False fire alarms costing £7million

Research has revealed that the cost of avoidable fire alarms, such as false alarms, are costing SMEs in the UK £696 million every single year. The figure comes from research conducted by Red Fox, a leading and independent expert in technology and B2B research, commissioned by Hochiki Europe to understand the impact of false fire alarms on UK businesses. Over 300 SME businesses were asked how much they estimate an evacuation caused by an alarm not caused by an actual fire, cost their organisation and if it had a significant impact. Nine out of ten of these types of alarms resulted in total evacuation of businesses and one in every four caused significant disruption to the business, so much so that on average almost 30% of those unplanned fire incidents are costing £1000 or more in disruptions. This research indicates that when the statistics are broadened out to cover the whole of the UK, false alarms are indeed having a multimillion-pound impact on the economy. Businesses across a wide range of industries were interviewed, including the hospitality, leisure and travel sectors, retail and ecommerce businesses, financial and insurance arenas, healthcare, manufacturing, public sector and not for profit as well as education. When asked to think about the immediate and obvious financial impact, owners and senior management revealed that these unplanned alarms had far reaching consequences in lost productivity. Factors included interrupted meetings (33%), staff settling back down to work i.e., chatting and getting drinks etc (32%). For the manufacturing and IT sector over a quarter said the time it takes to get production processes started up again and security systems checks completed as the biggest interruption, whilst in the food and drink sector 10% said preparation processes needing to be restarted with anecdotal evidence also sighting the resulting food wastage as impact that goes beyond financial ramifications. Not all impact can be measured by numbers so respondents were also asked to describe the impact false alarms have on their business. In hotels guest relations suffered “All our guests had to leave the building, this ruined their guest experience”, children’s education was impacted “Teaching was disrupted, pupils and staff had to leave building” and it would also seem that other emergency systems can also be impacted from some of these false alarms “The unplanned alarm interrupted the day’s work and I had to call out our on-call electricians to come and fix the alarm, which had also knocked out the emergency lighting”. 64% of respondents believe that most alarms experienced in the past 12 months are false alarms. This is backed up when you look at what respondents said caused the alarms. Aside from the drills, and kitchen incidents, dust and smoke caused from building works and maintenance caused 20% of false alarms followed by equipment failures at 18%, with 12% sited as other causes or not known. So, with false alarms coming in at over half of the reasons why an alarm is triggered, this may suggest that these buildings are possibly not fitted with fire detection devices or systems that include multi-sensors, which are proven to significantly reduce false alarms triggered by factors that are not a genuine fire. Whilst half of respondents said seeing the alarm in action reassured them that the system works, the scariest figure that the research uncovered was that 56% of business owners or managers said that excessive false alarms mean that staff don’t take the alarms seriously enough, leading to alarm fatigue and complacency from staff. “The associated cost that false alarms are causing UK businesses is staggering, but the fact that false alarms are causing such complacency in staff is really worrying. For businesses who are based in multi-use buildings, or public facing such as hospitality and retail outlets, where whole fire detection systems are shared, false alarms can be a regular occurrence. If your staff are thinking “it’s just another false alarm” then you as business owner have a serious problem and this should not be ignored. False alarms can be caused by several things ranging from lack of maintenance, toast burning or building renovations causing excess dust. The good news is that all these issues can be resolved – multi-sensor technology is constantly evolving to reduce the risk of false alarms and improve fire safety. We would always recommend that the responsible person for the business, and/or the building landlord, work with professional and trusted fire safety experts to investigate the causes of repeat false alarms to get them resolved ensuring the safety of your staff, the public and the future proofing of your business.” To read more exclusive articles and latest news, see our last issue here. FireClass FC-EAS Evacuation Alert System

Johnson Controls – smart, healthy and sustainable buildings – has announced the launch of the FireClass FC-EAS Evacuation Alert System. The system is designed to provide fire and rescue service personnel a simple and intuitive way to initiate an evacuation alert signal within high-rise structures. This helps residential high-rise buildings in the UK comply with the recently mandated BS8629:2019 code of practice requiring the use of sounders or similar devices to alert residents and other occupants of an emergency and help guide them to safety.   “When it comes to fire safety, swift and controlled evacuation is paramount. Recent events in London have brought to light the critical need to re-evaluate evacuation protocols within densely populated buildings,” said Tony Gryscavage, director, Product Management, Fire Detection Products, Johnson Controls. “There are 80,000 high-rise buildings currently located in London alone, and many more planned for construction in the UK. Having the right technology in place is an important part of ensuring the safety of people living and working in these buildings.” The FC-EAS (Evacuation Alert System) is designed to guide safe and controlled evacuation using an easy-to-operate, zoned communication system. Individual toggle switches allow the operator to systematically activate and cancel the sounders to each floor. The indicators also let operators know the sounders on each floor are working properly. As evacuation is initiated, LED identifiers located on the exterior of the panel indicate status and availability of power within each zone.   The FireClass FC-EAS Evacuation Alert System features a two- to four-loop power system that can support up to 16 building zones. The entire system can be extended by networking with the FC-EAS-BB Evacuation Alert System Black Box panel or additional FC-EAS Evacuation Alert System panels. Access to the panel is protected by a unique key to ensure operation is permitted only to first responders. A simple user interface provides intuitive and quick operation during critical moments. Safety and performance is further enhanced with the support of EN 54-24 certified speakers, sounders and power supply equipment. The evacuation alert system operates independently from the fire detection system. This allows it to be installed alongside new or existing fire detection systems within new construction and retrofit buildings. Li-Fire and Fireaway join forces

