NFPA releases 2015 local fire department Wildfire Preparedness and Readiness Capabilities Study

The National Fire Protection Association (NFPA) has released Phase One of its first Local Fire Department Wildfire Preparedness and Readiness Capabilities Study. The study takes a look at current preparedness and readiness levels of local wildland/urban interface (WUI) fire departments that have experienced a significant wildfire event in recent years, and identifies the most important elements in a WUI fire protection program, including response and community risk reduction efforts. The study also highlights how fire departments have overcome barriers and have adapted to risk given their available resources. To maximize the survey’s impact, NFPA collaborated with the International Association of Fire Chiefs (IAFC) in addition to the U.S. Forest Service Northern Research Division, Bentley University and Brandeis University to collectively identify what questions needed to be asked in the survey, and to ensure that it accurately describes the needs of local WUI fire departments throughout the United States. The study included telephone interviews with fire chiefs and senior fire officers from local fire departments who had experienced a major wildfire within the last five years, and looked at key themes including equipment, dispatch protocols, training, communicating with the public, community risk reduction efforts, relationship building, and cooperation. Key findings include: WUI/Wildland Fire Equipment: Departments often manage budgetary limitations by choosing apparatus that could be used for a variety of different purposes, and by strategic dispatching to maximize the effectiveness of the resources they have. Training: Urban, rural and volunteer fire departments increasingly co-manage fire in the WUI. Wildland firefighter training, although separate from traditional (structural) firefighting training, is increasingly sought after for the modern fire department. Communicating with the Public: Access to social media, the internet and cell phones in rural areas is often limited, making communication between residents and fire departments increasingly challenging. Community Risk Reduction Efforts: While homeowners in some communities rely too heavily on fire departments to take charge of fuel reduction projects, others want little to no involvement from outside agencies when it comes to managing the vegetation on their private property. This makes it difficult for departments to engage homeowners in collaborative mitigation efforts. Relationship Building and Cooperation: Inadequate funding and personnel dedicated to mitigation planning and implementation is an issue for some departments. Lack of involvement in national preventative programs like Firewise and Fire Adapted Communities, which provide an avenue for state and federal grants, educational materials and learning networks, is another likely impediment to relationship building and cooperative planning. The data collected will inform research groups such as the Fire Protection Research Foundation and benefit  NFPA’s technical committees that work on standards related to wildfire including NFPA 1901, Standard for Automotive Fire Apparatus, NFPA 1906, Standard for Wildland Fire Apparatus, NFPA 1051, Standard for Wildland Firefighter Professional Qualifications and NFPA 1142, Standard for Wildland Fire Management. A second phase of the study is currently underway and will take a closer look at the data collected in Phase One. The Phase Two study will also focus on additional themes such as firefighter health and fitness, situational awareness, and all-volunteer fire departments. In addition, researchers will take a comprehensive look at the similarities and differences between fire departments in the eastern and western U.S., and their approach to wildfire. The findings from the Phase Two study will be available in Summer 2016.

