The topic of population protection has recently gained relevance, in some cases dramatically – and is more topical than ever. INTERSCHUTZ, which took place again in June 2022 for the first time after the pandemic, has renowned and highly competent partners in its network who have exceptional expertise in this subject area. These two aspects have now been brought together and the corresponding considerations have given rise to the idea of a new event format, which will take place for the first time under the name “Civil Protection NetCon”, or “CPNetCon” for short, on 23 and 24 November 2023. “The name of the event illustrates the three central aspects that CPNetCon stands for,” says Bernd Heinold, Senior Project Director of INTERSCHUTZ, Deutsche Messe AG. “Civil protection forms the major content bracket, under which topics from the areas of disaster, civil and fire protection or emergency care can be subsumed. Imparting knowledge, sharing experiences, professional dialogues and, last but not least, the joint development of sustainable solutions – all these will be elements of the two-day conference – the “Con” – as part of the new event.” The “Net” stands for network: CPNetCon will offer a highly attractive and efficient platform for exchange and networking on a national and international level. CPNetCon will take place at the Hannover Exhibition Centre, in the conference rooms of Hall 19. The content of CPNetCon is designed and organized by a prominent circle: partners of Deutsche Messe AG are the German Red Cross (DRK), the Johanniter International Assistance (JUH), the Federal Agency for Technical Relief (THW), the German Fire Brigades Association (DFV), the Fire Brigade Association of Lower Saxony (LFV-NDS) and the GFPA German Fire Protection Association (vfdb). Also involved in the planning are the Federal Ministry of the Interior and Home Affairs, the Lower Saxony Ministry of the Interior, the fire brigade of the city of Hanover and the akkon University of Applied Sciences and Arts. The international relevance of CPNetCon is underlined by the involvement of the EU Commission in the planning and program of the event. “The current, often transnational challenges in civil protection call for an exchange and cooperation between many players. The creation of the international dialogue platform comes at the right time and is very welcome,” says Dr. Jessica Däbritz, Head of the Crisis Management and Civil Protection Department at the Federal Ministry of the Interior and Community. The importance of Fire Stopping testing & certification

When it comes to specifying Passive Fire Protection (PFP) products and solutions, it is mandatory to include the fire resistance rating, i.e., the period in which these products perform their protective role and can contain a fire. Different fire ratings will be required, depending on local fire regulations, building types, fire strategy, etc. A product will only be awarded a classification, and therefore assigned a fire rating, if it passes rigorous fire testing. In this article, you will learn the basics of fire protection testing & certification and the necessary documents to ensure the appropriate level of building safety. Do certification and CE marking necessarily guarantee the product quality? Certification process is a procedure performed by a third party, the certification body, to assure that a certified body claims a system, service, product, or a person meets the requirements specified in a standard or reference document. Being a voluntary act, certification is an important competitive tool for a company, withholding it. Though, an existing certificate does not guarantee that products and services are necessarily meeting the quality offered by a company, since it meets the specified and compliance requirements. Here, it is important to distinguish voluntary certification from CE marking, the latter is an independent trusted assessment, mandatory for products covered by hEN (harmonised European standard) or European Assessment Document (EAD) and enables these products to circulate freely in all countries of the European Economic Area. Indeed, Fire Stopping products are not covered by hEN, so this is a decision of a manufacturer, whether obtain CE marking, proving that the product meets all the safety, health, and environmental requirements within the EU. Each fire stopping product is evaluated according to the following stages: Fire Testing to estimate fire performance. Preparation of Test Reports and EXAP’s (Assessment Reports), including raw results to characterize fire performance after series of tests. Classification Report. European Technical Assessment (ETA). What are the main fire protection testing documents? There are several documents that you need to be aware of and refer to when considering fire protection testing to ensure basic safety requirements at all levels: Test reports, EXtended APplication (EXAP’s) or Assessment Report, Classification Report, European Technical Assessment (ETA). Test reports Used for fire resistant products, these reports characterize fire resistance of a building element and include raw results only. Reports describe everything that happened during the specific fire test and provide the temperature evolution of every seal, which afterwards can be expressed as a fire rating. Nullifire fire stopping products are tested in accordance with European Test Standards, typically EN 1366-3 for Service Penetrations, and EN 1366-4 for Linear Joints. Test reports can’t be used to justify fire resistance performances of a product, according to a Fire safety regulation. EXAP’s (Extended Field of Application) or Assessment Report Being linked to Test Reports, Assessment Report describes the modification and fire performance of the building elements and construction system. The reference standard for penetration seal here is EN 15882-3, and EN 15882-4 for linear seal. Classification report (CR) Based on one or multiple fire tests, these reports