Ballyclare announces major tender win

Ballyclare has revealed details of a major new tender win with the latest additions to its XENON range of multi-functional structural firefighting clothing. The contract, which covers PPE for some 3,200 firefighters, has been awarded by three fire and rescue services in the Yorkshire and Humberside region, and includes new additions to the XENON range which have been developed to meet the specific demands of this customer. “With today’s firefighting and rescue professionals facing an ever-expanding range of challenges, we continue to develop our XENON garments to make sure they offer the highest levels of protection,” explains Ballyclare’s Business Development Manager, Andrew Buckley. “We’re constantly working with our customers to advance the XENON range and provide bespoke solutions for their requirements. This latest success is another example of that strategy in action, and it will benefit firefighters in the South Yorkshire, West Yorkshire and Humberside regions.” “One of the key factors for us awarding the contract to Ballyclare was the feedback provided by the end-users who participated in the garment tests,” explains Category Manager Mark Lloyd, of the South Yorkshire Fire and Rescue Service. “Wearers commented that they felt no need to remove their suits as soon as possible in order to cool down, and described the garments as the ‘most comfortable’ and ‘most innovative’ PPE they had ever worn. The level of protection, moisture management and freedom of movement also drew comments from the test participants.” The new garments feature a unique layered construction which enhances the traditional XENON advantages of outstanding protection, high levels of breathability and maximum freedom of movement. The outer layer of the garments is a strong but extremely lightweight fabric which provides excellent protection against heat and flame, and also delivers outstanding tensile strength. It will not become brittle, shrink or break open when exposed to flame or high temperatures, thus ensuring reliable protection for the wearer. Next comes a cutting-edge moisture barrier which has been specified to meet the requirements of this customer. A unique, lightweight 3D construction and a ‘ridged’ profile reduces the amount of contact with the wearer by some 30%. This increases the barrier’s ability to trap air and provide another heat barrier, and also speeds up the transmission of moisture away from the wearer. The rugged construction of this fabric allows the XENON garments to withstand constant washing cycles without compromising on comfort, breathability or protection. Completing the new XENON garments is a thermal layer which also has a 3D construction that traps air to add yet another barrier against heat. This hydrophilic layer also helps transfer moisture away from the wearer and into the moisture barrier, thus allowing the wearer’s skin to breathe more easily and ensuring maximum comfort. The new XENON garments also include the world’s first fire-retardant and fully-launderable phosphorescent tape, which significantly increases the visibility of firefighters in dark conditions. Infographics launches Microsoft Teams and Office 365 integrations

Infographics, the fire service software and Microsoft specialist, announced the launch of new Microsoft Teams and Office 365 integrations for its FireWatch and Prevent + Protect fire and rescue management and workflow suite. Secure and seamless user identity management via Azure Active Directory (AAD) integration is also now available with both solutions. The launch includes apps and integrations for Infographics’ FireWatch and Prevent + Protect solutions, which will enable FRS tasks and workflows to be executed directly from within Office 365 or Microsoft Teams, including desktop and mobile. These are in addition to the FireWatch native App and Web client options – to help promote even greater collaboration and teamworking. Key functions include enabling users to receive notifications, search for prevention and protection jobs and contacts, and complete tasks and approvals within Teams or O365. A FireWatch and Prevent + Protect ‘Bot’ can also respond to conversational questions and commands, simplifying user training and enhancing the flexibility of ‘user experience’ options. The Teams app is also optimised for mobile use, so FireWatch and Prevent + Protect users can interact with available features from anywhere, in the same environments where they can also communicate with their colleagues and team members. The Microsoft AAD identity management, also included, provides seamless and multi-factor authentication options, ensuring access to solutions is both simple and secure, with the ability to login via existing Microsoft O365 user account details. Streamlight launches Vantage 180 X USB

