Euralarm releases revised fire alarm study

Euralarm’s Task Group False Alarms has released a second edition of the study on false fire alarms in Europe. In this new edition the results and findings of the first edition have been enhanced by the analysis of the situation in Denmark and a recommendation is done for the terms that are used to describe false alarm related situations. Also the measures to reduce the amount of false alarms have been updated while newer content has been added. Background on automatic fire detection Over the past seventy years the use of automatic fire detectors has increased year on year into every kind of infrastructure. The application of the automatic fire detection technology has made early detection of fires the norm, at least in commercial and industrial buildings. Building occupants can safely evacuate, and intervention forces gain precious time to stop the fire from growing. As with any early warning system, there can however be times when an alarm is triggered, even though there is no event; a false positive (“false alarm”). Detecting phenomena such as smoke and heat is quite simple for the detection systems. The true challenge for any fire detection and fire alarm system designer or service engineer is getting the right balance of detection and alarm between as “early as possible”, and as “early as needed”. Alarm reliability Modern detectors are much better at tuning into a real event whilst ignoring false events. Compared to former threshold type detectors, this has significantly reduced the number of false (or unwanted) alarms by at least two thirds. But technology alone cannot eliminate false positives. Other key factors must be considered to increase the overall “alarm reliability” of a fire detection and fire alarm system. These are design, commissioning, and maintenance. If these are overlooked, then the alarm reliability degrades, and the system will not meet its intended purpose of protecting lives and property. As the building use is adapted to the needs of the occupants, so must also the design and maintenance be accordingly adapted, to secure the alarm reliability. Fire services capture the information on the cause and location of fire alarms during their intervention. It is the responsibility of the building owner or operator to discuss false activations with their fire alarm system supplier and service provider. In doing so, recommendations can be made that even heighten the quality of the system. “The origin of false alarms usually begins with the attention of the building management and extends from the planning to the maintenance of fire detection and fire alarms systems. The reduction in false alarm rates in the countries shows that we are on the right track, but that this is exactly where we need to start in order to further reduce false alarms “, according to Sebastian Festag, head of the study. INTERSCHUTZ 2022 a resounding success

After six intensive days, INTERSCHUTZ 2022 wound down to a close on Saturday. Exhibitors, visitors, partners and organizers all had a consistently positive take on the event. In the face of increasing natural disasters and humanitarian crises, it was time – after a seven-year hiatus – to come together again as an industry to develop strategies for the future of civil protection. This was underlined by the high rate of attendance, with 85,000 visitors streaming onto the Hannover exhibition ground. “Against a backdrop of increasing threat scenarios, it was high time after seven years for an INTERSCHUTZ to take place again in a physical, on-site format,” reported Dr. Jochen Köckler, Chairman of the Deutsche Messe Managing Board. “This trade fair was all about networking, developing ideas, discussing solutions and expanding international networks. As a result, INTERSCHUTZ is now more than just a product show – it is a shaper of sustainable security architecture on a national and global scale,” he continued. 85,000 visitors from 61 nations came to Hannover to keep abreast of the latest wave of industry topics. Apart from Germany, the leading visitor nations included Austria, Switzerland, the Netherlands, Belgium and France. The INTERSCHUTZ team had already announced its plans to donate one euro per visitor to Ukrainian fire service aid, a charity drive organized by the German Fire Service Association (DFV) . “To make it a round sum, we are topping up the amount to 100,000 euros,” explained Köckler, as he handed over the donation check. In addition to the high level of internationality, more than 1,300 exhibitors from over 50 nations praised the quality of the trade fair audience. The partners at INTERSCHUTZ were also highly satisfied. Dirk Aschenbrenner, President of the German Fire Protection Association (VFDB) summed it up succinctly: “At INTERSCHUTZ 2022 we were treated to exactly the kind of things we wanted to see and experience. It was great to see the community come together again. There was an excellent product show and an incredibly large network. We also had many discussions about current problem situations and forward-looking ideas that have been forged here. This flagship fair definitely delivered what it promised.” DFV President Karl-Heinz Banse came to a similar conclusion: “This was one of the best INTERSCHUTZ fairs I have ever experienced. The developments, ideas and concepts on display were fantastic and helped us achieve a technical and active refresher for