Updated fire safety guidelines for responsible individuals

The Fire Industry Association reported on 4 July, that the government has released updated fire safety guidelines for responsible individuals: ‘Released on July 3, 2023, the vital government guidance covers the types of buildings the new fire safety requirements apply to, the duties for all RPs and those RPs of buildings that contain two or more sets of domestic premises, and other changes to fire safety legislation. Its purpose is to ensure that RPs have the necessary information to prepare for the changes that will come into force later this year. In particular, the guidance highlights the requirement for RPs to keep a record of a full and completed fire risk assessment; the fire safety arrangements within their premises; and, in buildings containing two or more sets of domestic premises, provide residents with relevant fire safety information in a format that can be easily understood: “You should make available as much information as possible about fire safety on your premises. This new requirement replaces the previous requirement to record only the significant findings of the risk assessment. It also removes the previous limitations on the circumstances within which you are required to record both the risk assessment and the fire safety arrangements at your premises, such as only being required to record this information if there were five or more employees or were subject to licencing or an alterations notice.” As outlined in the guidance, “These requirements apply to all non-domestic premises, such as where people work, visit, or stay, including workplaces, and the non-domestic parts of multi-occupied residential buildings (e.g., communal corridors, stairways, plant rooms). The requirements do not apply within individual domestic premises.” The Home Office adds that a competent person must be appointed by the RP to make or review the fire risk assessment, adding that the legislative requirement for this will be “brought into force at a later date”. “In the meantime, if you do appoint a fire risk assessor, we recommend that you ensure they are competent to do so, in terms of having sufficient training, experience, knowledge, and other qualities. It remains the case that the Responsible Person has a duty to make sure that a suitable and sufficient fire risk assessment is completed.”’ To read the full update visit the FIA website here. Rosenbauer presents the RDS Connected Command app

Rosenbauer has redesigned its app for operations management (RDS Connected Command) and equipped it with additional features. The newly developed skills management provides a quick overview of the qualifications of the available emergency crews. An improved chat function or schedule and event management simplify communication and coordination. Operational events are becoming increasingly digital, and with the RDS Connected Command app, Rosenbauer optimally supports fire departments and other blue-light organisations in alerts, situation management, organisation and communication. The interface is visually designed in such a way that it is immediately recognisable to the user whether it is an operation or general information. As soon as the alarm is triggered, the color code changes from blue/green to red (operations mode) and all important operational details are displayed. Status updates and live tracking are carried out automatically. In addition, the app helps with the documentation and logging of the operation. In times of limited resources, skills management has come to play an increasingly important role. The question whether all necessary specialists are deploying for the operation is quickly clarified with the app. A look at the logged in participants facilitates classification, and the stored skills (e.g., SCBA crew, drone pilot, …) clearly show whether additional alerts are necessary or not. Even in the basic version, predefined capabilities can be stored for the user. The intuitive chat function simplifies communication and enables a permanent exchange of information either in individual or group chats. Map and contact information of colleagues or information on the infrastructure such as building plans in the entire operational area are stored directly in the app and can be accessed at any time. The RDS Connected Command app is versatile: either for coordination during alerts or as an organisational tool for events. Data (chat histories, events) is always encrypted and decrypted directly on the sender’s or recipient’s end device (end-to-end encryption). Third parties, such as telecommunications providers, have no access to the exchanged information. The basic version of the app is available free of charge. The premium version (fee-based) offers further functionalities, such as push notifications for assignments, extended skills management, an access and rights system, or document and image management. STI reduce false fire alarms