Streamlight, a provider of high-performance lighting for firefighting uses, launched the Vantage 180 X USB rechargeable system. The light, which can be mounted to full-brim fire helmets, and also used as a handheld or right-angle light, comes with a Streamlight SL-B26 USB rechargeable lithium ion battery with an integrated micro USB port and a charge cord. A Vantage 180 X model with two CR123A batteries is also available. The multi-function light securely attaches to helmets by means of an integrated stainless steel clip, designed for a variety of attachment methods and mounting positions. The “quick release” helmet bracket allows for easy detachment of the light from helmets, so that it can be used as a handheld or pocket light, or hooked to turnout gear. Featuring a main beam that delivers up to 250 lumens, the light’s 180-degree rotating head automatically changes an ultra-bright blue safety taillight to a white safety flood down light when the head is set at a 90-degree angle. “The Vantage 180 X USB gives firefighters and other first responders a truly compact and versatile tool for operating in smoke-filled or extremely low light conditions, with flexible battery options for every situation,” said Streamlight Vice President, Sales and Marketing, Michael F. Dineen. “Users can charge the light’s SL-B26 lithium ion battery from any USB source, transforming it into a rechargeable system. Or they can use disposable cell batteries when a power source is not immediately available.” Using either battery source, the Vantage 180 X USB provides 250 lumens, 7,200 candela peak beam intensity, and a 170-meter beam distance on the high setting. Run times range from 4-15 hours, depending on battery source and light mode. The light features a custom optic to provide a narrow beam with optimum peripheral illumination to aid in navigation. It is operated by using a body-mounted, push-button switch that allows for one-handed constant “on” operation. Measuring 5.2 ounces high, the Vantage 180 X USB weighs 5.5 ounces using CR123A batteries and 5.9 ounces with a Streamlight SL-B26 USB rechargeable battery. It features a body constructed of high-impact, super-tough nylon, chemically resistant engineered polymer for exceptional durability and a sure grip. FPA lambasts government’s proposals for sprinklers in school

This week, the Government finished consulting on changes to BB100 – the document that sets out fire safety design in schools. The FPA is proud to be one of the signatories of a letter sent by 23 organisations to the Education Secretary setting out why the proposals do not go far enough when it comes to improving fire safety in schools. The letter asks the Education Secretary to immediately reconsider and expand his Department’s proposals to mandate sprinklers in all new build and major refurbished school projects, and not just focus on Special Educational Needs (SEN) schools, boarding schools, and those over 11 metres. The letter recognises the emphasis on life safety but notes: “The fire safety building regulations’ focus on life safety creates a false sense of security as buildings remain vulnerable to a total fire loss.” It urges: “Building to a property protection baseline ensures schools will be able to withstand a fire – so that it is able to be used again – often within hours of a fire incident.” The consequences of school fires are not just financial but affect well-being and impact education in the long term as facilities are unable to be used for long periods of time. The disparity between England and the devolved administrations in Wales and Scotland is marked. The letter asks: “Why the installation of sprinklers in new build and major refurbished schools is mandatory in Scotland and required for central funding in Wales but not in England and Northern Ireland?” The letter concludes by reaffirming that the 23 signatories are united in their position and see that the Government has missed an opportunity to improve the resilience of the school estate. Owners of low-rise flats freed from wall safety certificate requirement

In a statement released at the same time as a Commons debate on the Building Safety Bill, which seeks to tackle the safety and regulatory repercussions of the 2017 Grenfell Tower fire in London, the Ministry of Housing, Communities and Local Government announced the change. Following expert advice by a group led by Dame Judith Hackitt, who reviewed building regulations after the Grenfell disaster, people living in blocks below 18 metres in height will no longer be advised to have an external wall survey, or EWS-1 certificate, before they sell their flats, which has been standard since Grenfell. Many people seeking to sell or re-mortgage have found their building does not have an EWS-1, a document that certifies that a block’s construction is free of combustible materials. Some leaseholders have been obliged to embark on extensive remedial works to gain the certificate. The new guidance is not mandatory, as EWS1 certificates are not regulated by government, but the strong guidance to mortgage lenders that the certificates are not needed is intended to iron out what officials call “unintended consequences” of post-Grenfell advice. The Ministry of Housing, Communities and Local Government argues that there is no systemic fire risk in such lower-rise blocks, and that work can be limited to less expensive measures such as fitting alarms or sprinklers, rather than the removal of cladding. The End Our Cladding Scandal group said it cautiously welcomed the announcement, but warned that in the past mortgage lenders had not listened to similar advice. A spokesperson said: “At every turn, the government has sought to find solace in the market even though it has been abundantly clear for years that the only body truly capable of standing up to the vested interests in the leasehold, construction and insurance sectors, and ending this living nightmare, is the government itself.” Robert Jenrick, the Communities Secretary, described the new advice as “a significant step forward” for leaseholders who had had problems selling their homes. Previously, ministers said that blocks under 18 metres in height needed an EWS1 check only if they had certain particularly worrying types of cladding, but the check had become the default for most buildings. Stephen McPartland, the Conservative MP for Stevenage, who has been a regular critic of the government over its response to the cladding issue, told MPs during the debate on the building safety bill that Jenrick had “created a market failure” with the previous advice. The MP requested information on the position for people in lower-rise buildings who faced significant bills due to work necessitated by EWS-1 checks. City of Racine WI deploys Beam Global EV ARC