improved fire department performance. A high number of decision-makers from all over the world were present. We were able to greatly expand our networks and highlight the unique system of fire departments in Germany. For firefighters, fire prevention is only half the battle. Their primary objective is the protection and preservation of survivors  It is often forgotten by many, but firefighting is one of the key pillars of emergency services – a service whose primary directive is saving lives. More than any other branch are these brave heroes and heroines staring into the face of imminent death and yet they head into it unwavering, all to save us. While controlling any fires are imperative to these rescue efforts, the true training kicks in when victims of fires need help. Today’s feature will be a dive into Search and Rescue efforts of fire departments all over the globe and what methods and techniques are used to save people in the face of impossible odds.  Conducting a Search and Rescue operation starts, as with any coordinated effort, with a situation assessment. Normally it will fall upon unit commanders, who are experienced in risk assessment and critical thinking, to evaluate the ongoing situation as soon as fire services arrive on the scene. As well as this, they must also be well versed in the behaviour of fire and how it spreads in order to prioritise spaces that need the most urgent help before structural integrity begins to collapse, as well as likely areas of congregation by potential survivors. Access to building floor plans is invaluable in aiding this effort, with learned commanders able to surmise points of weakness in the building as well as give navigational support to other firefighters throughout the operation to ensure a swift and actionable response.  Evaluating the incident site’s potential for survivors inside is no easy task and is often inferred from evidence of occupation and other variables. For example, if a fire breaks out in a residential area at night, it will be extremely likely that areas like bedrooms will be occupied and not necessarily social areas like kitchens or lounges. Thus, it is easier to make a decision on what areas to prioritise in searching. Additional factors such as vacant vehicles or verbal reports by witnesses also play into the unit commander’s decision-making. Evolution of foams

International Fire Buyer takes you through the evolution, innovation and legislative practices of firefighting foams and their impact on the environment  There are many integral fire truck systems that provide lifesaving resources and tools at the scene of an emergency. Fire-fighting foam systems are one such system, designed to improve the fire-extinguishing capabilities of water, enhancing on-scene efficiencies and promoting water use reduction. Despite the growing use among departments globally, there is some confusion as to what foam systems can offer, when to use foam systems and the types of foam required for varying emergency response needs.  Today, Firefighters are faced with an increasing number of flammable liquid and hazardous vapour risks. From traffic accidents to industrial incidents, many situations can result in a flammable liquid or hazardous vapor occurrence. Fire-fighting foam is made up of a mass of small bubbles of lower density than most flammable liquids and water. Foam is a blanketing and cooling agent produced by mixing air into a foam solution that contains water and foam concentrate.  A foam system allows a specific amount of foam to be mixed with water through the fire apparatus pump mechanisms. Anytime water is used, a foam system can be activated to improve water’s effectiveness and help expedite firefighting capabilities.  In a structure fire, water is used to remove heat from the fire by absorbing the heat in the room and cooling the available fuel. However, rather than directly contributing to the cooling of fuel below the temperature required for sustained burning, a large portion of the water hits the floor after passing through the atmosphere.  Foam concentrate, combined with water and compressed air forms a fire extinguishing agent that greatly reduces surface tension compared to that of plain water, enabling the solution to penetrate burning fuels much faster and more efficiently.  Class ‘A’ foam is used for Class ‘A’ fires, which include solid combustibles such as paper, wood, cloth and some plastics. Many Class ‘A’ foams are environmentally friendly and biodegradable when used in appropriate quantities.  Class ‘A’ foam typically runs at 0.3%, 0.5% or 1%. These are the most effective percentages based upon the foam manufacturer’s recommendations; any other percentages are considered running the foam too lean, or too rich, and are not effective. The different percentages are directly related to the size and type of fire at an emergency scene, as well as the equipment being used to apply the water and foam.  Class ‘B’ foam is used for Class ‘B’ fires, which are fires that involve flammable liquids such as alcohol, ether, oil, gasoline or grease. Class ‘B’ fires are best extinguished by smothering or applying a blanket of Class ‘B’ foam, which is meant to float on the surface of burning fluid. When Class ‘B’ foams are sprayed with water, the foam rises to the surface to create a vapor barrier to cut off the fuel source. Class ‘B’ foams require special clean-up after a fire by state or federal authorities.  Class ‘B’ foam typically runs at 1%, 3% or 6%. These are the most effective percentages based upon the foam manufacturer’s recommendations. Big Interview – Andrea White

