Boulder Fire Department awards triple combination pumper truck to Colorado’s SVI Trucks Boulder Fire Department officials have finalized plans to purchase a triple combination pumper fire truck through SVI Trucks, a local fire apparatus manufacturer in Colorado. The recently announced purchase marks Boulder’s first-ever SVI fire engine. The announcement comes on the heels of SVI Trucks’ recent Greeley and Loveland deliveries. Fire Chief Holger Durre said Boulder awarded the bid to SVI Trucks because of the company’s renowned truck quality and customer service. “We also appreciated the close proximity of the factory to Boulder. We anticipate that our build process will be easier to facilitate because we can include department members who we may not have been involved had the factory been out of state,” Durre said. “Finally, SVI’s responsiveness to our RFP indicated they were highly motivated to partner with the city on this important project.” Boulder’s new apparatus will be built on a Spartan Gladiator chassis and feature the Extra Long Four Door (ELFD) cab style. At 99” wide with a 10” raised roof and seating for five, the new Boulder truck will tout one of the industry’s largest cabs and come equipped with the Spartan Advanced Protection System, featuring full-size, side-curtain airbags. Boulder also opted for the Cummins 450HP L9 engine and Allison 3000 EVS transmission, featuring a shorter engine tunnel for additional cab room. Above the tunnel, SVI will add a custom storage compartment, and the entire dash will tout heavy-duty aluminum. The cab will also be outfitted with OnScene Solutions’ Talon helmet mounts. The engine will include SVI Trucks’ first-ever single-compartment front bumper with 26” extension, designed to accommodate Boulder’s battery-operated eDRAULIC® extrication equipment. Meanwhile, the triple-action truck will be equipped with a Waterous CU Midship pump, a 500-gal. water tank and electronic pump intake valve. The valve is located behind the pump panel, protecting it from the elements while creating a cleaner looking exterior. Featuring a Boulder-favorite low-hose bed, the hose will be easily accessible from the rear of the apparatus. The truck also includes a booster reel with one-inch hose, located above the pump module, for small, quick attacks. The engine will be equipped with Whelen Pioneer scene lights (12V LED PFS2 front lights and 12V PCPSM2B surface-mounted side lights), all powered by a Harrison MAS 6.0 KW hydraulic generator. All compartments feature OnScene Access LED lighting. “We’re excited to partner with Boulder on this truck. Inquiry after man found dead in Leicestershire flat A man’s body has been found after emergency services forced their way into a barricaded property. Police were called by ambulance crews to a flat in Devonshire Court, Oadby, in Leicestershire at about 17:50 BST on 24th April. Due to a fire at the scene, the fire service attended and gained entry to the premises. Police confirmed they had earlier had contact with the dead man and had referred the case to the Independent Office of Police Conduct. No further details of the deceased have been released. Police said the flat was barricaded from the inside and an investigation into the full circumstances surrounding the man’s death had begun.

Building insurers condemn Grenfell fire tests as “utterly inadequate” Government-backed tests used to certify cladding systems containing combustible plastics have been condemned as “utterly inadequate” by building insurers. The Association of British Insurers claims to have created a more realistic test which shows fires in real buildings can burn 100C hotter with flames spreading up to four times further than in official tests. The Fire Protection Association (FPA) carried out the research which was commissioned in the wake of the Grenfell Tower fire in June 2017. The fire spread up an external cladding system and tragically killed 71 people. According to the research, some of the factors “overlooked” in official testing of combustible plastics include test fires not being hot enough and cladding not including gaps and openings. They claim 20% of the fuel in a real fire comes from plastics, which they found burns 100C hotter than the all-wood fire used in the official cladding test. In a test of insulation and cladding that was not sealed the FPA recorded flames six metres above the fire they had lit, while a fire under the same material in a sealed cladding system went out after spreading 1.5 metres. The findings have been sent to Dame Judith Hackitt who is in the final stages of a government-commissioned review of building regulations. In a formal submission the ABI says her review “should make recommendations that ensure the use of combustible materials is not permitted, especially in key vulnerable parts of buildings”. Jonathan O’Neill, managing director of the FPA, said the British Standards Institution (BSI), which oversees testing standards, should look again at the cladding fire test. “We urge BSI to urgently reconvene the group responsible for this standard to consider the results of this research and to make changes to the standard as required,” he said. BSI has confirmed it will review the new research. “If the [standards] committee view is that the changes are supported by the evidence and are technically feasible, they will work together to amend the standard,” they said. The government’s Ministry of Housing, Communities and Local Government, which commissioned seven of the official fire tests after the Grenfell Tower disaster to assess which cladding systems were safe for tower blocks and which need to be removed or modified, said: “We are committed to constantly improving safety standards.”