validate the fire performance of products and building materials. Classification reports are issued by a third-party accredited organisation in accordance with the standards approved by several independent laboratories. These reports must follow EN 13501-2 standard and normally include the following information: an explicit description of the product or material, its classification, expected performance, and the field of application. For fire stopping products, the classification is expressed in terms of EI, where: ‘E’ stands for integrity. The term demonstrates that flames or hot gases cannot physically pass through the surface from one side (the side exposed to fire) to the other side (the side non-exposed to fire) through holes, gaps, and service openings, showing its ability to contain the fire. E-integrity is described in terms of the time taken to fail due to fire exposure. It means, while testing pipe penetration seals in the uncapped situation on the unexposed side, the end of the integrity for the related seal is realised by the ignition of a cotton pad. ‘I’ stands for insulation. In other words, the product should be able to withstand fire exposure from the Fire Side to Non-Fire Side without transmitting heat. This classification is measured by an accredited facility and described in terms of time taken to failure. The failure criteria of insulation (I) are typically a rise in temperature exceeding 180 °C across the seal or integrity failure. The above means, testing in the laboratory, thermocouples are placed in different key locations of the seal, and, as soon as the temperature goes over 180°C plus the ambient temperature, related to one specific seal, which means the insulation of the related seal has failed. The European Technical Assessment ETA stands for European Technical Assessment and is established by the Construction Product Regulation (EU regulation no. 305/2011) ETA is issued by a Technical Assessment Body (TAB), upon the request of a manufacturer, using an EAD (European Assessment Document), which is a basis for writing an ETA. Providing effective fire protection Effective fire protection can only be achieved with a combination of both Passive Fire Protection and Active Fire Protection systems – these are not alternative systems but complementary ones! This approach is the best chance that occupants have to exit the building safely and minimise its damage. The importance of technical support and early involvement We all know that most of the time PFP is considered and carried out too late in the design-building process. Fire resistant sealing, for instance, should be planned in the initial stages to avoid unplanned costs, time losses and ensure compliance. Boulder Fire Rescue goes electric

The City of Boulder is excited to announce that Boulder Fire-Rescue has purchased a Rosenbauer RTX fire engine, the first electric vehicle of its kind in Colorado. The new fire engine will have many state-of-the-art features that better support firefighters, our community, and the environment. The RTX is considered a Range Extended Electric Vehicle (REEV), meaning it has an all-electric drivetrain and pump with a diesel energy backup system. This new technology will allow the city to fight fires while safeguarding air quality and reducing climate-warming emissions. The purchase also represents a broader movement to go electric that goes beyond personal vehicles to include larger, more powerful machines, including emergency vehicles that must be reliable and able to perform under challenging conditions. “This is a tremendous step forward for our community and yet another example of Boulder’s leadership in addressing climate change,” said City Manager Nuria Rivera-Vandermyde. “We’re proud to be an early adopter of new technology that makes emergency response both safer and environmentally friendly. The collaboration among departments – Fire-Rescue, Fleet & Facilities, and Climate Initiatives – has been exceptional and is an example of how we can address today’s challenges when we work together.” The electric engine not only helps advance Boulder’s mission to address climate change, but also presents an opportunity to better serve the needs of an increasingly diverse firefighting workforce. The RTX engine was created with the primary goal of improving occupational safety for all firefighters. Improvements include an adjustable suspension that offers lower equipment and cab access heights, all-wheel drive and all-wheel steering for increased maneuverability on the road, an ergonomically designed cab space, reduced exposure to carcinogenic fumes, and a significant reduction in operational noise. “Boulder Fire-Rescue has been very intentional and thorough in the process of researching and developing a plan for this engine,” said Travis Richen, administrative battalion chief. “We’ve ensured that the equipment will be dependable and capable while also developing a better understanding about all the safety benefits the engine offers. This purchase gives us an amazing chance to shape the next generation of fire apparatus.” Boulder anticipates delivery of this engine late 2024 to early 2025, though the actual timeline may vary slightly, and will be determined as the build-out progresses. During this time, Boulder Fire-Rescue firefighters and Rosenbauer will work together closely to ensure that the new engine meets the needs of Boulder firefighters and the community they serve. The estimated cost of this engine is currently at approximately 1.78 million. The money has been saved up over time from the department’s budget to replace the fleet as necessary. Nearly all of Boulder Fire-Rescue’s budget is from the General Fund, made possible through sales and use tax collections. “I care deeply about the safety and well-being of our firefighters, and I’m excited about the next steps we are taking to better support them, while also helping achieve several city goals,” said Boulder Fire-Rescue Chief Michael Calderazzo. “This