London set to host 'firefighters Olympics'

18-20 October 2012, ExCeL London Adrenaline packed challenges, daring James Bond style rescues, hundreds of firefighters from across the world, London’s fittest firefighter competition – the World Rescue Challenge www.worldrescue2012.com will have it all. The WRC, which is being billed as the ‘firefighter Olympics,’ is a free event and is being held at ExCeL London, which is an Olympic venue. It will see teams of firefighters from across the globe competing to see which country has the world’s top rescuers. Crews will compete to see who can rescue people from crashed cars the quickest; perform first aid on accident victims in the most effective way, and will even feature a parachutist crash landing in the docks outside, only to be rescued by firefighting rescue teams on speedboats. Great for families, the event will also feature ‘Community Safety World,’ which has a life-size hazard house where kids can learn about fire safety, meet firefighters, and be introduced to our special fire dogs, who are used to investigate how fires start. Practise penalty shoot outs with West Ham United, watch our rapping firefighters perform, and see what happens when you throw water on a deep fat fryer fire – all at this fantastic free day out. EMS launches FireCell Guide V2 app

For android tablets & phones EMS has launched an “all new”, second version of their Android FireCell Guide phone app. This free app is now fully compatible with all versions of the Android operating systems, including Ice Cream Sandwich, and is designed to run on both handsets and tablets. The app has been rebuilt from the ground up to include new features and this version can be downloaded from the Google Play Store from Monday 13th August 2012. The app is designed for fire engineers and installers, and includes Quick Start Guides, Engineers FAQs and full product manuals for EMS FireCell products. This app has been developed using a new platform, so the original app will need to be uninstalled and this new version installed. Following this, any updates can be completed automatically, depending on your settings. Integrated solutions for the safeguarding of power plants

By Horst Köhler, Head of Power Utilities Solutions, Siemens Building Technologies Coal, gas, nuclear or hydro-power, solar power, geothermal, renewable energy, combined cycle or biomass – every power plant is different. From the way in which it produces energy, its location, its design, age and time of commissioning, national legislation and local regulations, to regional fire departmental regulations and even insurance stipulations – all need to be recognised as factors which influence the demands of each site for security, fire safety and building comfort. But they are all similar in that the commercial success of any power plant depends on its capability to manage operational risks and provide continuity of supply. Given that a power plant plays such a fundamental and critical role in a country’s infrastructure, supply disruption can have significant effect both economical and political with even short-term interruptions leading to inconvenience on a massive scale, price increases or rationing for the areas supplied.   Power facilities carry many inherent operational, security and fire risks that threaten their daily operations, from fires and leakage of potentially hazardous materials to theft, vandalism and equipment failure. Fire has been quoted the largest cause of loss at fossil power plants, responsible for approximately 50 per cent of all losses, with some 30 million dollars lost at power plants where fire protection systems were absent or failed.   Also various political situations around the world, along with the volatility of energy prices, are provoking a new wave of terrorist threat.   Safeguarding power facilities against the diversity of internal and external threats calls for an integrated risk management strategy, with integrated solutions in fire safety, security, electrical installation and building automation.   A multi-layered approach – from the outside inwards  An effective safety and security system needs to be modular, scalable and adaptable in order to cope with changing requirements. The risks and threats facing any power plant can include major events resulting from terrorist attack, fire, industrial accident, arson, malicious damage, sabotage – to normal “everyday” problems such as trespassing or political activists, vandalism, internal theft, data theft or leaking of hazardous materials.   Such a system needs to cater for large numbers of staff, visitors and contractors, as well as multiple buildings that, on a power plant, can often be far apart. Critical functionality includes the flexibility to set or unset alarms locally whilst allowing for central monitoring, the ease of identification of the origin of an alarm, and reliable alarm verification to ensure adequate and appropriate response.   A multi-layered safety and security strategy, which involves a range of systems and capabilities both physical and electronic is the best way to keep the sites of our power plants safe and as secure as possible, from the perimeter fence to the turbine room.   Protection of external fences and perimeters External fences or walls are the first line of defence against unauthorised intrusion. So the monitoring and surveillance of perimeters is vital for large and complex sites such as power plants. External motion detectors have an important role to play in the necessary, multiple-layered approach to plant security. Systems offer versatile alarm transmission methods, as well as the capability to integrate with danger management stations and video surveillance systems.   When used in combination with video surveillance, external detectors can offer proven reliability and high effectiveness in pro-active surveillance, even in harsh, fast-changing environments. They can support remote maintenance and alarm status verification, for cost-effective monitoring and speed of intervention. They will normally trigger an alarm as soon as intruders set foot on restricted areas, allowing for real-time verification and response before access to critical areas has been gained. Intelligent alarm verification processes also ensure a high detection accuracy and unparalleled false alarm immunity.   Patrolling and video surveillance of outer areas Power plant sites are usually large and complex with an extended perimeter. Ensuring their integrity can require a large number of security staff, either patrolling the site or watching images and data transmitted by a large number of surveillance cameras and other alarming or sensor devices. Research has shown that observers find it impossible to concentrate sufficiently or for long periods of time to monitor even a modest number of video screens efficiently, let alone the large number needed to cover the surveillance systems of extensive sites.   Integrated intelligent video security solutions, based on a combination of risk-appropriate protective measures, can assist in the protection of life, assets and critical infrastructure with accuracy, reliability and short response times. Video sensory analysis, technology able to gather and filter available data to an extent that a single operator can handle and manage all available information without fatigue, allows security personnel to focus on critical situations. It supports their decision-making by providing the critical information required to detect, manage and prevent potential security breaches and fire threats in real time. Efficiency of the system can be further enhanced by policy-based alarming, object identification, automatic flagging and preventive risk indication.   Open systems architectures again allow the surveillance systems to link to other electronic equipment such as access control, intruder and fire detection solutions.   Secure and authorised access to site buildings and offices With the perimeter patrolled by guarding staff for out of hours or in high risk plants, fences electronically monitored and external areas filmed by surveillance cameras for attempted break-ins and other potential problems, outbuildings and storage areas are the next level needing protection.   Provided these areas around the site are secured with strong defences and reliable locks, electronic systems can provide secure and authorised access. These access control systems ensure that only people with pre-arranged clearance are given physical access to controlled buildings, rooms and offices within the site. And, more importantly, that unauthorised people are kept out. ‘Prevention is better than cure’ is an old adage but nonetheless very true. Wawrzaszek ISS unveils the new aircraft rescue vehicle felix 8×8

