Ford issues mass recall over fire risk fears

Ford Motor Co is to recall 634,000 sport utility vehicles (SUVs) worldwide over fire risks from possible cracked fuel injectors and will urge owners to have their cars inspected, Reuters reported. Ford said when engines in the SUVs covered by the latest recall are operating, a cracked fuel injector could cause fuel or fuel vapor to accumulate near hot surfaces, potentially resulting in fire under the hood. Once repairs are available dealers will update vehicle software to detect whether a fuel injector is cracked and provide a dashboard message to alert drivers. The automaker said the recall covers 2020-2023 model year Bronco Sport and Escape SUVs with 3 cylinder, 1.5 litre engines, including many also recalled in April because an oil separator housing could crack and develop a leak that could cause an engine fire. Vehicles repaired under the earlier recall will still need the new recall fix, the National Highway Traffic Safety Administration said. Ford said it has 54 total reports of 1.5 litre under-hood fires, including four with cracked fuel injectors. About 13 others were probably caused by a leaking fuel injector. “If a pressure drop in the fuel rail is detected, engine power will automatically be reduced to minimize any risk, while also allowing customers to drive to a safe location and stop the vehicle and arrange for service,” Ford said. Dealers will also install a tube draining fuel from the cylinder head and away from hot surfaces and check for excessive fuel odor near the top of the engine. The recall covers about 520,000 vehicles in the United States and about 114,000 in other countries. Ford said it is not telling owners to stop driving vehicles under this recall. Rosenbauer appoint new CFO

The Supervisory Board of Rosenbauer International AG, has appointed Markus Richter as new Chief Financial Officer. Richter succeeds Sebastian Wolf in this function, who moved to the top of the Group as the new CEO in August and continued to manage the Finance Division on an interim basis. Richter will join Rosenbauer’s Executive Board on December 1, 2022. Markus Richter graduated in business administration from the University of Cologne. His professional career initially took him to the German industry, where he held various management positions. In 2000, he moved to Austria as Head of Finance at RHI AG; further positions followed at Verbund, ÖBB Holding, Trenkwalder and Asamer. His most recent appointment was as commercial manager and Chief Financial Officer for the Upper Austrian Engel Holding and Engel Austria GmbH. Christian Reisinger, chairman of the Supervisory Board of Rosenbauer International AG commented: “We are delighted that in Markus Richter we have been able to win over a proven financial expert with international experience from industrial, service and engineering companies for Rosenbauer. Banksy Exhibition protected by Advanced and Hyfire

Northwest installers Fire Queen Limited combined an Advanced Go fire panel with wireless devices from Hyfire to protect artwork at The Art of Banksy exhibition, housed in a temporary venue at Media City, Manchester. The Fire Queen team were given just a week to survey, specify and install a BS5839-1-2017-compliant fire system to protect the exhibition, which housed a range of the street artist’s most iconic works. Using a combination of the Advanced Go Quick Edit tool and the Hyfire Taurus app, combined with active support from the teams at both brands, it was possible to deliver a system in record time that met all the requirements of the event organisers and their insurers. Jan Myatt, Operations Manager at Fire Queen said: “We are familiar with carrying out wireless installations within realistic timescales, but the secrecy that surrounds anything to do with Banksy meant that this was really short notice. “Luckily, thanks to our long-standing partnerships with Advanced and Hyfire, and in-depth knowledge of what their products can deliver, we were able to design and install the system in record time. It was a real team effort and we’re so grateful to both teams for their knowledge and support.” Mark Piert, Regional Sales Manager – North West at Hyfire, commented: “When the call came from Fire Queen, it was action stations. The good thing is that Hyfire devices are designed to work seamlessly with Advanced panels, and this is exactly the sort of installation where wireless comes into its own, so we were able to devise a suitable system in a matter of days. Big Interview – Anthony Taylor

Fire Buyer editor Louis Curtis discusses with Anthony Taylor, fire safety veteran and Chair of Hackitt Working Group B  Could you introduce yourself and what you do?  My name is Anthony Taylor and I have been a risk management consultant for some 30 years, initially qualifying in Health safety and environmental management, but also business resilience and business continuity. This has led me to be involved with wider corporate risk management, governance and compliance. For the last fifteen years or more I have worked, principally, in property management consultancy within large international property consultancy practices based in London. Taking voluntary redundancy in 2020 I re-established my own private consultancy Resolve Risk Ltd.   