Supporting firefighters in Ukraine

A further convoy of fire appliances, kit and equipment is now on its way to support firefighters on the frontline in Ukraine.  The fifth convoy leaving the UK today (May 3rd) means fire and rescue services have now donated an amazing 86 fire engines and more than 160,000 items of kit, all desperately needed in Ukraine as the devastating war continues. The humanitarian aid convoy has been organised by the National Fire Chiefs Council, FIRE AID and International Development (FIRE AID), with support from the wider sector and the Home Office. Items have also been donated by police forces coordinated through the National Police Chiefs Council (NPCC).Coordinated by NFCC’s National Resilience function, the convoy is made up of 25 vehicles, packed with more than 8,000 items of life saving kit and equipment. And the convoy leaves the UK ahead of International Firefighters’ Day, which is observed each year on 4th May. The day recognises and honours the sacrifices firefighters make. Around 80 volunteers from fire and rescue services will ensure its safe passage across Europe. Firefighters will hand over the convoy in Poland, where it will then be delivered to where it is needed most. This year the first part of the convoy saw fire and rescue services from the northwest meet in Merseyside to undertake the first leg of the journey and to commemorate the link between Ukraine and this year’s Eurovision Song Contest. Liverpool is hosting the contest on behalf of Ukraine next month, who won the competition in 2022; events are being held across the city to honour people from Ukraine. 21 of the fire appliances will be donated and the other vehicles will make their way back to the UK. The returning vehicles are being used to transport some of the equipment, while support vehicles have been provided by Angloco and Babcock, including mechanics assisting on the journey. The vehicles and equipment have been donated by 17 fire and rescue services across England and Wales. Fire engines, helmets, generators, lighting, hose, rescue equipment, and thousands of sets of firefighting PPE are among the items being donated. The first convoy took place in March last year and since then there have been regular convoys. Chair of the National Fire Chiefs Council Mark Hardingham said: “I am incredibly proud to see how fire and rescue services have once again not only donated essential kit to Ukraine but have worked tirelessly to pull it together so quickly. We have also seen an incredible number of staff volunteer to drive the convoy across Europe. “The determination and pride of all involved is testament to how committed everyone is to help our colleagues in Ukraine who continue to see war devastate their country, while putting their own lives on the line with often limited resources.“We couldn’t make these convoys happen without the incredible hard work of everyone involved; once again a phenomenal effort to get help to where it is needed most.”  Claire Hoyland, Project Manager, FIRE AID commented: “We know how much firefighting equipment is being lost in Ukraine each and every day, so to be able to organise a convoy in such a short time to give vital assistance will make a difference. “We are in constant contact with our Ukrainian partners and the State Emergency Services and we know these donations will make a big difference to firefighters on the frontline.  I would like to thank all our partners and colleagues for their absolute commitment to making this happen.” Ian Moore, Chief Executive, Fire Industry Association: “The whole of the fire industry has worked together to make this a reality in conjunction with FIRE AID and our other partners. Tom Lyons joins National Fire Protection Association

The National Fire Protection Association® (NFPA®) announced Tom Lyons as the new director of communications for the association. “We are thrilled to have Tom join NFPA,” said Lorraine Carli, NFPA vice president of Outreach and Advocacy. “His decades of experience in both the public and private sectors, combined with his deep knowledge of communication strategies, will be invaluable as we continue amplifying NFPA’s mission of advancing fire and life safety where people live, work, and play across the globe.” Before joining NFPA, Mr. Lyons most recently held senior staff positions with the Commonwealth of Massachusetts, including at the Massachusetts Emergency Management Agency, where he assisted the Commonwealth’s response to the COVID-19 pandemic, other emergencies, and crisis communication planning for two Boston Marathons. In his new role, Mr. Lyons will oversee the NFPA’s thought leadership activities, including media relations and the production of the organization’s flagship publication, NFPA Journal. Smarter fire detection