THE LEADING PRODUCER OF FIREFIGHTING VEHICLES IN POLAND AND EUROPE FELIX 8X8 Wawrzaszek ISS, the leading producer of firefighting vehicles in Poland and Europe are proud to unveil the Felix 8×8, a four axle, all wheel-drive crash tender that fulfills requirements of N.F.P.A and I.C.A.O. It is driven by two Volvo Penta diesel engines placed on the back of the chassis. Both are turbocharged and fulfill the emission standard TIER 4i. The capacity of each engine is 16120cm3 which allows them to achieve combined maximum power of 900kW (1224KM) at 1800 rpm.   The vehicle has two automatic gearboxes, each one has seven gears and reverse. The vehicle is equipped with pneumatic braking system, with two independent circuits – one for front two axles and second one for rear two axles. All brakes are disc brakes with ABS.   Cab and superstructure construction  The cab is manufactured from high grade Glass Reinforced Polyester (GRP) in accordance with the requirements of ECE 17R and 29R safety standards.   The design of the cab provide a high level of crew protection, comfortable working environment, excellent visibility and ease of operation for the crew members. The cab offers seating capacity for the driver and 3 to 5 crew members.   FELIX 6X6 The vehicle weight is 36 tonnes. This specification is based on the requirements of N.F.P.A. and I.C.A.O. The chassis is fitted with a high performance rear mounted engine with excellent acceleration, a top speed of more than 115 km/h and good cross country.   Cab and superstructure construction The cab is manufactured from high grade Glass Reinforced Polyester (GRP) in accordance with the requirements of ECE 17R and 29R safety standards.   The design of the cab provide a high level of crew protection, comfortable working environment, excellent visibility and ease of operation for the crew members. The cab offers seating capacity for the driver and 3 to 5 crew members. Sidewalls of superstructure are made out of sandwich plates and produced according to the vacuum technology.   The lockers are used as pump compartment, for stowage of the auxiliary powder extinguishing system and some auxiliary equipment. Access to the roof of the vehicle is provided by a rear mounted ladder.   Water-foam system The vehicle is equipped with a water tank with a capacity of 10000 litres and a foam tank with a capacity of 1500 litres. The fire fighting centrifugal pump with priming pump is mid- ship mounted and powered through the power divider; double-stage design, with fully automatic membrane primer sucking water in gunmetal/bronze design and has a flow rate of minimum 6000 litres water per minute at an outlet pressure of minimum 10 bars with highest pressure up to 15 bar, driven by a power take-off.   The pump foam admix system is installed. The foam admixing ratio can be adjusted from 0, 1, 3 and 6 %. The dual-flow monitor with electrically remote control; fitted on top of the crew cab. The capacity of up to 5000 litres per minute in high discharge mode.   The reach of the monitor in high discharge will be around 85 metres from the tip of the monitor. All functions are controlled from the joystick. A compact electrically joystick controlled bumper turret with integral hollow stream nozzle is fitted on the front bumper.   Reach of the turret is around 46 metres from the tip of the monitor. There are nine under-truck nozzles, with remote controlled shut-off valve. There are two medium pressure electrically operated hose reels, with 30 m rubber high pressure hose of 1 1/2 “ and a gun type water- foam medium pressure. The dry chemical unit weighs 250 kg. Right tool, right job