Making sure that your building is protected against fire

Making sure that your building is protected against fire Roof Maker, a leading supplier to the construction industry, discuss the changes in fire regulations over time, and how you can ensure your building is protected. In 2015/16, there were 529,000 incidents attended by the fire and rescue services in England: a 7% increase compared to the previous year. In total, there were 303 fire-related fatalities, and 7,661 casualties. Fire can cause serious devastation to buildings and lives, and the government have made regular amendments to Building Regulations over the years, most recently in 2013. However, not everyone is taking note of this: just recently, residents of an apartment block in Manchester were forced to move out after it was found that fire safety standards hadn’t been met. The Building Regulations for fires is split into five sections, taking into account two types of buildings: Dwelling Houses: Places where people live, including sheltered houses (excluding flats). Buildings Other Than Dwelling Houses: Offices, hospitals, shopping centres, apartment blocks etc. We’ll outline each section of the regulations below, and discuss how to equip both dwellings and non-dwellings, to ensure the building – and people inside – are safe and protected from potential fires. B1: Warning and Escape The regulation outlines two routes of escape: the first is horizontal, which refers to moving across a floor of a building, towards a stairwell. The second method is vertical, which refers to walking down the staircase to safety. It’s crucial that these stairs lead people directly outside, without needing to pass through another section of the building; and each room must lead directly to an escape route. The only exception here is for kitchens, bathrooms, laundry and utility rooms. You should also consider wheelchair users too: vertical circulation must be present on the landing of each stairwell, so that they can safely wait for assistance. Perhaps the most important thing to remember is that your fire alarms are adequate and working. They must have a standby power supply, and extensions on buildings must also have fire alarms. For dwellings, smoke alarms should be fitted no further than 7.5 metres away from a bedroom door, and also be located in landings and halls. You should also place one in the kitchen – especially if you have an open plan area. Don’t forget to test your fire alarm at least once a week. If you’re in a large building such as a block of flats or offices, then it’s important to run drills so that everyone knows how to exit the building safely, should a real fire occur. 28% of all dwelling fires, and 33% of non-dwelling fires that occurred didn’t have a fire alarm; which could have alerted the people inside much sooner. B2: Internal Fire Spread (Linings) Fire is spread through flammable materials, so it’s important that you reduce the risk and rate of this happening. You may not be aware of this, but fire is most commonly spread through walls and ceilings, as opposed to floors (furniture can play a part too). For load bearing walls (one which supports other elements of the building), it’s important that they’re built with steel beams, so they can resist fire for 30 minutes, allowing time for people to escape. Alternatively, if you have a concrete beam, then provided it has steel reinforcement inside, that should be adequate too. For internal walls and ceilings, materials used must be Class-1 rated, in order to prevent fire from spreading. These materials usually have two layers: an intumescent first coat, and a flame-resistant top coat. If you have timber cladding, then you can apply a paint-on coating to protect it to a Class-1 degree. B3: Internal Fire Spread (Structure) This refers to the concept of compartmentation, which breaks down the building into smaller areas, in order to restrict the spread of a fire. For non-dwellings especially, each floor should be viewed as a compartment, which can be subdivided further if necessary. The “protected route” (the stairwell), must also be referred to as a compartment, despite being vertical. Cavities in walls must be closed at compartment boundaries by fire-resistant material, to stop the spread of fire internally. B4: External Fire Spread It’s not just preventing an internal fire that needs to be a priority: it’s externally too. The issue is if combustible materials such as timber or plastic cladding are found close to a boundary. These walls must therefore be fire resistant, to stop fires from spreading to nearby buildings. One issue you need to consider are the glass in windows, as in order to prevent fire from spreading, it must be fire rated. However, you should not forget that a window represents a means of escape, so once opened, there should be adequate space for a person to climb through. B5: Access and Facilities for the Fire Service If a fire has occurred, then obviously once you’ve called the fire services, you’ll want them to reach you as quickly as possible. However, you need to ensure the following: Fire engines must be able to reach the building. The equipment (e.g. a hose), must be able to reach the location of where the fire is, inside the building. There must be an adequate supply of water, at the right pressure, available to fight the fire. This is usually doable in dwellings, but the second point can become more difficult for larger buildings, such as high rises. In this case, dry risers must be vertically installed on each floor, so that firefighters can connect their equipment and deal with the fire. Fires can be caused by a range of things, but cigarettes, cooking appliances and electrical items are the most common culprits. Understanding the reasons is one important way to help prevent fires; but you should also ensure that your building (regardless of its use) meets fire safety requirements, so that should one occur, damage is minimised and those inside can reach safety. Fire industry leader, William J. Darley passes away

Fire industry leader, William J. Darley passes away William Joseph Darley has died at the age of 89. He sadly passed away at home surrounded by his family on 17th April, 2018. Bill was the beloved husband of Frances Butler Darley and the late Jeanne Morrissy Darley; loving father of Stephen (Darlene), Peter (Karen), Thomas (Pamela), James (Christina), Paul (Heidi) Darley, Anne (Randy) Freedman, and the late William C. and Mary Krina (Michael) Mattio; adored grandfather of 12; dear brother of Patricia (the late Dr. Philip) Long and Reginald C. (the late Francella) Darley and the late Julia (the late Edward) LeFevour; and many nieces and nephews. He served as Chairman of the Board and CEO of W. S. Darley & Company for many years. The outstanding accomplishments throughout his life are a testament to his strong work ethic, adventurous spirit, Catholic faith and devotion to his family. Many will recall Bill’s years of involvement in FAMA, leading as its President in 1987. He was recognized as a FAMA Star Achiever recipient in 2000 and was inducted as an Honorary Member in 2004.  Bill was the only FAMA President to have two sons follow him in that role – Paul in 2000, and Peter in 2010.