Fire alarm systems are regulated by building and fire alarm codes adopted by the municipality in which the facility resides. Because different municipalities may adopt different codes, how a system operates or is installed at one location might be quite different at another location. As fire alarm systems are so essential for the safety of the employees and the well-being of the facility, it is critical to have a thorough working knowledge of the operation of the system and the security officer’s role in its successful use. It is also very important to understand the proper operation of the system and the expectations of the fire department.  Fire alarm systems typically have a main control panel with a display. If necessary, additional displays can be installed in other areas. Larger systems may incorporate a graphical display of the facility and locations of the various sensors therein. Where the alarm must be monitored offsite, a communicator or dialer is installed to allow the fire alarm to send alerts to an alarm company central station or, in some rare cases, to the fire department.  Like intrusion alarm systems, fire alarms can be connected with a number of devices on a zone. Newer, larger fire alarm systems (and intrusion alarm systems as well) utilize a multiplex loop, where all of the devices are connected on the same loop, with each device having its own unique identifier or address. This type of system is known as a multiplex or addressable system. The largest fire alarm systems integrate dozens or hundreds of control panels across several facilities, with a dedicated main computer in the company command center for monitoring.  Smart Fire Protection  As the pace of urban construction in our country continues to accelerate, the new generation of information technology represented by mobile Internet has played an increasing indispensable part in the administration, public services of government departments, the management, business models of enterprises and the people. The life of the city has had a profound impact.   In addition, the application of fire alarm computer monitoring system in fire protection engineering has also become an inevitable trend of urban fire protection construction. The informatisation of urban construction and management is gradually developing from digitisation and networking to automation and intelligence.   The construction of smart cities has become a general trend. “Smart fire protection” is a significant sub-module under the public safety sector, an important part of the smart public safety application field in the construction of smart cities, and the specific application of smart cities in the field of urban fire protection. From the perspective of urban management, urban public safety is a key area of smart city construction, covering urban fire safety. The fire alarm computer monitoring system in fire protection engineering belongs to smart fire protection. It is a brand-new concept. It is still in the development stage and there is no authoritative and unified definition and standard. This aspect of smart fire protection should cover all aspects of urban fire safety.   By acquiring key information on fire safety, data analysis can provide decision support for urban fire safety management, key fire protection units, fire protection equipment manufacturers, insurance institutions and scientific research institutions. Closing the doors on fire 

International Fire Buyer magazine had the pleasure of sitting down with door hardware manufacturer and expert Fireco. Speaking on behalf of the company, Senior Commercial Manager Alex Babbage talks about all things fire doors, where we are in the industry and where we are heading.   Hi Alex, it seems like a busy time for you. What changes have you overseen since Fireco introduced its Fire Door installation service?   Great question. Our fire door services have evolved from a conversation I had in the car with the Fireco CEO: “Can we get to a place where we supply and fit doors?” Fast forward 18 months and we now have dedicated warehouse space for fire doors and extensive in-house training for our Fireco engineers. They are certified with recognised bodies (including BM Trada, FDIS and BlueSky) for remedial works and installation services.  Our installation service has expanded dramatically over the last 12 months. We’re now working with some exciting clients on multi-year projects to support their building compliance.   It’s great now that we can offer our door installation service to both our existing client base and a host of new clients including local authorities, especially since the release of our  exciting new door inspection app DorTrak.  We’re supporting a number of local housing providers and property management companies with comprehensive door inspections as a starting point to understand what changes need to be made to make the fire doors compliant.  Fireco are recognised as being manufacturers of very well-known door hardware, are you manufacturing doors as well?  Fireco has been making Dorgard and other fire safety products for over 20 years. For fire doors we have partnered with third party accredited door manufacturers such as Performance Doorset Solutions and supply only third party tested prehung doorsets.   This means we can offer the best quality doors, with primary tested hardware installed under the BM Trada Installation standard. We supply full certification for both the doors, and the installation process.  Now that the new fire safety regulations have come into effect, what advice would you give to the responsible person regarding fire door compliance?   The gov.uk website states: “In all multi-occupied residential buildings, the regulations require responsible persons to provide residents with fire safety instructions and information on the importance of fire doors.” It’s normal for a fire door to become damaged over time due to high use and general wear and tear. However, sometimes the deterioration is caused deliberately, e.g. breaking or disengaging door closers.   