Cambridgeshire FRS improve operational efficiency

Cambridgeshire Fire and Rescue Service (CFRS) is responsible for delivering a fire and rescue service to the 820,000 people of Cambridgeshire and Peterborough. The Service’s headquarters is based in Huntingdon and houses the senior management team, Combined Fire Control, central operational teams and many of its support staff, who work in a variety of roles to support frontline activity. Its vision is to ensure a safe community, where there are no preventable deaths or injuries in fires or other emergencies, by putting people at the centre of everything it does. To help achieve this, CFRS regularly reviews its operational processes to ensure it is working at maximum efficiency. As part of this process, CFRS reviewed its Major Incident Control Area (MICA) as part of a wider command and control project. It was decided that a more modern and practical approach to incident command management was required, and ultimately introduce a process that was more conducive to the way in which fire service managers operate with other agencies in an emergency situation. The MICA has a dual purpose. When not in use for incident control it is used for day to day business functions. The review was therefore mindful of the implications it would have on the overall use of the room, and were keen to ensure it was easy to use and provided an effective and functional method of delivering information across a broad range of subject matter. CFRS had been using earlier versions of the SMART Board™ interactive whiteboard technology for a number of years and wanted to investigate whether the latest versions would provide them with the additional functionality they required. After visiting Steljes’ executive briefing centre in Bagshot, it was agreed they needed to upgrade to the latest solutions. The MICA was set up with mobile versions of SMART Meeting Pro™ software and SMART Bridgit® conferencing software and equipped with a large 87” SMART Board interactive whiteboard and two 55” SMART Board interactive flat panels. Station Commander Simon Newton said: “One of the major problems facing any emergency service is the need for an accurate picture of what’s happening at an incident to aid them in the decision making process when incidents occur as time is of the essence. “We need to react to the changing nature of an incident so we need accurate real-time information from both internal and multi-agency sources to help validate what is happening. Our vision is that our SMART Board capability will enable us to use information from multiple sources to provide valuable insights will help us make better informed decisions and ultimately save lives.” CFRS decided to put the SMART solution to the test during a planned Local Resilience Training exercise at a shopping centre, approximately 25 miles away from its headquarters. During the exercise, the Silver Command team were able to keep a clear record of decisions that were being made, send and receive messages, data, pictures and video directly from the scene of operations. All this information was used to create an accurate common operating picture. The information was gathered using the power of the Bridgit software which was loaded onto the iPads of the members of the Silver Command team. This enabled information to be sent directly to Gold Command giving them the real-time data they need to make decisions. All information gathered on the SMART Boards was recorded and saved so that it could be easily used as part of a debrief following the incident if required. Watch Commander Dan Martin, who was part of the Silver Command Team that took part in the planned exercise, explained: “The SMART Board interactive whiteboards together with SMART Meeting Pro and SMART Bridgit conference software provided a faster build-up of what was happening at the incident, enabling a great understanding of the various elements of the incident. Working from our HQ, Gold command could easily view and annotate over the same information as Silver Command who were positioned at the incident itself. This is the first time we have been able to do this and it resulted in faster decision making, leading to more effective containment of the incident. Even though this was a planned exercise, it proved that using the SMART solution would provide us with the improvements in operational efficiency that we are seeking.” Following the success of the exercise, CFRS has trained fire service managers on how to use the SMART Board solution so that they too can use the technology during technology with purpose incidents or when planning major events such as the Tour de France, which will be staged in Cambridge later this year. When not in use for incident control, the MICA is used for day-to-day operations. Watch Commander Martin explained: “The SMART Boards have become an integral part of how we work. They are used in meetings to capture a multitude of notes, decisions or tasks and at the end of the meeting, the annotated notes are sent to all attendees via email. The software can also reduce travel time for meetings as information can be shared live with any tablet or PC, enabling personnel to conduct meetings anywhere that they have internet access. This has made our meetings more productive and efficient. “Every emergency service can decide on its own incident command management process and here at CFRS, we want to take the lead in this area and create our own templates, which enable us to be more flexible and adapt it to suit our needs, and in turn assist other organisations in any joint operation. We have now extended this technology into the specification list for our new command vehicle, enabling us to achieve a fast and efficient way of recording and sending incident ground information to key personnel. Overall, we have installed this new SMART board technology in all of our key locations across the County. I believe that this SMART solution should be a consideration for any emergency service or public organisation.”

