Codelocks stress the impacts of fire door regulations

Newbury-based lock manufacturer, Codelocks was visited by Laura Farris, Newbury MP, last week to discuss the critical implications of proposed changes to fire door testing requirements for UK businesses. The proposed changes from the Department for Levelling Up, Housing & Communities (DLUHC) will see a move away from testing to the British Standard BS47622 in favour of testing solely to the European Standard EN1634-1. The change is expected to have negative consequences for UK businesses. According to the Guild of Architectural Ironmongers (GAI), which represents lock and hardware manufacturers within the UK, the proposed changes could incur multi-million-pound costs for UK firms, cause potential job losses and remove product choice, all without delivering any meaningful life safety benefits. During her visit, Laura Farris toured the Codelocks facilities, learned about its digital lock solutions, and heard about the impacts that the proposed changes would have on its UK employees and the wider business. Colin Campbell, Managing Director at Codelocks commented on the issue: “If the proposal goes ahead, then many organisations, including our own, will be unable to specify or sell a significant portion of our products without huge investment in re-testing products that are already approved. The consequences for independent hardware businesses in the UK will be significant, affecting the livelihoods of employees in Newbury and other communities across the UK. It may seem like a technical issue, but without raising awareness before it’s too late, there could be significant delays to projects and increased costs for UK businesses. Laura Farris’s visit was important and it’s great to see the government taking time to listen to industry experts on the matter. We’re hopeful that together we can raise further awareness of this pressing issue.” Douglas Masterson, Technical Manager at the Guild of Architectural Ironmongers, illustrated the scale of the costs, saying: “We are trying to protect the interests of UK businesses against a significant industry change. The typical cost of the new fire test is about £11,000, with many members having to do substantial amounts of re-testing, for example we have one member with 600 affected products. Test times are estimated to be at least six months with a further six months to receive the test reports. It’s clear to see how quickly those costs would add up for independent UK firms while also causing massive delays and disruption. Whilst large global manufacturers can afford these re-testing costs, the knock-on effect could be large swathes of business leaving the UK.” The consultation on the proposed changes has gathered over 270 responses so far, and the government will carry out an impact assessment ahead of any changes to the law. The Guild of Architectural Ironmongers (GAI) has claimed there is no evidence to suggest that this change will make fire doors any safer. It could also introduce the risk of value-engineering and reduced specification for fire doors, effectively making them less safe as a consequence. “There is broad consensus that the British Standard BS47622 is fit for purpose,” said Colin Campbell. Adding: “Many believe the introduction of a mandatory standard or training for fire door installation and maintenance will better address any safety issues.” Research from the Fire Door Inspection Scheme (FDIS) indicates that 75% of fire doors fail to meet the required standards. The top three reasons for failure are fitting, sealing, and maintenance and repair. Laura Farris MP said of the visit: “There are many thriving companies in my constituency, and it was a privilege to visit Codelocks and learn about its business. I have heard the potential impacts of the changes to fire door safety regulations and their importance. Reliable Methane Gas Detection Measurements

Teledyne Gas and Flame Detection is introducing a new infrared (IR) sensor for its class-leading OLCT 100 XPIR (explosion-proof IR) fixed gas detector that will bring the advantages of stable and reliable methane detection measurements to the industrial, utility and laboratory markets. Methane poses many threats. Not only does it form potentially explosive mixtures with air, but it can also prove harmful to both humans and the environment. For these reasons, many sectors are keen to step up their methane detection capabilities. Increasing demand from the industrial, utility and laboratory markets stems from the need for enhanced measurement stability, aligning with the trend of lower alarm thresholds. Moreover, the solution offers a long lifespan, even with the presence of background gas, to deliver 100% LEL methane detection. To explain the principle of operation, IR methane sensors deploy two wavelengths of IR energy: one active wavelength for gas absorption and one providing a reference wavelength to compensate for the impact of temperature and humidity. As IR sensors do not require oxygen to operate, these sensors are also suitable for use in 0-100% by volume methane gas environments. The ATEX-approved OLCT 100 XPIR, a proven performer in the detection of refrigerant, CO2 and combustible gases, comes with 4-20mA output ensuring safe and reliable operation. “Our new OLCT 100 XPIR with IR methane sensor ensures the protection of workers, assets and the environment from the potentially damaging and harmful effects of methane,” explains Régis Prévost, Product Line Manager at Teledyne Gas and Flame Detection. “Our expert design and development team is constantly looking at ways to meet the demands of customers, helping them overcome real market challenges. Record orders for aerial rescue vehicles from Rosenbauer