By sharing knowledge with residents on the importance of fire doors and why they need to be closed, it could prevent them from causing damage and also help them identify if something is wrong with a door. There are some great sources within the fire industry such as the FIA, FPA, IFSEC and the BWF. As we’re in the business of offering fire door services here at Fireco, we also create plenty of reliable fire door content. Fireco’s blog section and webinar archive are great places to find more information.  How can the responsible person keep up to date with all their sites effectively and make sure all doors remain compliant?   Having a competent person carry out regular door inspections is key, then keeping records of these inspections comprises an essential part of your golden thread of information. If any significant changes are noted, or failures with doors found, it’s worth speaking to or bringing in an expert that has certification with doors and can provide advice. Electric bus Li-ion battery fire protection solutions

FirePro presents exclusively for Fire Buyer magazine the latest in fire protection solutions to tackle electric bus Li-ion battery fires  Cities are increasingly turning to electric buses as a way to reduce their carbon footprint and improve air quality. Compared to traditional diesel fuelled buses, electric buses are more energy-efficient, produce no emissions at the point of use, and have lower operating costs over their lifetime. Typically, these buses use Lithium-ion (Li-ion) batteries, which offer several advantages such as high energy density and fast charging. However, like with any technology, there are also risks associated with their use.  In recent years, there have been several high-profile incidents involving Li-ion battery fires in electric buses. This has highlighted the need for improved safety measures and risk management strategies. In particular, the risk of thermal runaway, a chain reaction that can occur when a single Li-ion battery cell is subjected to mechanical, electrical, or thermal abuse, is especially high in electric buses. This is because a large number of Li-ion batteries are used in a relatively small enclosure. The excessive vibrations from normal bus operation can be a stress factor for Li-ion batteries, contributing to a potential short-circuit, overheating, and the release of gases that can lead to a fire or explosion.  During a thermal runaway event, the Li-ion battery’s electrolyte starts to decompose (120oC), releasing a large volume of gases, which due to pressure build-up, ruptures the metal or plastic pouch casing containing the electrolyte. These gases normally burn (flash fire) at temperatures in excess of 800oC when in contact with the atmosphere (O2) producing a toxic, flammable or explosive mixture depending on the type of electrolyte used in the cell. Some examples of these gasses are hydrogen (H₂), carbon monoxide (CO), hydrogen fluoride (HF), hydrochloric acid (HCI), hydrogen cyanide (HCN), sulfur dioxide (SO2) and hydrogen sulfide (H2S). Furthermore, the excessive loss of lithium ions from the cathode material leads to a structural collapse of the cathode electrode, causing the release of oxygen (O2).    How FirePro suppresses Li-Ion battery fires  FirePro Condensed Aerosol technology suppresses fire by interrupting the chemical chain reactions that occur in the flame, rather than by cooling or depleting oxygen in the enclosure. Upon activation, the condensed aerosol forming compound transforms from a solid state into a rapidly expanding two-phase fire suppression agent; consisting of potassium carbonate solid particles K2CO3 (the active part) suspended in a carrier gas. When the condensed aerosol reaches and reacts with the flame, the potassium radicals (K*) are formed mainly from the dissociation of K2CO3. The K*s bind to other flame free radicals (hydroxyls OH-) forming stable products such as KOH. KOH then further reacts in the presence of CO2 and forms stable K2CO3.  In the event of a Li-ion battery fire, both the active agent K2CO3 and the intermediate product KOH react with the electrolyte’s decomposition products, such as hydrogen fluoride (HF), forming stable products such as potassium fluoride (KF) and potassium bifluoride (KHF2). Thus, preventing the formation of highly flammable gases such as hydrogen (H2). The resulting neutralizing action ultimately controls the fire and allows the temperature in the enclosure to drop below the threshold necessary (120oC) for thermal runaway to sustain itself. Test results have shown that FirePro can protect the enclosure against re-ignition for as long as the minimum required fire suppression density is maintained, allowing ample time for passengers to evacuate the bus and for emergency responders to begin post-fire management of the batteries.    Main challenges of Li-ion battery fires  Heat output – In the scenario where the Li-ion batteries have entered an advanced thermal propagation stage, the battery generates its own heat, making it difficult to cool down.    Oxygen supply – The production of oxygen during cathode and electrolyte decomposition supports the chemical processes that occur during a fire.   Battery pack – Li-ion battery cells are densely stored in their packs making it hard for a fire suppression agent to reach the fire.   FirePro solutions  FirePro cylindrical models are compact and provide a practical solution for applications with space limitations such as the electric bus battery compartments. They can be installed directly within the battery pack or within the battery compartment which houses the battery packs.    