In 2018 I was invited, as an independent, to chair Working Group 8, of the Competence Steering Group, as part of the built environments’ response to the Grenfell disaster and Dame Judith Hackitt’s subsequent report. Our report ‘Safer people, safer homes: Building Safety Management’ was part of the full CSG’s report ‘Setting the Bar, A new competence regime for building a safer future’ the final report of the Competence Steering Group in October 2020.   I also Chair or sit on a number of professional bodies’ H&S Committees and am regularly asked to speak at conferences, webinars and deliver training. It has been a very busy few years for me!   What were your initial motivations for getting involved in the fire safety industry?  I have been working in the H&S sector, related to property management which included elements of fire safety with everything else, for many years and I, along with everyone else was sickened by the Grenfell disaster. On being invited to Chair WG8 I had a steep learning curve to understand much better the issues around cladding, fire stopping and involvement of the residents as well as the management systems required to successfully put in place effective fire safety.   I have always taken to being challenged, and to increase my knowledge. My experience with WG8, and all the other related groups I became involved with, indicated a great willingness across the built environment to make sure that such an event should never happen again. While this may be wishful thinking, as we can see they continue to happen all around the world, we can (and are) doing a great deal more to absolutely minimise the chances of such a disaster here. We all know fires in peoples’ homes happen on a regular basis, it is however possible to ensure the damage is controlled and therefore limited by having in place excellent fire safety management – and this will be greatly affected by the competence of all those who contribute to building and maintaining safe homes for people to live in.    You featured in IFSEC’s Top 10 influencers in fire safety for 2021. What work have you been doing that you think made you deserving of this spot?  I was most surprised to find out when the list was made public, however most honoured and grateful. Where there’s smoke…

Smoke can be just as lethal as the fire it is spawned from. While some fires can be easy to put out, the resulting smoke can still linger. In confined spaces, the lack of effective smoke control can have fatal consequences  As everyone knows, the dangers of fire come in many forms. When tackling a fire, emergency services must be aware of these hazards that imperil not only them, but also any survivors or victims on-site. Even with the extensive arsenal of equipment and protective gear that firefighters are armed with, they are never completely safe; without adequate training and awareness from the operator, these threats can cause serious injury or worse. Dealing with the immediate heat and voracity of the fire itself is in isolation a relatively simple undertaking – however, the latent risks caused by smoke and emissions as a result of a fire can prove even more deadly. Not only does smoke contain harmful carcinogens and toxins that can cause immediate harm from inhalation but can also cause further complications down the line with the development of cancers and other respiratory diseases. The thick, noxious fumes obscure vision, exacerbated in confined spaces, which make rescue and evacuation difficult. This is often the biggest obstacle that stands between fire services in urban environments.    Man-made environments that see themselves most at risk from the dangers of smoke are tunnels: particularly tunnels that run through areas with varied topography, such as mountain ranges, valleys and hillsides. Oftentimes these structures are embedded deep into the foundations of these natural formations, which makes effective ventilation and smoke control problematic and a drain on money and time. Many infrastructural planners choose to forgo implementing effective smoke control, sometimes with devastating results. One such case was the Mont Blanc tunnel fire in 1999, an incident in which smoke was a leading contributor in the situation quickly spiralling out of control and subsequently claiming the lives of 39 people. We will take a closer look at smoke control through the lens of tunnels, investigating some of the logistical issues that present their own unique challenges and some of the solutions and technologies put forward to remedy these.   The Mont Blanc Tunnel Fire was a fire that took place 23 years ago in the eponymous Mont Blanc Tunnel in Chamonix, France. The tunnel is part of the highway network that connects France to Italy, heading deep under the Mont Blanc mountain in the French Alps. The roadway is hugely beneficial for the trans-Alpine trade network, especially for Italy, as it cuts travel times between the countries by up to 50 miles, if travelling to Milan, and accommodates about a third of Italy’s freight. Construction began in 1957 and was completed eight years later. Obviously, due to the complicated and unique nature of the construction of the tunnel, as well as in part due to the process being divided in half between the two countries, compounded on the fact that the Mont Blanc tunnel was created with archaic and outdated techniques and policy meant that the tunnel itself was a ticking time bomb when it came to an impending fire-related disaster. As is always the case with large-scale disasters, the hubris of the organisers and senior staff meant that key flaws and health and safety risks were identified and consequently ignored for the sake of reducing cost. Indeed, for many large-scale commercial