US Forest Service explore use of unmanned aircraft

To improve fire-fighter safety Lockheed Martin and KAMAN Corporations today demonstrated for federal officials how the remotely piloted K-MAX helicopter can be used to perform wildland firefighting scenarios, including cargo drops, single target water drops, and progressive line building with a bucket. The demonstration provided officials from the U.S. Department of the Interior and U.S. Forest Service Fire and Aviation Management the opportunity to evaluate the capabilities of the unmanned helicopter. Conducted at the Lucky Peak Helibase outside Boise, Idaho, the demonstration was the latest phase of Interior’s and the U.S. Forest Service’s exploration of new aviation technologies to improve the safety and effectiveness of wildland firefighters. On November 6, 2014, the Lockheed Martin and KAMAN Corporations completed the initial demonstration of optionally piloted aviation technology (controlled remotely or by onboard pilots) in the highly controlled environment of a Federal Aviation Administration designated Unmanned Aircraft System Test Site in New York state. During the 2015 fire season, smaller unmanned aircraft systems (UAS) were successfully deployed on a limited basis during two wildland fires. During these missions, the UAS provided mapping and reconnaissance data. “We owe it to the firefighters on the ground to continually explore technologies that improve their safety and best support their efforts to protect communities and our nation’s natural and cultural resources during a wildfire incident,” said Mark Bathrick, director of Interior’s Office of Aviation Services. “The integration of technology that could more than double the time we’re able to provide them with logistical and direct air support could be a game-changer in this mission area.” “Considering the interagency nature of wildland fire management, it just makes good sense to have a common strategy for the thoughtful examination of new and evolving technologies to enhance the safety and efficiency,” said Art Hinaman, assistant director for aviation of the Forest Service Fire and Aviation Management. “Today’s demonstration brings us one step closer to increasing aerial support to our firefighters.” “The unmanned K-MAX has a proven track record of being able to provide 24/7 support, assisting those on the ground in accomplishing their missions,” said Dan Spoor, vice president and general manager of aviation and unmanned systems at Lockheed Martin’s Mission Systems and Training business. “Unmanned K-MAX’s insertion into firefighting operations offers fire suppression, aerial support and potential crew extraction to reduce risk to ground firefighters and aircrews.” For more than 80 years, manned aircraft have provided important support to firefighters during wildfire suppression operations. However, there are limitations to the level of support manned aircraft can provide during diminished visibility or at night. Therefore, in December 2014, Interior and the Forest Service launched their joint Unmanned Aircraft Technology Demonstration Strategy to evaluate the use of optionally piloted helicopters to better support wildland firefighters when conditions preclude the ability of manned aviation. MCM delivers FDNY's new 65 foot fireboat

FDNY has had a long history of serving the needs of their community dating back to 1648. It wasn’t until 1865 that the modern-day Fire Department was first established. The professional force was needed to better provide protection to the fast-growing and increasingly complex metropolis. The first reference to the nomenclature F-D-N-Y was made in 1870. This particular version of MCM’s 70 footer is scaled down slightly to fit the FDNY’s needs. Our traditional FireStorm 70 is four feet wider, slightly longer and has a much larger cabin/tool room. Feehan” holds special meaning to FDNY. First Deputy Commissioner Feehan was killed on that fateful morning terrorists flew hijacked jetliners into the twin towers on Sept. 11, 2001. At 71, he was the oldest of the 343 FDNY members who perished. Feehan was a blaze-battling legend in his own time, heralded for his intuitive knowledge and cunning in fighting fires. He was thought to have known the location of every fire hydrant in the Big Apple and remains the only FDNY member to have held every rank in the department, from probationary firefighter on up to fire commissioner. The name plate held high on along-side the cabin of their new fireboat is milled from an I-beam lifted from the rubble and ruin of the World Trade Center 14 years ago. “He was a fireman’s fireman,” Salvatore Pastore said over the phone from Brooklyn. Pastore is a lieutenant with Marine Company 6 as well as FDNY liaison with MCM for the new boat. “We’ll never forget any of the firefighters we lost that day,” noted 28-year veteran Pastore. “But this lets ‘Chief’ Feehan’s family know that we’re remembering him in a special way.” “Working with the FDNY team on the build of the William M. Feehan has been a tremendous honor for us at MetalCraft. With the input of the FDNY personnel, we have implemented several new features on this fireboat. The FS70 is our flagship vessel, and the William M. Freehan is undoubtedly our most advanced one to date,” commented Michael Allen, MetalCraft’s General Manager. “We hope the FDNY and people they protect will benefit from this vessel for many years to come.” “It has been a great pleasure working with the FDNY organization, their knowledge of both the Marine & Firefighting aspects combined, has made this vessel a one-of-a-kind machine. The journey took 4 days and had a huge welcome upon entering the NY harbor on October 12, 2015. FDNY Marine Companies are the New York Fire Department’s fireboats and are tasked with SCUBA/Dive Rescue and off-land firefighting in New York’s rivers and harbors. The FDNY’s three Marine Companies operate large fireboats and smaller, secondary rescue boats to respond to various marine-related emergencies.
