London Fire Brigade Commissioner issues start of year statement

London Fire Brigade Commissioner Andy Roe made a statement to kick off 2021, in which he recaps his experiences and outlines plans for the year ahead.  No one day is the same. You’ll hear that a lot if you speak to London Fire Brigade staff. It’s something that draws us to the job we do. Well, no year has been quite like 2020 and as I end my first 12 months as London Fire Commissioner I can categorically say it has been a whirlwind. But I couldn’t be prouder. The dedication, professionalism and courage shown by all of our staff has been immense. We have a history of stepping up when being called upon to do so and we have adapted to meet every challenge thrown our way with a humility and willingness to serve that has been the hallmark of London Fire Brigade for over 150 years. More than 450 Brigade staff stepped forward to drive ambulances for the London Ambulance Service. We also saw nearly 100 members of staff volunteer to recover the bodies of Londoners who sadly died from Covid-19 in their homes. An incredibly difficult job with risks but carried out respectfully and with dignity. The formal agreements between London’s emergency services that allowed all this to happen show what we can do together when the chips are down and the strength of the capital’s blue light partnership. And it didn’t stop there. We stepped up with our logistical skills to help deliver over 20 million items of Personal Protective Equipment to those in the community who needed it. Firefighters also made over 40,000 face shields for hospital staff and across London, fire crews delivered food and medicine to vulnerable residents. Away from the frontline, staff were equally quick to rise to the challenges of 2020 and take on extra responsibilities. Community safety staff called hundreds of vulnerable residents who had taken part in fire, safe and well visits to check and see if they were ok during the lockdown. During one of these calls the resident became unresponsive. Community Safety Health Team member Cindy Roberts called for an ambulance and got the lady the medical attention she needed. The pandemic arrived at a time when the Brigade is undergoing some important and significant changes, but it hasn’t prevented us from making progress on the improvements we need to make. I am committed to implementing all of the recommendations made by Phase 1 of the Grenfell Tower Inquiry. This year I was able to meet with some of the Grenfell community group and I was humbled by their unwavering commitment to find the truth and seek justice for the terrible losses they have suffered. This Christmas, sadly too many families are still living in buildings with flammable cladding and those residents won’t feel safe until the urgent remedial works that are required are carried out. We will continue to strive for better fire safety in buildings in 2021. It is now also a year since we were reviewed by Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services. We have listened to their findings and we will forge ahead in 2021 to carry on building an even better Brigade. This year will bring both opportunities and challenges, with the formation of our new four-year plan and the completion of ambitious changes in how we deliver our service, set within significant budgetary challenges facing many public sector organisations. We continue to work hard to encourage people to see the fire service as a career for everyone. In March, we helped launch the book ‘My Mummy is a Firefighter’. This would not have been possible had it not been for the dedication of Principal Fire Engineer Lynsey Seal, who has worked hard to change attitudes towards women in the fire service. A book like this is long overdue but we still have a long way to go so more people feel like they are truly accepted and valued in the fire service. Lynsey richly deserved her Queen’s Fire Service Medal that she received in the New Years honours. I was also delighted to hear that Harry Aquilina from Orpington Fire Station, Lisa Barker from West Norwood and Ashley Gordon from Lambeth Fire Station were awarded British Empire Medals (BEM) for their services to the community during the Covid-19 response. We are not at the end of this pandemic but hopefully there are brighter days ahead. My kids will undoubtedly interrupt more of my virtual meetings this year but 2020 has made me think about what is important in life and of those who are less fortunate. So as we move into a new year, let’s put kindness and understanding at the forefront of our minds in everything that we do and I’m sure our resilient city will thrive once again.

Phil Hurley takes over as Heat Pump Association Chairman

Phil Hurley is the new Chairman of the Heat Pump Association (HPA), replacing Graham Wright who has finished his two-year term and now steps down from the role. Replacing Phil Hurley as Vice-Chairman is Max Halliwell of Mitsubishi Electric. During his tenure Graham Wright oversaw some major breakthroughs for the heat pump industry and has steered the HPA into a strong position in helping to push the UK towards a carbon neutral future. Graham said: “It has been a real honour and a privilege to Chair such a forward thinking and hard working group. I am proud to see heat pumps at the forefront of Government strategy in the decarbonisation of heat.” Phil Hurley has been HPA Vice-Chairman since April 2019 and is Managing Director of NIBE Energy Systems. Big interview – Ian Moore