and industrial disasters you’ll notice a recurring pattern of companies forsaking safety in favour of profit. Fire Door Safety Week took place this year from 31 October to 4 November, bringing with it attention to one of the most important cogs in the fire safety machine. Fire Buyer and Fireco take a closer look   For some, the foreboding approach of winter brings with it ill-fated images of waiting at public transport stations, sheltering beneath three layers of clothes as we battle listlessly against biting winds and lurching your tired car through a seemingly endless deluge of rain in the dark on the way home from work. For some, it conjures warming memories of nursing a hot chocolate in front of a firelit hearth, the serene stillness of the city blanketed in a veil of crisp, white snow and enjoying good food with family as the world slumbers outside. To me and you, though, the coming of winter ushers in the arrival of the annual Fire Door Safety Week to remind us of the importance that functioning fire doors serve in public buildings in ensuring safety and security for all of its denizens in the event of a fire.    With housing and building regulations constantly in flux, it remains challenging for manufacturers and installers to meet these changes head-on. Fire doors, at their core, act as barriers between thresholds in buildings, helping with fire containment; they aren’t just slabs of wood or metal that keep a draught from getting in. They also aid in ensuring safe evacuation of building residents. In large-scale public spaces these doorways need to be wide and unobstructed to allow passage of large groups, while in public housing they must be regularly placed, robust and clearly signed. Any flaws in this process could prove disastrous in the event of a fire.   The technology and regulation that circulates around fire doors is not constrained just to the door itself, though. The reality is that a fire door is a complex system of many connected and modular parts that all provide their own brushstrokes in order to create a complete and finished fire safety masterpiece. These doors are asked not to fail under the stress of extreme heat or the passage of many people, often more than is suitable for normal passage, but also to serve as an impregnable barrier that seals out both flames and smoke. Like how bulkheads allow boat and submarine teams to seal off compromised areas, a similar analogy can be drawn for the fire doors.   It’s not just installers and manufacturers that fail to see the importance of a functioning fire door, too – it’s residents and people in these buildings. New research released this week by the British Woodworking Federation (BWF), as part of its annual Fire Door Safety Week, found that a third (32%) of the British public would not report a problem with a fire door, potentially putting hundreds of lives a year at risk.     Despite three quarters of people (75%) correctly believing that propping a fire door open stops it performing its role in the event of a fire, 44% wouldn’t take action as are unsure who to report it to while almost half (49%) do not feel it’s their place or role to do so.   To read the rest of this feature, see our latest issue here. Fire and smoke alarms have been a staple in building fire safety for decades now, but its inclusion of everyone remains archaic: today, we look at alarm systems that are made for everyone, not just the majority There are many working parts to ensuring fire safety in buildings everywhere. Alarms, sprinkler systems, labyrinthian pump systems and more recently, smart detection systems, all play an integral part in keeping buildings and their denizens safe from fires. These systems equally also serve either the former, the latter or both. While preserving buildings in the event of a fire is preferential, it is the technology and solutions that keep people safe that is paramount – buildings can always be rebuilt, people cannot. One of the most important cornerstones of the fire protection arsenal, then, is the humble smoke and fire alarm. Years of constant reinvention and innovation upon this simple system have put smoke and fire alert systems in a very reliable spot: while we may complain about the shrill and ear-splitting sound these devices emit in a false alarm situation, at least we know that in the event of an actual fire emergency, most people in a public space or building will be sufficiently informed of the danger. But that’s wherein the problem lies: the emphasis on the word most.    Fire alarm systems are extremely effective at serving the many, but the few can feel like they’ve been left to the wayside. The few in question here are those with sensory impairments: the deaf and those sensitive to loud noises. Current estimates in the UK alone indicate that there are around 9 million deaf or hard of hearing people living in the country, and around 700,000 people with an official medical diagnosis of autism spectrum disorder. These numbers are by no means small, making up around 7% of the UK population. More must be done with commercial and residential alarm systems, especially in public housing, to accommodate for these people. According to a study conducted in 2010, 17% of UK households resided in council housing, with another 55% of housing stock owned by local authorities. This means that well over half of all homes in the UK are retrofitted with generalised fire safety equipment, which may prove unsuitable or even hazardous to marginalised groups. To compound on this issue, many deaf or autistic people need additional support when it comes to living independently – meaning they may not have the income available to them to own their own home and afford to install the equipment that is better suited to them. The solution, then, is clear – a homogenised fire alarm system that is both visually and audibly distinct needs to become the standard for every building in the UK. Today, we’ll take a closer look at the options available for these people and what the future may hold.  