA 1801-2021 standard for thermal imaging cameras covering usability, image quality and durability in firefighting tasks. Having released these four models in 2015 – K45, K55, K2 and K65 – and high initial, FLIR felt it was a good moment to discontinue the original K40 and K50 models, as more K-series thermal imaging cameras were already in development and about to be released. In April 2016, at the FDIC exhibition and conference in Indianapolis, FLIR took the opportunity to introduce its brand new K33 and K53 models. The concept behind the K33 model was to provide an economical, easy-to-use option that did not sacrifice clarity or performance. This thermal imaging camera features FSX Flexible Scene Enhancement, which intensifies structural and textural details in thermal images. The augmented perspective and orientation of the camera also help with improving situational awareness and give firefighters a greater sense of confidence and safety. The K53 offers the same clarity and performance, but with enhanced features such as greater IR resolution and thermal sensitivity.# FLIR’s most recent addition to its K-series happened in April 2019 with an unveiling that took place at FDIC. Taking the number of available K-series cameras to seven, the K1 situational awareness camera is a rugged, compact thermal device that serves as an extra set of eyes on the fire scene, allowing commanders, officers and inspectors to complete a rapid yet thorough 360° assessment in total darkness and through smoke. With a bright, integrated flashlight, the FLIR K1 illuminates the scene to help users guide and manage crew members more effectively. “Ten years ago, the market for thermal imagers for firefighting was somehow static: little innovation, clumsy design, battery challenges, blurry images and so on. Moreover, the hefty price tag didn’t support broader adoption among firefighters worldwide,” commented Peter Dekkers, Global Business Development Manager – FIRE EMEA at Teledyne FLIR. “So we took a huge risk by investing in this market, which was – at a first glance – not particularly dynamic. However, we love a challenge and decided to use our in-house industrial and defense expertise in addressing the fire market., With the introduction of our K-Series we set a new standard with superb image quality, ease of use, robustness and reliability. “Of course, with broader use comes higher expectations. Bureau Veritas for tighter regulations of E-bike batteries

House fires involving batteries in e-bikes and e-scooters have become more frequent in recent years, as these purportedly eco-friendly and cost-effective modes of transport have increased in popularity. With a spate of high-profile e-bike battery fires, including a recent house fire in Hampshire, reported in The Guardian, which saw the blaze break through the bike’s cover and the car port in which it was being charged, it’s evident that more needs to be done to protect e-bike users and inform them of the accompanying safety concerns. Now, electrical safety and compliance expert, Bureau Veritas is issuing a reminder of the potential volatility and instability of a Lithium-ion battery systems, which are found in most e-bikes and EV cars and we are calling for greater regulation by government and manufacturers of these energy-dense and toxic-chemical containing devices. The London Fire Brigade (LFB) reported on its website that it had attended over 70 fires involving e-scooters and e-bikes during 2021 and at the same time Transport for London (TFL) banned e-bikes from its services after a related fire which broke out on a tube train. Due to the lack of adequate regulation surrounding Lithium-ion batteries, more and more devices are being purchased online and these may not meet even minimal safety standards. Action must be taken immediately to regulate the manufacture and sale of e-bike batteries to prevent further fires and potential fatalities. Lithium-ion battery systems as a whole should be viewed as a bridge technology on the way to safer and more ecologically friendly options. Consequently, the proper regulation and consideration of these systems, their dangers and their environmental impact must be addressed now to prevent the legacy problems they will undoubtedly cause in the future, according to Jeff Ansell, Deputy Chief Scientific Adviser at Bureau Veritas. Jeff said: “E-bikes and e-scooters can experience a lot of wear and tear when being used, which can cause significant damage and degradation to a Lithium-ion battery pack, especially if the correct charging apparatus for the specific battery cells is not being used. Consequently, these batteries which are large stores of energy in quite an unstable system, can become very volatile, especially when not properly manufactured, charged, used, and regulated. “Currently, the onus is ostensibly placed on e-bike users to keep themselves safe so it’s vitally important that owners only use a manufacturer approved charger for the product and cease use if it shows any signs of deterioration. In the current cost-of-living crisis it can be tempting to opt for cheaper versions available online, but this is a false economy and user safety must come first. “Many manufacturers advise not charging batteries to 100% to prevent overheating – as overcharging is one of the key causes of a fire – as well as not charging them in enclosed spaces, such as inside the home, or even a car port as was seen with the recent house fire in Hampshire.  Serious degradation of Lithium-ion cells, known as ‘roll collapse’, can also occur when these batteries are undercharged or fully depleted and as such use of the correct charging system for the specific batteries in-use is of vital importance.” Jeff continues: “While human error can form a significant part of the cannon of problems seen with the use of Lithium-ion battery systems more must be done by regulatory bodies and manufacturers to better educate users and regulate the products themselves thus engineering out these problems at source. As with all growing or bridge technologies, especially those which purport to offer eco-friendly or sustainable solutions, there is an urgency to rush these to market to spur the uptake of what is constantly falsely advertised as ‘Green Energy’. “However, with such a potentially volatile and ecologically damaging device, more long-term solutions must be put in place to regulate Lithium-ion batteries, their manufacture, charging, use and of course the recycling of their toxic and environmentally damaging components at the end of their lifecycles.” Bureau Veritas has a highly experienced and qualified nationwide team of over 60 fire safety experts, undertaking in excess of 20,000 fire risk assessments annually across more than 6,000 properties.