Rosenbauer achieved record sales of aerial rescue vehicles in Germany in 2023. Of the 156 aerial ladders and aerial rescue platforms that fire departments across the country had tendered for procurement, Rosenbauer Germany won the bidding for exactly 100 of them. Flexibility and fast delivery times were decisive factors in the awarding of contracts. All vehicles will be delivered by the end of 2024, some of which were already handed over last year. “Last year, we won almost two-thirds of all tenders with a total value of around 90 million euros,” says Ronald Reisinger, Managing Director of Rosenbauer Germany, “which underscores our leading role in the German market for aerial rescue devices. In my view, it is also particularly positive that these were all individual orders from municipalities and included a number of first-time and new customers. This shows great confidence in our products.” First-time orders are usually required and placed when changes to fire protection requirement plans, e.g., due to more building developments in the area, require the purchase of an aerial rescue device. In addition to the technology, it was also the intensive and individual customer support that contributed significantly to the record orders in 2023. Both at Rosenbauer and at the sales partners, the fire departments deal exclusively with experienced aerial rescue experts. They particularly appreciate the range of on-site demonstrations where they can directly voice their needs and questions. Rosenbauer also offers a comprehensive service network. Four regional service centers in Berlin-Brandenburg, North Rhine-Westphalia, Baden-Württemberg, and Bavaria guarantee fire departments short travel distances and rapid order processing. Berlin Fire Department orders first electric aerial ladder for Germany A standout among the orders received in 2023 was the first electric aerial ladder ordered by the Berlin Fire Department. It is mounted on an all-electric Scania chassis and is completely identical to the standard L32A-XS turntable ladder from the interface to the power take-off (ePTO). Three lithium-ion batteries with a usable capacity of 66 kWh each (total capacity of the battery storage system approx. 200 kWh) supply the vehicle with energy, two electric motors are available for the traction drive and a third for the ladder drive. In total, the one hundred vehicles ordered from Rosenbauer included no fewer than 98 aerial ladders and two hydraulic platforms. All but one of the aerial ladders were ordered with a tiltable cage boom (L32A-XS), and two will be equipped with a compact pivot mounting (L27A-XSC). All XS ladders have a five-section ladder set, which keeps the design (vehicle length) very compact. They are manufactured at the Karlsruhe plant, where the ladders are welded together fully automatically by robots. The 100th vehicle was ordered by the fire department of the town of Möckmühl in Baden-Württemberg, which is replacing a DLK 18/12 delivered in 2000 and, as a long-standing customer, operates numerous other Rosenbauer vehicles, including an HLF 20, a TLF 16/12, an LF 10, a rescue vehicle (RW 2) and an equipment transporter (GW-T). XS technology The XS technology in combination with the multifunctional rescue cage were the convincing “arguments” why the majority of fire departments opted for Rosenbauer aerial ladders. The L32A-XS impresses with its high maneuverability and is ideal for use even in confined spaces and at close range. With their tiltable cage boom, they can reach areas that are difficult or impossible to access with straight aerial ladders. The space required during operation is extremely small: a road width of just 9.05 meters is required for a complete 360° rotation of the ladder, and a distance of just 5.15 m between the outer edge of the vehicle and the building is sufficient to raise the cage continuously along a façade (L32A-XS 3.2). The HR-500 MF rescue cage impresses with its wide range of functions and high payload of up to 500 kg. A special trademark is the removable multifunctional column or complete front panel. Together with specially developed adapters and safety devices, this makes it possible to rescue people in wheelchairs and transport heavy-duty stretchers on the cage floor. With the water supply integrated into the cage structure and an attached manual or remote-controlled water turret, the cage is also equipped for firefighting operations at any time. Panic Hardware vs Emergency Exit Hardware