Fire Buyer sits down with Andrea White, Fire Engineer and Founder of the Women in Fire Engineering Networking Group  Please introduce yourself and what you do?  I’m an independent Fire Engineer, supporting designers and developers through my own fire safety consultancy, A W Fire Ltd. With a background in fire safety enforcement, consultancy and the insurance industry, I’m proud to be an Incorporated Engineer via the IFE, a Chartered Building Engineer via CABE and an IFE-registered fire risk assessor.  You founded and chaired the Women in Fire Engineering Networking Group (WIFENG) with the IFE. How did this come about?  Last year, I founded the Women in Fire Engineering Networking Group in partnership with the IFE. I wanted to create a support network for women in the fire industry. When I reflected on joining the industry 20 years ago, I would have benefited from having a peer group of other women fire safety professionals to talk to and learn from. I also wanted to increase the diversity of speakers and presenters at fire safety conferences and events. I would like to thank Jo Tedd, Member Experience Manager at the IFE, who was instrumental in establishing the WIFENG LinkedIn page.  In our first 12 months, the group has formed an active Committee. We established that our aim is to support, develop and inspire women in the fire industry. As well as the WIFENG LinkedIn page, we ran a series of workshops last Autumn to support individuals completing their application forms for Member grade of the IFE. It was great to see a number of women successfully gaining the MIFireE post-nominal. We also have plans to run similar workshops for IEng and CEng applicants later this year.  Something I’ve been particularly keen to promote is the visibility of women within fire safety. Representation matters; when we see someone who looks like us or has a similar story to ours in leadership, it’s easier to believe that we can progress to those levels too – “if you can see it, you can be it”. Last year, WIFENG supported London Build 2021 by providing women speakers for panel discussions and presentations on their fire safety stage. Recently, we collaborated with the organisers of Firex 2022 to increase the diversity of panel members on their discussion forums and also had a stand at the event. This was a great opportunity to network and promote the work we’re doing. We are delighted to be partnering with both events going forward. We are also in discussions with the Fire Safety Event in Birmingham and Fire Buyer Live for 2023.  WIFENG is now a group of over 500 members – that includes both women and male allies. The LinkedIn group is open to anyone in the fire industry who shares our values. The low-profile light is available as a Rechargeable System or in an economical Alkaline model, both pending approval for use in for Zone 0 gas and Zone 20 dust atmospheres. Also available is the Survivor X USB, a budget-friendly USB rechargeable option for use in Division 2 conditions. “The Survivor personal light, known the world over for its toughness, compact size and reliability, just got even better with the new Survivor X ATEX, which not only offers enhanced brightness and added features, but also multiple power options, including the Survivor X ATEX Alkaline model which provides a 25% cost savings on batteries, as well as the Survivor X USB which offers an economical USB rechargeable alternative and also accepts alkaline batteries,” said Streamlight Chief Revenue Officer Michael F. Dineen. “Fire and rescue personnel, industrial firefighters, utility workers and others now have an even more powerful and versatile tool to use when operating in the trying conditions they often face.” The new torch features several improvements in response to user feedback, including: · An easy-to-operate battery door that provides a tight, dust-resistant seal. · A battery status indicator in the switch that turns red when the battery is nearing low voltage, flashes continuously when there is 15 minutes of battery life left and turns green when the battery is fully charged. · An improved charge cradle design that locks the light securely in place, while also featuring a quick release latch to permit one-handed “grab and go” removal, even with gloved hands. In addition to energising the new Survivor X ATEX, the new charger also charges all existing Survivor models. The Survivor X ATEX features the latest in power technology for extreme brightness, and offers microprocessor-controlled high and low intensity and emergency flash modes. The Rechargeable System model operates on a 2.6Ahr Lithium Ion battery pack, which can be recharged up to 1,000 times, while the Survivor X ATEX Alkaline uses three AA alkaline batteries. On high, all models deliver 250 lumens and 50,000 candela over a beam distance of 447 meters. The torch’s custom optic produces a narrow beam, ideal for cutting through smoke, fog and mist, while also providing optimum peripheral illumination to aid in navigation. Operating run times for all three models range from 3.75 hours on high to 15 hours on low, with 8 hours on the flash setting. Rechargeable System models are available with AC and DC chargers. An indicator in the charger turns red when charging and green when the light is fully charged. A bank charger accessory that charges five units simultaneously is available. An eight-unit SL-B26 Li-Ion USB battery bank charger that charges eight USB batteries simultaneously is available as an accessory for the Survivor X USB model. Morgan State Uni partners with Siemens