Most commercial alarm systems have no visual indication when they activate, which means that the deaf in conventional and public spaces have no way of telling when the alarm has detected a fire. For others with autism or a sensitivity to loud noises can feel overwhelmed or even frightened by the skull-rattling sound that alarms emit, making safe evacuation difficult for them as they struggle to function in what to them is now a very hostile environment. These people are just as valuable as anyone else in the building, so why must they feel excluded? Oftentimes, the only indicator for deaf people is the coordinated movement of others and if people with sensory issues are not supervised at the time of the alarm, they may be so overwhelmed that they are incapable of moving to a safe area. With the amount of technology at manufacturers’ disposal in the modern era, why aren’t we making systems for everyone?   To read the rest of this feature, see our latest issue here. Nittan Fire Detection System in EXO, Dublin

Nittan Elite Partner, Fire Technology Ireland (FTI), has recently commissioned and supplied an L1 addressable fire detection system using Nittan Evolution fire detection devices at the EXO, the tallest commercial building in Ireland, located in Dublin. The EXO building contains 16 floors over three basements. More than 1,350 Nittan Evolution Analogue Addressable devices were installed as the primary detection system throughout the building, along with Advanced Electronics MxPro 5 Series fire alarm panels and network – one loop panel per floor for tenant space, two eight loop panels for landlord space and a four loop panel for the basement. The use of Nittan EV-PYS combined smoke detector sounders reduced the overall visual impact on the floors and common areas. The units have a 360-degree viewing angle Omniview ring to allow for quick location and identification of any problem which may arise. The use of Nittan Multiple Input Output units significantly reduced installation time and the need to “hide” equipment. To provide a fault tolerant network, Evolution new ZMU2 complete with SCI were used for leak detection system in basements and top floor plant room with its own network. Where it was necessary to mount wall units for signalling, EV-AV2 combined sounder strobes were used. These units have a profile of 30mm and are white in colour. The high visibility 360-degree strobe is extremely bright and visible from all angles. The 90 decibel sounder provides a clear audible tone which can be changed if required. A white cover neatly conceals the terminations and tone setting dip switches. Evolution is Nittan’s premium fire system. Evolution uses ASIC technology in the sensors and sophisticated detection algorithms, combining extremely reliable fire detection together with a very high degree of protection against unwanted false alarms. Its advanced, highly flexible protocol allows for substantial amounts of information to be transmitted at high speed and is not affected by the number of devices on the loop. David Browne from FTI commented: “The EXO is the largest commercial high rise building in Ireland, overshadowing the iconic Siptu building and Central Bank of Ireland which also have the same Nittan and Advanced systems installed by FTI. The EXO is installed with a complete open protocol, aesthetically pleasing choice of detection devices using Sine Wave Frequency Shift Keying transmission technology which is recognised as one of the most reliable and powerful Analogue Addressable systems on the market. The flexibility of loop sizes on Nittan protocol allows the setting of each floor to be configurable, enabling it to provide custom specifications for individual tenants. Flash flood plans should touch on surface risks, Localis report warns

Responsibility for tackling the growing prevalence of flash surface flooding should be gripped by central and local government to prevent needless damage to property and human misery, the think-tank Localis has argued. In a report published today entitled ‘Surface Tensions – working together against flash flooding’ the place experts argued the connection between increased urbanisation and surface water risk demand greater coordination between the public sector, developers and wider society. The study found the separation of roles and responsibilities for managing and forecasting the impact flood risk are fragmented between a slew of government departments, agencies and local bodies, resulting in confusion when flooding does occur. Of particular note, the report found that minor developments comprising nine houses or less, infill or permitted development – are aggregating the risk of surface flooding across an area, without a legal requirement to provide sustainable drainage. Official figures for the year to June 2022 show that 35,000 dwellings received planning decisions from local authorities where more than one percent of homes are already at risk of flooding as part of minor developments. Given