Safety Technology International have donated protective covers to help a local community charity, Wildgoose Rural Training, with false alarms at a time when they need it most. Wildgoose Rural Training is a charitable care farm in Hallow, just outside of Worcester, that supports adults and young people with a variety of learning disabilities. Starting in 2000 with just a handful of students, Wildgoose has grown into a 42-acre site with a thriving 6-acre farm where students from all backgrounds can learn horticulture, animal care, woodworking, arts and crafts, and carry out conservation work. Wildgoose supports students in a ‘happy and inclusive family atmosphere’ and focuses on teaching practical and meaningful land-based skills. One student had recently taken a liking to setting off the fire alarms in the main building at Wildgoose, resulting in frequent unnecessary evacuations. Not only did this cause a great deal of upheaval in having to evacuate the students from their buildings to the fire assemble points, but in students with sensory sensitivity and hearing issues these fire alarms caused a great deal of distress, panic and shock. On contact with STI, Wildgoose were recommended the Euro Stopper call point covers with a sounder alarm to discourage the student from setting off the fire alarm. The protective covers were duly installed over the call points in their main building to prevent accidental or malicious tampering with the fire alarm without restricting legitimate operation in an emergency. Managing Director of Wildgoose Rural Training Centre, Jim Hidderley said: “The call point covers provided by STI have reduced our regular false fire alarms from a weekly occurrence down to 0, the covers with sounders prove to be a sufficient deterrent from any mischievous hands.” “More importantly, the cover has ensured that our students are not put under any stress that is unwarranted due to false fire alarm triggering” The Euro Stopper is a tough polycarbonate cover that can withstand the toughest of knocks and has an optional 96dB integral sounder that draws immediate attention to the area to dissuade unwanted activation of call points, therefore reducing false fire alarms. Seattle Unveils Frontline Communications Vehicle

Frontline Communications, a division of Pierce Manufacturing, and a subsidiary of Oshkosh Corporation, announced the Seattle Fire Department has unveiled a new energy response unit (ERU) equipped with an advanced carbon dioxide fire suppression technology to combat fires occurring in underground electrical vaults. Sold through Hughes Fire Equipment and funded by the public utility providing electricity to Seattle, Washington, Seattle City Light, the Frontline Communications’ CO2 Vault Fire Response Truck includes an 11,000 lb CO2 vessel, 600 feet of 1.25-inch hose, and flows 220 lbs of liquid CO2 per minute with a 34 PSIG pressure drop. Approximately 20 percent of the U.S. electric distribution system is underground. Electrical vaults are most common in large cities and densely populated communities, such as Seattle. Underground electrical vault fires are difficult to combat because of accessibility challenges and damage caused to electrical infrastructure using traditional fire suppression agents, such as water. CO2 extinguishes fire by robbing it of oxygen and is an offensive approach to keeping fire from spreading throughout an entire electrical vault system. Fire Captain Chris Greene of the Seattle Fire Department, a foremost thought leader in the U.S. on fighting energy fires, has facilitated many educational sessions on the topic and assisted with directing the development of the department’s new ERU. “The revolutionary design of our new emergency response unit is a remarkable evolution of the Pierce vehicle retrofitted for us back in 2018, which allowed Seattle firefighters to be armed with carbon dioxide canisters to address electrical vault fires,” said Captain Greene. “We were proud to be the first to design a critical resource incorporating this advanced method of fighting electrical fires, and we now welcome into service the next generation of leading-edge technology in energy emergency responses.” In 2018, the Seattle Fire Department worked with Seattle City Light to take a unique approach to fight electrical vault fires by retrofitting a decommissioned Pierce vehicle and equipping it with CO2 canisters and 120 feet of hose line. The department’s next generation ERU from Frontline Communications incorporates an innovative design addressing the department’s previous limitation gaps. Captain Greene added, “We increased our capacity by 11-fold compared to our old rig, now with three hose lines 200 feet each, which can be deployed simultaneously or connected for a total of 600 feet of hose line. We are now able to go deeper into spaces, and there is not an area in the city we can’t combat – which is a reassuring feeling for our team.” The new ERU will be housed at Seattle Fire Department’s Station 25, where 48 members of an energy response team are trained to safely address the public safety needs resulting from energy hazard incidents. In the event of an electrical vault fire, the team removes the utility hole cover, inserts the hose/metal wand, and injects the vault with CO2 while covering the opening with a fire-resistant tarp. Once the fire is out and cleared of smoke and CO2, Seattle City Light personnel de-energize electrical equipment, making the area safe for crews to begin repairs. IWMA announces Winner of the 2023 Young Talent Award / Ph.D.