Each generator is an all-in-one system unit and is the equivalent of the agent storage tank, piping and nozzles of a pressurized gas system. They are activated automatically, either through electrical or mechanical means. A comprehensive fire-suppression system can be configured to include single or multiple generators, depending on the physical and technical parameters of the protected area, such as the class of fire, volume and height. In the case of a Li-ion battery hazard, the agent density used is the one proven to be effective in tests replicating real-life scenarios.   A wide range of control and monitoring equipment can be used to automatically activate the generators, selected based on the project’s requirements. Some of the main considerations when choosing a control module include the type of detection technology used (e.g. thermal sensors) and the level of integration with other systems (e.g. vehicle control, alarm systems). Early detection, shutdown of the battery, and fire suppression is critical during a thermal runaway event to prevent its spread to neighboring cells.  The selection of the right control module and detection technology are part of the engineering of the system and are fundamental in meeting the expectations of the project’s fire strategy.   To read more news and exclusive features see our latest issue here. Big Interview – John Gould

John Gould, President of the United Aerial Firefighters Association speaks to Rebecca Spayne, Managing Editor of Fire Buyer about all things aviation themed  Could you introduce yourself and discuss what you do for the United Aerial Firefighters Association (UAFA)?  My name is John Gould, and I am the President of the Board of Directors for the United Aerial Firefighters Association.  The initiative creating UAFA began a year ago with an effort to organise a number of companies representing a wide spectrum of aerial firefighting, all of whom shared a belief that industry representation was necessary and expressed a desire to create an organisation that could grow to into a voice for the industry.   Over the past year, I think we’ve accomplished that, and moving forward it’s my job to work with every member of UAFA to ensure that we can speak with a unified voice to identify common problems in our industry and find realistic, workable solutions. We hope that voice can be heard by Congress and the appropriators as advocacy for budgets necessary to have an effective firefighting force, but also as a voice for partnership with our customers.  You have had quite the career in federal service which spanned almost 40 years; what has changed in fire prevention in this time?  I believe what has changed most is our general approach in how we view, and deal with, fire on the landscape today. There is higher awareness now about the work required to reduce the fuel loading in our forests, grasslands and the wildland-urban interface. That awareness wasn’t around when I began, and now it is arguably the biggest focus for agencies dealing with the problem.   With that said, I also see that the budgetary requirements of prescribed fire and fuel reduction projects often comes at the expense of a robust suppression strategy, and in today’s world, you need both.   I’ve also been fortunate to see some striking innovations in fire aviation. That innovation has come in the capability of the entire aviation fleet; helicopters, single engine airtankers, water scooping aircraft and large airtankers. They are much more effective, and a much safer fleet than what we dreamed possible when I started my career as a firefighter.  Given that you were responsible for 1.6 million acres of land earlier in your career, as Fire Management Officer of Military Lands in Alaska, what challenges were prevalent over such large areas?  For a year, I was a fire management officer for military lands, but I was also the Manager of Alaska Fire Service for five years, serving as the manager of the organisation responsible for fire suppression on federal lands in Interior Alaska. The challenges of fighting fires in Alaska are many, but most of them have their root causes in the logistics of managing an emergency response over such a large area:   How do you get firefighters up to the fire quickly enough?   How do you get support out to the FF in order to help them be effective?   How do you manage fires in such remote areas and manage logistics for support, for food, for fuel?   These same issues are there doing fuels and prescribed fire work in Alaska. The immensity of the landscape tends to make preparation for the work, and the number of people required to pull it off, much more complex. So yes, the size of the state is a challenge, but day-to-day issues facing fire managers and fire fighters are much the same as anywhere else in the world.  How did this early experience contribute to progressing into your current role?  Almost everything associated with fire in Alaska has an aviation component to it. My fire aviation experience began within the first week of being hired when I flew to my first fire by helicopter. From that point on, aviation has been a part of my firefighting experience, going from helitack to smokejumping, paracargo, air-attack, lead planes, aviation contracting, aviation safety… Almost every aspect of fire aviation has been a throughline in my career. It’s hard to deny this theme has played a major role in contributing to what I do today.  