Sue Corrick of Allegion UK explores the evolution of panic and emergency exit hardware, examining the specification and installation points that decision makers must consider throughout modern application. The swift evacuation of a building and its occupants is critical in an escape or emergency situation. And for decades, escape doors and exit hardware have been co-dependent in their purpose of facilitating safe egress when it matters most. In fact, exit hardware has been providing users with a safe means of escape since the early 20th century. Following a string of high-profile disasters, including the infamous Iroquois Theatre Fire in Chicago in 1903, the conditions of the world’s built environment and its emergency exits were more closely inspected as crucial elements of public safety, in large part to The National Fire Protection’s (NFPA) Life Safety Code in the US. Incidentally, this period was a catalyst for change in the exit device industry, with the world’s first panic bar made available in an assortment of configurations in 1908, courtesy of Von Duprin. Today, the term ‘exit hardware’ is more conventionally categorised as either panic hardware or emergency exit hardware. With distinguishing characteristics and features, both categories of exit hardware provide users with a safe means of escape, and both have come a long way since their inception all those years ago. As such, selecting the most suitable solutions can be a challenge for modern projects and decision makers are reminded to consider a number of key factors. Distinctive door hardware In a fire scenario, a building’s evacuation methods must be as straightforward and defined as possible. When a person reaches an exit door, it is essential that the door can be operated with ease, regardless of who is operating it and where it is being used. While all exit hardware plays an integral role in this process, decision makers must consider a building’s type, application and its occupation levels when selecting between panic and emergency exit hardware, since there are meaningful differences between the two. Panic hardware for example, is a type of exit device that has been designed to provide safe and effective escape through doorways with minimum effort and without prior knowledge of its operation. Panic hardware devices come in the form of horizontal push or touch bars and are commonly applied to outward opening doors in public facing buildings or buildings with more than 60 occupants, where they can be operated by untrained people or members of the public, ensuring safe and effective escape. As such, panic device push and touch bars should be installed to provide the maximum effective length, but never less than 60% of the door leaf width, as stipulated by BS EN 1125 and harmonised CE and UKCA designated standards. With its size, panic hardware is typically easier to see and operate than some emergency exit hardware devices. With this in mind, decision makers should often choose to implement panic hardware solutions in busy public spaces such as hospitals, shops and places of entertainment where usability is paramount. For spaces where opening width is limited, a non-intrusive touch bar can also be a practical option. Furthermore, in cases where users may wish to gain access from the outside of a door with a panic bar, an outside access device can also be applied to maintain equal levels of accessibility and security. Emergency exit hardware is dissimilar in a few areas. Typically smaller devices, emergency exit hardware is often applied in buildings with less than 60 occupants or non-public buildings, where its users have prior knowledge of the building’s layout, its escape routes and the exit devices placed throughout them. Think office spaces and warehouses for example. In design, emergency exit devices commonly comprise of a single push pad with a rim latch or a lever handle operating a mortice escape lock or nightlatch and allow for single action egress. Where emergency exit hardware is applied, it must be certified to BS EN 179. Information is key As per Approved Document B, all doors located on an escape route must have suitable exit hardware installed. And so, with varied solutions available, specification teams must also consider the door in which an exit device will be fitted. Will the device be applied to single or double doors? What are the height and width requirements? And does the device need anti-thrust bolts for added levels of security? Above all, does it meet the latest fire safety standards? If in doubt, decision makers are urged to select door hardware devices that are tested to EN 1125 while referring to harmonised and designated standards if they feel unsure. BS EN 1125 and BS EN 179 standards provide important safety and reliability details on panic hardware and emergency exit devices respectively, reviewing classification, product performance requirements, test cycles and test methods as standard. For traceability purposes, decision makers and end-users can also review the UKCA and CE marks on exit hardware to find its fire rating, certificate numbers and the manufacturer’s details. Typically, dependable devices will be supplied with full product information from the manufacturer – including Declaration of Performance (DoP), Certifire certification and product data sheets – showing that they comply with the necessary harmonised standards. The Code for Construction Product Information has been designed to assist people in reviewing and selecting door hardware solutions transparently and can also be referred to for clear, accurate and up-to-date product information, to ensure door hardware solutions conform to the latest building standards and UKCA and CE certifications. Similarly, when it comes to installation, teams are advised to use the support that’s made available by manufacturers, in the form of helpful online tools and product guides. This further helps to ensure there are no oversights made at the installation stage that could develop into life-threatening issues later down the line. Porsche Italia Plays it Safe with EmiControls