Since 2016, the IWMA (International Water Mist Association) scientific council evaluates submissions from scientists applying for the IWMA Young Talent Award. To ensure that the prize goes to theses on different levels, it alternately goes to the best master or Ph.D. thesis. In 2023, the winner is Martin Thielens who graduated from Ghent University in October 2022. The title of his Ph.D. thesis is: “Advanced Computational Fluid Dynamics Modelling of Water Sprays in Fire-Driven Flows”. The award will be handed over in Copenhagen, Denmark, on 12th October during the 22nd International Water Mist Conference. In the letter of support from his supervisors Prof. Dr. Tarek Beji and Prof. Bart Merci it says: “The main goal was to improve the current capabilities of Computational Fluid Dynamics (CFD) in the prediction of water spray dynamics and their interaction with fire-driven flows. The ultimate purpose is to foster the use of CFD as a more reliable tool in the design of active fire suppression systems like sprinklers or water mist”. Ford Donates Bronco Wildland Firefighting Command Rig

As the threat of wildfires increases, Ford Motor Company and the Bronco Wild Fund are donating a Bronco Badlands SUV with Sasquatch off-road package to the National Park Service for use in Bandelier National Monument, where it will operate a firefighting command vehicle. “For more than a century Ford has supported fire response and disaster relief efforts by deploying vehicles to provide emergency transportation and power and deliver essential goods,” said Dave Rivers, Ford enthusiast Brand Manager. “Bronco Wild Fund was created because of our passion for the outdoors, and we’re excited to donate the Bronco wildland firefighting command rig to Bandelier to help protect this National Monument for generations to come.” The Bronco wildland firefighting command rig follows the Bronco + Filson Wildland Fire Rig Concept and is being donated through the Ford Bronco Wild Fund, which works to increase access, preservation and stewardship of our public lands. True to Ford’s commitment to building a more sustainable and inclusive future on The Road to Better, Bronco Wild Fund reflects a deep respect for our public lands and an unbridled commitment to helping those lands continue to be a world of wonder for all. To date, Bronco Wild Fund has donated more than $3.7 million to diverse causes, including organizations like America’s State Parks, National Forest Foundation, Outward Bound and Sons of Smokey. The 33,000-acre Bandelier National Monument is in northern New Mexico, about a two-hour drive north of Albuquerque and is composed of rugged canyons and mesas that contain petroglyphs, cliffs dwellings and evidence of human presence going back over 11,000 years. Bandelier’s position in the transition zone of the high desert of the American Southwest provides a unique environment where the rapid effects of climate change have been observed and studied. The park has a history of natural fire occurrences, and as the fire season grows longer, the park is experiencing more repeated fires in the same landscape. “I want to thank Ford for this generous donation,” said Patrick Suddath, superintendent of Bandelier National Monument. “Over the last 20 years, warmer temperatures and stronger winds have resulted in bigger fires that are harder to predict and manage. These more resource-intensive fires have a real impact on Bandelier’s firefighting corps, and this donation will help us manage fires better. It will also help to minimize impact to the park’s affiliated tribes, who have traditionally used park land for cultural, economic, and spiritual reasons.” Two-thirds of Bandelier is designated wilderness, meaning it lacks infrastructure and is difficult to access. The Bronco wildland firefighting command rig will enhance Bandelier’s fire fleet, expanding their current capabilities. This Bronco is the first of two that are being developed by Darley for donation to the National Park Services and a wildland firefighting agency that will be the subject of a future announcement. The intent of this pilot program is to develop a tool that addresses an unmet need by allowing a deeper command position with reliable and redundant connectivity as well as facilitate the acquisition and sharing of valuable information to aid firefighters. Darley is a global manufacturer and distributor of defense, fire and rescue vehicles, and is the company carrying out the customization. The vehicle is upfit with an array of equipment to help the park monitor and manage active fires, assist with identifying fires, deliver real-time updates on fire location and severity, and provide other firefighting support. To achieve these objectives, the rig is equipped with a state-of-the-art government communication system, including satellite and antenna connections, to provide reliability and redundancy in the most remote environments. The integrated technology will allow firefighters to establish a real-time backcountry command and control position with the crews during emergency operations. The vehicle also includes a drone with live feed screens on the vehicle, tablet computer and special software providing the first response team with improved aerial reconnaissance, detection capabilities and improved situational awareness. These high-tech, effective solutions allow for safer operations when responding to wildland fires as well as when responding to other domestic disaster situations. “The Bronco wildland firefighting command rig is like the ultimate communications hub with G.O.A.T. modes®,” said Rivers. “It’s a four-door mountain goat made to carry firefighting rangers so they can quickly coordinate where emergency units need to be.” Other specialized hardware includes a grille guard, a factory-installed Warn winch, a set of beadlock wheels, and a roof rack fitted with a light bar, search and emergency lights and siren. “Henry Ford and W.S.