option is a win-win. WAGNER Group GmbH from Langenhagen near Hanover is one of the leading companies in fire protection. Now it has received an award for a fire protection solution that addresses a very topical issue: the storage of lithium-ion batteries. In the election for Product of the Year in the Logistics & Transport category, the certified and globally unique solution convinced the expert audience from the logistics industry: the solution achieved second prize in the award of the trade journal for intralogistics and logistics, materialfluss. The laudatory speech at the award ceremony on May 2, 2023 in Haar near Munich honored WAGNER’s holistic fire protection solution: the company has developed a solution that protects a high- bay warehouse for e-bikes equipped with lithium-ion batteries from the spread of fire, thus creating safety for assets, personnel and the environment. In the case of lithium-ion batteries, the technology means that a fire can start at any time due to a thermal runaway – a fact that highlights the importance of a specific fire protection system. “We are pleased that, through innovative spirit and expertise, we have developed a solution that represents a milestone for safety in the storage of lithium-ion technology in automated warehouses. We are all the more pleased that this is also seen by logistics experts and that we were awarded second prize. At the same time, this is an incentive to continue to focus on our innovation work and to produce solutions that will meet future technologies at all times,” explains Steffen Springer, Managing Director of WAGNER Group GmbH. Lithium-ion technology is ubiquitous as a mobile energy store – in e-mobility, cell phones or battery- powered tools, for example. Accordingly, the batteries are often found as stock items in different warehouses. Batteries, with their specific fire hazards, place special demands on warehouse safety and thus on plant fire protection. Property insurers classify them as hazardous goods due to possible self-ignition from a thermal runaway. The development of specific fire protection solutions for the storage of lithium-ion batteries is therefore a highly topical issue. WAGNER implemented this individual fire protection solution for the fully automated high-bay warehouse of KETTLER Alu-Rad GmbH, in which up to 50,000 e-bikes can be packed ready for shipping and stored with batteries installed. It reduces the risk of the consequences of a thermal runaway as much as possible. With the help of fire tests, the experts from WAGNER have developed a special VdS-tested fire protection solution for storing lithium-ion batteries. Specific factors such as “Fire protection is an elementary part of logistics. Perimeter Solutions’ fire retardants

Teledyne FLIR unveils Black Hornet 3

Teledyne FLIR will demonstrate a new voice command capability for its Black Hornet 3 personal reconnaissance system (PRS) at SOF Week in Tampa, Florida, this week. The solution, developed in collaboration with Primordial Labs, allows the end user to task the nano-UAS using ‘intuitive voice commands…without breaking mission focus’, according to a Teledyne FLIR statement. The new capability is enabled by the integration of Primordial Lab’s ‘Anura’ tactical AI assistant product on board the UAS. The demo at SOF Week will illustrate how Black Hornet 3 can follow a series of voice prompts instructing the UAV to move forward, backwards, left or right and designate and fly between waypoints on the ground. ‘We do this by empowering users to task robots the same way they coordinate with their human teammates — via conversational, mission-type orders,’ Primordial Labs officials confirmed to Shephard. ‘The single, human-centric interface provides simple and intuitive conversational human/machine interface (HMI) to make tasking robots, like UAVs, just as simple as talking to a human teammate. This conversational HMI is paired with our modular, platform-agnostic autonomy engine in order to provide a unified and natural method of control for all unmanned systems. All processing is performed at the edge with no reach-back to any servers,’ officials added. Speaking to Shephard ahead of the demo, Teledyne FLIR’s vice president for products and solution architecture Dr Jennifer Rochlis explained how the concept remains in the ‘early stages’ of development. ‘This isn’t a new science and there’s a significant amount of research, best practices and lessons learned on how to implement auditory displays and controls that we’ve learned from aviation, spaceflight, and industrial robotic applications. Leveraging this will allow us to hone in quickly on the best implementation for our users, given the incredibly dynamic and unique environments of our customers’ mission space,’ Rochlis said. ‘In general, we need to be utilising all our sensory systems effectively to build the most efficient user interfaces and right-size the workload and cognitive tasking for our operators. Voice commanding and auditory displays can be incredibly effective for transmitting and receiving a high density of information quickly and intuitively. This could benefit many potential customers, and we’ll determine applicability and feasibility depending on their mission conditions and our future testing,’ she added. Lee Ritholtz, CEO and co-founder of Primordial Labs, described to Shephard how the integration of Anura on Black Hornet 3 represents a ‘recent engagement’ for the company. ‘Primordial is focused on supporting SOF operators who employ unmanned systems in highly dynamic environments. We started with SOCOM small unmanned aerial platforms because that’s where we believed we could add the most value quickly. In the medium-to-long term, we believe Anura will be a powerful enabler for pilots and aircrew controlling larger unmanned systems such as Air Launched Effects and Collaborative Combat Aircraft,’ he said. ‘Anura does not listen for keywords or require memorising a script to communicate with robotic