The company EmiControls has been working since 2011 to develop innovative solutions for fire protection worldwide. Above all, the use of water mist in firefighting is part of their strategy: it provides a greater cooling effect than a usual water jet and at the same time even requires less water. In recent years, the company has also extended its offering to the e-mobility market, introducing a specific concept for the fire protection of electric cars. Thanks, in particular to the cooperation with Porsche Italia, the Q-Container concept has now become reality. The handling of electric vehicles (EVs) and their batteries is, at present, a complex and controversial issue to deal with, especially in relation to the most popular technology for making them: in order to achieve a particularly high energy density (i.e., how many kWh are available per kg of weight), and to reduce recharging times, the use of lithium-ion cells prevails on mid-to high-end cars. Self-ignition: the risk is there and must be addressed. Among the drawbacks associated with this type of technology is the inherent reactivity of the lithium used, which can trigger a series of chemical reactions following accidents, resulting in damage to the battery and leading to the development of smoke and flames. A phenomenon known as ‘thermal runaway’ can occur immediately after mechanical abuse or even hours or days later through spontaneous ignition. To cope with this type of problem, on the one hand, battery manufacturers continue to optimize the chemistry and construction of individual cells, and on the other hand, OEMs implement a series of mechanical and electronic measures right from the design phase to minimize any potential risk to users. A permanent place for safety. In order to manage the risk, the best practice to date is to set up a quarantine area, in which the vehicle can be housed for monitoring, which can last between five and fifteen days depending on the risk situation identified. Not all existing facilities, however, have the space to set up these technical quarantine areas (TQAs). Moreover, in the event of a thermal event developing, traditional extinguishing procedures would involve the use of large volumes of water and the need to contain it to prevent its dispersion into the environment. As early as 2019, i.e., before the launch of the company’s first all-electric model, Porsche Italia, which has always been at the forefront of promoting a culture of safety, began to evaluate the possibility of setting up technical quarantine areas that could be positioned less than five meters from surrounding structures, conducting in-depth analyses on the most effective ways of managing car quarantines and possible thermal events even when the area is unmanned. Guaranteed safety 24/7. These studies, also conducted with the support of Porsche Engineering through the team of the Nardò Technical Centre, and the Fire Brigade Command of Padua, led to the definition of a fully automatic emergency management system that, by allowing installation, with the approval of the Fire Brigade, less than 5m from buildings, makes it possible to secure structures and the environment by guaranteeing constant 24/7 monitoring of the quarantined vehicle. These systems, which have been installed by most of the Partners of the Official Porsche Italia Network, through advanced sensors that can intervene already in the very first phase of “venting”, i.e., venting the fumes generated inside the battery in the event of the start of a thermal leak, allow, combined with the structure’s fire-fighting ring, to contain any thermal events. Through sprinklers with “water mist” technology for smoke abatement and an automatic flooding system, electronically managed, allows the rapid cooling of the battery pack to mitigate the effects of the thermal escape and, eventually, stop it. All in, for the same goal. Q-Container, developed by EmiControls Srl of Bolzano, with its innovative systems ensures minimum reaction times, state-of-the-art extinguishing systems, without compromising on compactness and versatility of use and installation – all fundamental and indispensable requirements for success within the Porsche Italia network. New Fire Manager App part of Siemens Building X Expansion

Siemens Smart Infrastructure is launching a new version of ‘Fire Manager’, its dedicated web-based SaaS (Software as a Service) fire app that offers service providers and fire safety managers the capability to have all fire safety sites in one view. The status of buildings can be easily monitored, with more information available by clicking on a site of interest via a fully encrypted connection that ensures the safety of the data. The move is part of the ongoing development of Siemens Building X, a digital building platform that supports customers in digitalising, managing, and optimising their building operations (Energy, HVAC, Security and Safety). It enables remote monitoring and intervention, real-time notification, and efficient and predictive maintenance. Fire Manager offers a range of benefits, including a status overview of a site/sites, both live and historical events, customisable notification via SMS and/or email, and data that assists with maintenance and planning. Included in the data that Fire Manager provides from a fire safety system is the potential for disturbance free testing (DFT), which allows detectors to be tested automatically, with the results recorded in the portal. Alongside Fire Manager, which automatically transmits notifications of the fire system status to service providers, notifications can also be sent to their customers by Fire Connect, a native iOS and Android app. Fire Manager and Fire Connect work easily with Siemens fire safety solutions such as Cerberus PRO, the company’s comprehensive EN54-13 approved fire alarm system. Tony Hanley Awarded FIA Lifetime Achievement Award

Tony Hanley, Founder and Managing Director of FirePro, was honored with the 2023 Fire Industry Association (FIA) Lifetime Achievement Award at the FIA Annual General Meeting luncheon in London. The event was attended by over 500 professionals and guests from the fire industry. Hanley, who has contributed significantly to the fire industry, completed his 8th consecutive two-year term as a Volunteer Board Director at the FIA. His tenure over the past 16 years has been marked by dedication and a commitment to progress within the industry. The FIA’s board of 16 Directors chose to recognise Hanley’s longstanding service and dedication by presenting him with the lifetime achievement award. This gesture reflects the high regard in which he is held by his peers and the industry at large. Reacting to the award, Hanley said, “My time with the trade association goes way back over 25 years now. There were a number of things that I wanted to help improve and bring about positive change, so I put myself up for election sixteen years ago. I would like to think that to be successfully re-elected seven times over, my contribution has continued to influence the incredibly strong position that the FIA finds itself in today.” This award underscores Hanley’s impactful contributions and the positive changes he has helped bring about in the fire industry.