By Ian Dunbar, Rescue consultant at Holmatro Rescue Equipment So as far back as half a million years ago we were capable of designing a tool that was for a specific purpose. It was the right size, shape and weight and was even made with safety in mind. Also, it was quite obviously made to last. Today, whilst the mechanics of how we design, make and use tools has changed, the basic concepts obviously have not and the best tools are designed with its specific purpose AND the user in mind.   If we look at how the rescue process has changed over the last thirty years, it is easy to understand why rescue tools evolved so rapidly. This is due to technological advancements in vehicle construction and also due to our understanding of the needs of the casualty inside the vehicle and the subsequent need to focus on them. As rescuers we need to make sure we have two well stocked tool boxes so that we are fully prepared for rescue. These tool boxes must include the following types of tools:   Physical tools (hydraulics and assist tools) Mental tools (your knowledge and experience) Physical tools   The tools you choose make a huge difference to how you perform, and more importantly the outcome of the rescue. New car technology has in theory added more risk to the rescue scene and as a consequence made extrication more technically challenging, sometimes adding to our time on scene. We need to recoup this time by choosing the right tools which allow us to work more quickly and efficiently whilst still maintaining safety, the most important element of any rescue.   We should accept that the most successful rescues are:   Safe, for all on scene including technical and medical personnel, victims and members of the public   Efficient, reducing time on scene in line with the Golden Hour, • promoting simultaneous activity and ensuring a twenty minute extrication process   Casualty centred, allowing continuous quality care of the • victim throughout the whole rescue with no need for the physical extrication to cease   Safety When we think about safety on scene we have to consider many factors, but let’s look at how your tools make for a safer environment. Firstly personal safety in terms of manual handling; your tools should be as light as possible, ergonomic and well balanced. This will greatly reduce the physical burden on rescuers. Your pumps and hose should be low in weight, and light enough for one person to carry (as this is always safer than two persons carrying equipment).   Single hoses with rotating couplings mean that management of lines on scene is easier and therefore safer as there are no resulting loops causing a hazard.   Low noise pumps sited away from the scene of operations means communication is easier and maintains a safer working environment.   Statistically most injuries at road traffic collisions take place after the extrication has taken place, so the easier your equipment is to make up and stow back on the rescue vehicle, then the greater degree of safety you have at the end of the incident. Single line hoses and light equipment make this possible.   Efficiency Your tools can really reduce time on scene due to the efficient way they operate. Efficiency in rescue saves lives. This cannot be disputed, so the more efficient your tools, the greater chance your victim has of survival.   Single hoses and couplings (with auto lock) allow instant one handed tool swapping and means that the rescuer does not have to put the tool down on the floor in order to use two hands to make the coupling connection. This also means there is less chance of dirt entering the coupling, removing the necessity for cleaning, saving valuable time.   Tools fitted with speed valves mean that the tool works at higher speed at low pressures.