Why firefighters need to take extra care of their protective footwear

There is a growing body of evidence that a toxic cocktail of substances may linger on PPE after a fire and intensify the on-the-job risks. Firefighting is a life-threatening job, with every shift bringing dangerous incidents such as fires, floods, storms and road traffic collisions. Alongside risks including heat exhaustion, burns and mental stress, other less visible hazards pose a threat to firefighter safety. Firefighters may be exposed to high levels of toxic substances during and after a fire, as cancer-causing chemicals remain on PPE clothing and elsewhere at the fire ground. Fires produce a cocktail of toxic, irritant and carcinogenic chemicals in the form of aerosols, dusts, fibres, smoke and fumes or gases and vapours, increasing cancer risks and lung deterioration. However, decontamination and cleaning procedures en-route to, during, and after a fire can reduce, minimise or eliminate exposure hazards. Global functional footwear expert HAIX is sharing its advice on thoroughly cleaning and decontaminating its firefighter boots to help prevent a build-up of dangerous contaminants and protect wearer safety. The Impact of Hazardous Chemicals and Substances on Protective Footwear Many fire combustion products, including hydrocarbons, polynuclear aromatic compounds, metals such as cadmium and chromium, and acids and soot, are hazardous to firefighters. These substances can become embedded in footwear, penetrate the inner layer, and enter the body. In addition, particulates and other combustion products can reduce the flame resistance of footwear and its ability to conduct electricity. Wearers must clean their footwear thoroughly to reduce the risk of long-term harm from hazardous substances present in fire combustion products or chemicals. Wearers exposed to hazardous chemicals and pathogens need to follow the relevant cleaning and decontamination precautions in line with legal regulations to limit exposure and risk of harm to themselves and others. Anyone involved in the handling, sorting, bagging, transporting, and laundering of contaminated footwear must wear utility gloves and appropriate PPE to prevent exposure. When to Clean and Decontaminate HAIX Boots Wearers should clean their footwear at least every six months or as soon as possible after contamination or exposure to smoke, blood or body fluids, hazardous substances or hazardous liquid chemicals. Intrinsically safe fill indicator for fire extinguishers at HazardEx 2021

An advanced ultrasonic liquid level indicator for fire extinguishers will be demonstrated by Link Instruments at HazardEx 2021. Using the intrinsically safe ULLC IS, the fill levels of banks of extinguishers in hazardous areas can easily be checked without interrupting normal operation. This avoids the need for shutdowns, leading to substantial savings in time and costs. The hand-held unit uses ultrasound to locate the boundary between the liquified and gaseous gas. To use, the transducer is placed against the cylinder body just below the expected fill level and then gradually raised until the readout shows a sharp jump. This happens due to the greatly enhanced propagation of ultrasound when the transducer reaches the liquid / gas interface. Bureau Veritas: new Fire Safety Act prompts risk assessment review

Safety and compliance expert, Bureau Veritas is encouraging landlords and duty holders to prepare for the Fire Safety Act 2021 which will make significant changes to fire safety regulation – describing the legislation as a new era for building safety. Given Royal Assent on 29th April this year, the Act will amend the Regulatory Reform (Fire Safety) Order 2005 and aims to make it clearer where responsibility for fire safety lies. The new laws apply to buildings containing more than one home that are more than 18 metres or six/seven stories in height and seeks to respond to the outcomes of the Hackitt Review. The Fire Safety Act 2021 clarifies that the responsible person or duty holder for multi-occupied, residential buildings must “manage and reduce the risk of fire” posed by the building’s structure, and most notably external wall systems, including windows and balconies, and individual occupants’ entrance doors. Under the clarification, fire and rescue services will be authorised to take enforcement action and hold building owners to account if they are not compliant. This latest law follows on from various action already taken designed towards strengthening the whole regulatory system for building safety, including new sprinkler requirements and the forthcoming Building Safety Bill which was presented to Parliament on 5 July 2021. John O’Sullivan MBE, Technical Director – Fire Consultancy at Bureau Veritas, states: “The approval of the Fire Safety Act marks a significant step in the right direction to mitigate the fire risk in relation to life safety and building safety and is one of the biggest outcomes of the Grenfell Inquiry to date. The government is expected to release further guidance on the Act later this year, as there is further consultation currently taking place in relation to the stay put policy and evacuation procedures for high rise residential properties. “Therefore, we would encourage any landlord or duty holder to take stock of the new changes already in place and review its current fire risk assessments policies.