Does federal policy on land-management include Indigenous knowledge of the land?  I’ll start with a disclaimer stating that I can’t speak for all Federal land management policy, but I can tell you what I experienced as a federal fire program manager.  My understanding is “indigenous knowledge of the land” means you have some organisational understanding of the role fire played in the ecosystem before we developed a coordinated suppression strategy. In my experience with fire management plans in Alaska, I believe this was the fundamental principle that drove every aspect of the plan. Response to fire varied from aggressive in areas designated as “critical” because of infrastructure, to a gradually scaled down response in areas designated as “full”, “modified” or “limited”. In every response but critical, fire is allowed to play its “indigenous” role. What this means for Alaska is on more than 90% of the federal lands, fire is allowed to burn the way it always has.  Having said that, and speaking now only for myself, I question the wisdom of continuing to follow policy developed in the 20th century when the size, severity and consequences 21st century fires are at levels never imagined at the time these fire management plans were first written.  To read more news and exclusive features see our latest issue here. National electrical safety month

Electric vehicles and motorised micromobility devices (e-bikes and e-scooters) are more popular than ever, but the potential for fire-related hazards associated with the lithium-ion batteries that power these forms of transport is real and often underestimated. The National Fire Protection Association® (NFPA®) actively supports National Electrical Safety Month , an annual campaign sponsored by Electrical Safety Foundation International (ESFI), which raises awareness of potential home electrical hazards, the importance of electrical fire safety, and the safety of electrical and non-electrical workers, each May. This year’s theme, ‘Electrification: E-Mobility,’ emphasises safety when using and maintaining different types of transit powered by electricity such as cars, buses, trucks, e-bikes and e-scooters. According to a recent report by ERM, a global pure-play sustainability consultancy group, automakers and battery manufacturers worldwide will spend more than $626 billion through 2030 to develop new electric cars, passenger trucks, freight trucks, and buses. The micromobility market is also expected to grow from $40 billion today to $215 billion by 2030, as stated by Allied Marketing Research. The growth in both production and use of electric cars, e-bikes, and e-scooters makes the work of educating people about safe practices more important now than ever before. “While many people are buying electric vehicles and using e-bikes and e-scooters as a means of alternative transportation for work and recreational activities, what many consumers may not know is that the batteries that power them pose a major fire risk if they are not charged or stored properly,” said Lorraine Carli, vice president of Outreach and Advocacy at NFPA. “People who operate these vehicles and devices must continue to learn about the facts involved in safe usage, charging, and storage.” During Electrical Safety Month, NFPA and ESFI are providing free safety information and resources for residents to help reduce the risk of injury and damage to property when storing and charging lithium-ion batteries used in e-bikes and e-scooters, and electric vehicles. FDIC – Letter from the Managing Editor

The team here at International Fire Buyer magazine are extremely excited to be at FDIC International 2023 this year, taking place April 24-29. FDIC International is one of the best attended and most anticipated fire events of the year when it comes to the active side of the market.  FDIC offers thousands of Fire & Rescue professionals from around the world, quality world-class instructors, classrooms, workshops, H.O.T. evolutions and the most innovative products and services available to the industry displayed by over 800 exhibiting companies. The FDIC Experience is more than your traditional trade show, it’s about learning and sharing with your peers formally and informally through hallway conversations, developing life-long friendships and recharging your passion for the industry.  The Fire Buyer team will be attending the event and be available to sit down and catch up with you on the event floor. Since 2015, she has been a chairperson for the international association CTIF’s Women in Fire and Rescue Services commission. Equity, Equality, Diversity and Inclusion is a huge talking point in the industry currently for both active and passive sides of the market, and I am excited to see FDIC leading at the forefront with another fantastic Women in Fire conference.  The fire industry is at a turning point, with new innovation paving the way for the future of the modern firefighter. Today’s firefighters are tackling new modern challenges, with the rapid increase of the built environment, the tactical changes to highrise firefighting, sustainability efforts and the adoption of electric vehicles and robotics on the frontline. Firefighter safety and training has never been more important.   Therefore, FDIC International is a crucial event for the industry to come together and to learn, listen and network with each other.