that 73% of minor development applications were approved across England in the same period, this could mean as many as 25,550 new homes built in areas that are already at risk of flash flooding, increasing pressure on infrastructure. Among its key recommendations to reduce risk of surface flooding from climate change, Localis calls for the creation of a strong strategic planning authority with power for force national and local risk management authorities, such as the Environment Agency, Lead Local Flood Authorities (LLFAs) to work closely together and link up policy. The report also calls for stronger collaboration between developers, landowners, LLFAs and central government agencies to understand and manage flood risk and resilience, and for this to be encouraged and incentivised across all new developments. Localis Visiting Fellow, Professor Samer Bagaeen, said: “To tackle surface flooding, the next revision of the National Planning Policy Framework must require Local Plans to demonstrate how lead local flood authorities have assessed aggregate risk across the whole area, as well as how flood impacts will avoided, controlled, mitigated, and managed. “And at the level of place, for infrastructure and procurements concerning flooding, lead local flood authorities should move away from human-engineered barriers and toward natural drainage systems that work to slow the flow of surface water and relieve pressure on sewers.” Joe Fyans, Localis head of research, said: “As the UK is experiencing extremely wet days – more days of heavy summer rainfall on impermeable ground as well as a significant increase in heavy winter rainfalls – we are seeing an unsurprising increase the incidence of surface water flooding. “How we go about funding this will be crucial. Central government would be best advised to pproduce a comprehensive flood infrastructure funding programme that is less restrictive and targeted toward places most at risk, while also encouraging ‘bottom-up’ practice by streamlining the funding process for smaller, district or community-based projects.” Martin Milliner, claims director at LV= General Insurance, said: “As an insurer we see first-hand the very real and devastating impact flooding has on people’s lives. While we know the building of more homes is necessary to combat the housing crisis, the country is becoming less resilient to more extreme weather, and we must look at the future impacts this will have on our homes. “The report highlights significant issues that continue to put an ever-increasing number of communities at risk, and it’s crucial that property developers, insurers and local authorities work together to tackle this important issue.” “With the creation of our Flood-Proof Home of the Future we want to draw attention to the impact flooding could have on this country in 50 years, by showcasing the extreme features homes of the future may need to have to guard against flood risk. Fire Fighters Charity releases latest Impact Report

The Fire Fighters Charity has unveiled its Impact Report for 2020/21, which has been published to coincide with the organisation’s Annual General Meeting. 2021/22 saw the return of the Charity’s face-to-face services, with the introduction of new programmes and diversified digital solutions to meet the needs of its ‘fire family’ in the wake of the pandemic. Introducing the Impact Report, Chief Executive Dr Jill Tolfrey said: “When we started the journey set by our 2020-2025 Strategic Plan, Covid was just beginning to take hold and the early part of 2021/22 saw us adapting to a changed world of social distancing and mask wearing. “However, welcoming our workforce and beneficiaries back and being innovative in our delivery of services showed how fleet of foot we were in responding to need and in adapting to how we support our beneficiaries when circumstances change. This transformative approach to our ways of working continued throughout 2021/22 and continues today.” The latest financial year saw the Charity further developing and diversifying its digital solutions to support people in need and to proactively support its whole fire family with accessible information and advice. The Charity also launched its Reset Programme, Covid Recovery Programme, My Fire Fighters Charity app and more. In early 2022, the Charity celebrated a milestone cumulative income for clothes recycling, topping £5million – from 30,744 tonnes of clothing since 2009, and its Fire Family Fundraisers raised £348,594, including a team from Suffolk Fire and Rescue Service who cycled from Land’s End to John O’Groats. Chair of the Board of Trustees, John Baines, wrote in the Report: “As I have reflected on the impact we had on the lives of so many people and the innovative ways we delivered that support, particularly in the wake of the pandemic, I have been once again reminded of our Charity’s incredible ability to overcome challenges.” He added: “The Charity’s fleet-of-foot ability to meet the needs of the fire community has been an ever-present hallmark of the way we have supported people over the last 79 years. The Queen, in a letter to our then Chair in June 2002, stated that we were an ‘outstanding charity.’ As we look towards our 80th anniversary in 2023, I think this statement is as true as ever. “In the years ahead I have every confidence that we will continue to reach out and deliver first class services to more people across our beneficiary base and explore every avenue possible to secure the income we need to do so.