As part of its 10-year strategic plan, ‘Transformation Morgan 2030: Leading the Future,’ Baltimore-based Morgan State University (MSU) has partnered with Siemens on its journey to becoming a smart and connected campus of the future. Improvements currently underway include implementing a series of modernisation upgrades to the university’s heating, ventilation and air conditioning (HVAC), security and fire and life safety systems with a focus on energy efficiency, resiliency and sustainability. All work is umbrellaed under a master service agreement between Maryland Clean Energy Center, Siemens and MSU to support the university’s campus transformation. Like many other higher education institutions, MSU must contend with significant deferred maintenance and infrastructure needs. COVID-19 helped accelerate the need for repairs and upgrades as facilities and equipment remained dormant or underutilized due to a campus closure. With the aid of Federal COVID Relief funding, the university has been able to address some areas of concern, such as improving indoor air quality; however, there is more work to be done. By way of its partnership with Siemens, MSU is taking proactive steps towards becoming a state-of-the-art “smart campus” focused on energy efficiency and production through systems integration and digitalisation with substantial investments in clean and renewable solutions. “In our strategic plan we set a deliberate goal of improving campus-wide infrastructure to support operational excellence and increase overall institutional capacity. One of the ways in which this can be accomplished is through strategic investment in our campus facilities,” says David Wilson, Ed.D., president of Morgan State University. “In order to grow into the leaders that they are destined to be, our students require a healthy, safe, secure and resilient campus setting. Mitchell, Jr. School of Engineering to organize Mechatronics: PLC Programming Training for students pursuing a degree in Mechatronics Engineering. The training familiarises students with the Siemens S7-based learning system—covering such areas as programmable logic controller (PLC) operation, PLC programming, event sequencing, timer/counter PLC instructions and I/O simulators. THW and their latest products at INTERSCHUTZ

As an important player in civil protection, from Monday the Technische Hilfswerk (THW) will be presenting its latest technical developments at the Interschutz trade fair. Germany’s operational organisation for technical and logistical assistance will be informing attendees about its capacities for deployment throughout the country, as well as a new module for international missions. “For the THW, Interschutz is the perfect platform to present its new units and innovations to a specialist public,” says THW President Gerd Friedsam, looking forward to the start of the trade fair. Interventions responding to severe flooding and the war in Ukraine were just the latest to demonstrate the range of expertise in the volunteer-based organisation and its capacity for long-term operations. Embodying the trade fair’s lead theme for 2022 “Teams, Tactics, Technology – Connected for Protection and Rescue”, the THW has its stand in the area of the exhibition dedicated to civil protection. Catching the public’s attention at Stand D42 in Hall 17 will be a newly developed pontoon boat, as well as the new mobile workshop for the THW Specialist Platoon Logistic Support. The pontoon boat is the prototype of a boat that can also be used as a floating work platform. The THW has developed it in less than three years, working together with partners from business and academia to meet the special requirements of civil protection. Composed of various modules, the pontoon boat can be built up flexibly and is designed to allow the construction of larger floating work platforms and pontoon bridges. Visitors will also be able to take a look into the future of dyke defence training by putting on a virtual reality headset that allows them to inspect a virtual dyke and mark any damage they find. Another highlight of the THW presentation will be a drone used to search for people and explore in flooded areas, which is part of the research project “Larus-Pro”. Logistics will be one of the key themes for the 800 sq.m. trade fair stand, illustrated by focussing on the Specialist Platoon Logistic Support as well as the THW logistics centres being built around the country. Visitors will be able to admire the mobile workshop of the Technical Unit Materials Management in the form of a 20- foot container which can be transported close to the site of an operation and is fully equipped to carry out repairs on vehicles and equipment. “In recent years, the THW has significantly expanded its logistics resources in particular, and has already been called upon to demonstrate the potential of this capacity during the pandemic and the war in Ukraine. In addition to the newly established Specialist Platoon Logistic Support, in future our competence in civil protection will be developed further as we set up six new logistics centres,” said Friedsam.