teammates,’ he added. The AI payload is also optimised to support the command and control of multiple UAVs, although this capability has yet to be inserted into Black Hornet’s strategic roadmap. ‘So far, we’ve discussed one human interacting with one robot. As the ratio of robots to humans increases, the cognitive burden on the warfighter drastically increases. As these robots become more autonomous, and as the teams of robots become increasingly heterogeneous and cross domain, the need for high-torque, natural human-machine interfaces are what will make collaboration possible in dynamic battlefield environments,’ Ritholtz concluded. Black Hornet 3 is used by the Ukrainian Army in the ongoing war with Russia as well as the British, Norwegian and US armies. It is designed to support ‘immediate intelligence, surveillance and reconnaissance; covert operations; situation awareness; beyond line of sight reconnaissance; and force protection’. Measuring 6.6in in length and weighing less than 1.16oz, the Black Hornet can be launched and recovered from the palm of the hand. The platform carries a pair of electro-optical cameras and a fused night imaging camera which offers the end user a fused day/thermal picture. The UAV has an endurance of 25 minutes and maximum speed of 20ft per second. It can operate in temperatures between -10C and 43C and withstand wind speeds up to 15kts and gusts of 20kts. Lenzing reduces CO2 emissions

In line with the Paris Agreement and the United Nations Sustainable Development Goals, Lenzing made a strategic commitment in 2019 to reduce its CO2 emissions per ton of product by 50 percent by 2030. Lenzing also aims to achieve carbon-neutrality by 2050. The Science Based Target Initiative validated the target against scientific criteria, making Lenzing the first manufacturer of wood-based cellulosic fibers with an approved science-based target. The Lenzing Group produces eco-responsible TENCEL™ and VEOCEL™ branded lyocell fibers as well as a variety of premium fibers such as TENCEL™ branded fibers with REFIBRA™ technology or carbon-zero TENCEL™ Lyocell fibers for the textile and nonwovens industries at Heiligenkreuz. Previously, the site was heavily dependent on natural gas with a share of renewable energy through biomass and biogasless than ten percent. The exclusive use of biomass from the nearby power plant will enable the site to reduce its CO2 emissions associated with energy use by around 50,000 tons of CO2 per year. Lenzing’s specialty fibers contribute to significantly lower CO2 emissions throughout the supply chain and help Lenzing’s customers, especially brands and retailers, achieve their climate and sustainability goals. “With this strategic investment, we are making an important contribution to site security and strengthening our range of eco-friendly specialty fibers. In the future, we will invest even more in sustainable energy concepts to further reduce our CO2 emissions in line with our ambitious climate target,” says Christian Skilich, Chief Pulp Officer and Chief Technology Officer of the Lenzing Group. Are universities deaf to students’ needs?

In 2016, UCAS registered 507,108 university applicants. Statistically speaking, 1 in 6 of these applicants will have a hearing impairment. That’s a staggering 84,518 students. In 2015, 532,300 entered higher education. Following those same statistics, 88,716 new students will have a hearing impairment. 2009 saw the Equalities Challenge Unit publish a document called Sensory Access in Higher Education Guidance which looked specifically at hearing and visual impairments and how they are treated in British universities. This document identified several key points which persist seven years on. The document reveals that many staff at universities, while comfortable and confident working with sensory impaired students, are reluctant to take on more. They fear that the funding and time needed to offer the right level of support would be difficult to find. This reluctance could very easily result in discrimination against disabled students. Disability Services teams at universities are acutely aware that students who are hard of hearing are, more often than not, reluctant to address their support requirements. Many students feel that deafness is a hidden disability and most feel like they can get by without additional support. All well and good, after all, independence is a fantastic thing. However, there are a few situations where requiring assistance is going to be unavoidable. Evacuation being a prime example. So what do you do if students are consistently refusing to disclose impairments? Universities themselves must ensure that environments are accessible for everyone, and when we say ‘accessible’ please remember we don’t just mean wheelchair users. More importantly, this should be done before someone with an impairment wants to use the premises. Waiting until they already use your buildings defeats the point of even having an Equality Act. There are three simple things that universities should do to help overcome these problems: Adequate funding can help to provide the right resources and equipment and will ensure students aren’t discriminated against because of their support needs. Think of it as an investment to help attract new students. Encourage students to disclose their disability. This can only be done by ensuring a safe, accepting and comfortable environment. Appreciate that some students will not wish to disclose this information and treat this with sensitivity, making sure that provisions and resources are in place. With students now paying higher tuition fees than ever before, universities across the UK are now under pressure to be as competitive as possible as potential new students make a decision on what campus suits their needs best. If I commit years of my life to something that will leave me with average debts of £35-40k, I want to be sure that the place I’m going is looking after me based on my own needs, no one else’s.