Ian Moore, CEO, Fire Industry Association (FIA), talks to International Fire Buyer about the intricacies of the Covid-19 pandemic, the war against cladding and the Brexit transition How has Covid-19 impacted the industry and what are FIA doing to aid the sector? The impact to the fire safety industry is as damaging as many others. Restrictions on movement, economic hardship and an unknown conclusion place companies in unknown territory and just trying to get through it as unscathed as possible. That being said, the need for fire safety is as strong as ever and still required (and still a legal requirement in a number of areas) – it’s just a matter of convincing some people! How we at the FIA are helping is by informing the industry of the latest changes, lobbying Government in key areas and clarifying what these messages mean. This is done by way of daily updates in a dedicated COVID section of our website. One important clarification we sought was that of who is considered a Key Worker. This is vital to know as engineers need to get to site and factory workers need to continue to produce life safety products. We received a letter from the Secretary of State directly, informing us that people working in the fire safety industry were considered Key Workers – our members have been carrying a copy of this letter when they are travelling to a necessary site to confirm their status. With the shift to remote working, do you think e-learning and digital training will continue post-covid? Absolutely. Class room training will always be better due to the interaction of teacher to student and between students; added to this is the practical side of holding products and physically fixing, servicing equipment etc. However, there is definitely a place for online training and hybrid (transmitting online a classroom session simultaneously) in a number of areas such as overseas and remote areas of the UK. We have a programme to roll out overseas training with a number of partners. Aside from Covid-19, the industry is also facing the end of the Brexit transition period, do you think the industry is ready? I would say no as I think a lot of people are “burying their head in the sand” hoping that the problem will go away. We are facing problems in a number of areas with one of the big one’s being the markings on products post Brexit. Everyone will know the CE mark that virtually every product has to show for conformity; well now we are preparing for products to no longer have the CE mark and move to a UKCA mark. This in my view is ridiculous as it will cost manufacturers a huge amount of money for absolutely zero gain. The quality of the product will not improve, it is just another uncalculated negative side effect of Brexit. We are rapidly approaching 2021, do you expect any particular trends in the new year? The “New Normal” will be remote working, meetings, training etc. The benefits, even though enforced to start with, are clear. The productivity will go up as there is no travel time, the cost of travel is zero and the effect on the environment is significantly reduced. How do you think the recent agreement of re-mortgaging/selling without a EWS1 form will impact the industry? I think it is a sensible direction, it’s a shame it has taken so long to get to this stage. The Government is not saying that EWS1 forms are not needed, just for buildings that are not in need of an intrusive survey such as brick buildings without cladding of any type. There are obviously a number of other factors, such as height, usage etc that will be taken into account, but it is a start in the right direction. The FIA have been involved in a number of areas to help resolve this issue via our fire engineering and fire risk assessment councils that can call on a wealth of knowledge from the membership. One of our main contributions to the cladding issue has been the formation of a portal that houses all of the EWS1 forms. It has been built to be freely accessed by the public so that buyers and sellers of homes in blocks of flats can see if remediation work is required or not (a degree of valuation) as at the moment they are unsure whether an amount of money will be charged to the flat owner by the leaseholder to fix any potential cladding issues. It is worth mentioning that there are many EWS1 forms that have been fraudulently issued, usually being issued by people that are not deemed competent to undertake such work. Part of the work we do is to check the name against pre-set registers and then ensure the forms are correctly filled out without alteration to the RICS (Royal Institute of Chartered Surveyors) template. Building the portal and checks we do are time consuming and expensive – however we run an “open book policy” to RICS forum to prove we are not doing this as a profitable enterprise. Do you think we have successfully tackled the war against cladding yet post-Grenfell Tower? No. At every turn the problem seems to be deeper than previously thought. We are making headway but this lack of management is decades in the making. One step closer is the soon to be released (mid 2021) PAS 9980 which is a code of practice for fire risk appraisal and assessment of external wall construction of existing blocks of flats, which the FIA working groups will be heavily involved in. Needless to say, public opinion is high on the failings, and as tragic as the Grenfell Tower fire was, it is a rarity – we just need to ensure it doesn’t happen again. Baldwin Boxall hire Anthony Morgan as their new Technical Director

Anthony Morgan has been appointed to the role of Technical Director at Baldwin Boxall, with Dave Boxall still very much involved in the business and with his new title of Founding Director. Morgan has been with the company for over six years now and leads a strong R&D team, alongside Boxall at the company. Protecting health & wellbeing at The Emergency Services Show

Best safe-working practices will be in the spotlight as skills including incident command and control, safety and scene assessment, extrication, professional pre-hospital care and expert use of rescue equipment are put to the test. The First Aid & Trauma Challenge will again see teams facing a realistic trauma scenario with just 10 minutes to assess, treat, ‘package’ and handover the patient to a medic. In 2019 The Emergency Services Show attracted a total of 8,300 visitors from the fire and rescue, police and ambulance services plus partner agencies, including government departments, HM Coastguard, RNLI and other first responders, making it the biggest event in its history.
