The invariable environments on planet Earth call for different technologies in the face of fire. Today, we take a look at how fire vehicles conquer these challenges   The unmatched beauty of our world is sadly often overlooked in the current age. What is even more sad, perhaps, is the failure to recognise the beauty in all corners of the planet. The variances in ecosystems, biomes, flora and fauna species and climate is rich and stunning in equal measure (when you’re next amongst nature, I implore you to take a breath that little bit deeper; take in the scenery for just a moment longer; it adds some much-valued perspective in a world consumed by petty quarrels).    But as we all know – especially so, in recent years – Mother Nature is every bit beautiful as she is wrathful. With an ongoing climate crisis exacerbated by the meddling of man, beginning with the industrial revolution but really culminating within the last 20 years, we are beginning to see the planet push back against us. Drought, famine and wildfires are growing increasingly common, more ferocious and in more places than ever before. International firefighting services are stretched extremely thin as they work around the clock to quell wildfires and domestic fires of all kinds. It’s important to note that wildfires do not only run the potential risk of spreading to population centres with fatal results, but the havoc they wreak upon arable land, crops and woodlands, where many animal species we share our home with are at risk: wildfires do not threaten only us, but life in all its forms.   Thankfully, due to the constant innovation in the industry, we have the tools and the means necessary to fight and contain these fires. The problem, however, lies in the availability and distribution of these tools. One piece of equipment that is essential to every firefighting endeavour are the vehicles. The multifaceted roles fire vehicles adorn cannot be understated: not only are they a mode of transport for the people and equipment doing the firefighting, but they are also mobile bases of operations, where all planning and communication culminate; they are mobile water pumps for areas where water is few or nonexistent. They protect firefighters and equipment alike, so that firefighters and equipment may protect us.    It is not just limited to dense woodland, either: fire vehicles are tailored to thrive in any given environment, be it land, air, sea; urban or rural, they are made to challenge any and all environments planet Earth has to offer. Today, we will explore these in more depth and come to understand their key differences and what makes them so good at what they do.   Fire vehicles, or “engines” as the more colloquial term labels them, came from very humble beginnings. During the early days of established fire services, mechanised fire engines were nothing more than a water pump on wheels. Throughout the years they evolved alongside the fire service, going through many iterations: from manpower to horsepower, steam, coal, fuel and finally electrically-powered vehicles. It wasn’t until the last 60 or so years that fire engines have become less homogenised. With the constant reiteration of firefighting technology, fire vehicles were some of the last sectors to have these solutions integrated. Today, one fire station can have a vast fleet of different vehicles for the many demands modern civilisation calls for, including dominion over land, air and sea.   To read more news and exclusive features see our latest issue here. Sometimes fires, especially wildland fires, can often be so hostile that an approach from the ground is impossible. What advantages does taking to the air have over conventional firefighting?   We have already discussed in length in this issue the emerging threat of persistent wildfires is having on the natural world. Its all-consuming rampage threatens to engulf much of the green spaces in various regions around the world, tightening the vice grip the climate change crisis is having on everyday human life. The excessive heat, flames and smoke terraform these once-beautiful spaces into hostile hellscapes, making fire and rescue operations not only difficult, but threatening to human life and infrastructure.   So, how do you go about fighting or containing a fire that tries at every turn to keep you out? If conducting ground operations is off the cards, fire services must take to the skies in order to fight these fires. Aerial firefighting is a method of containment that is on the up in recent years, accelerated by the influx of forest fires. However, hardship breeds innovation: aerial firefighting is quickly becoming the go-to method for fighting wildland fires. But how do fire services go about scrambling these “waterbombers” and what arsenals are they equipped with the combat these? Let’s take a look.   By definition, aerial firefighting is the use of aircraft and other aerial resources to combat wildfires. The most commonly used aircraft are fixed-wing aeroplanes and amphibious planes, as well as helicopters. These vehicles are specially equipped with water storage tanks and other firefighting devices, often used in accompaniment with water enhancers such as foams and gels: as the payloads of these vehicles are often dumped in one go, it is important to ensure that the efficacy of these “drops” are as high as possible. Aerial firefighting can also be utilised in combination with other ground operations for a coordinated effort, known as an “air attack”. Aerial firefighting also constitutes the deployment of operatives from a helicopter into the site, either through rappelling or parachuting from the vehicles.    The earliest inception of aerial firefighting was theorised all the way back in 1929, when German aviator Friedrich Karl von Koenig-Warthausen – the first pilot to complete a solo flight all the way around the world – observed a forest fire occurring below him as he flew over the Santa Lucia Range in California. Back then, many planes were built only to accommodate a flight crew and not the burdensome loads of water and suppressants; it would be decades still before aerial firefighting would see any real world application. The only real documented attempt at aerial firefighting around this time occurred in 1930, when the US Forest Service utilised a Ford Tri-Motor plane to drop a water-filled beer keg over a fire.    The first real push to make aerial firefighting a commonplace practice came in the years after the Second World War, when America found itself in possession of a vast surplus of military aircraft, most notably Boeing-Stearman Model 75s: biplanes that were constructed in the 1930s and 1940s.   One Joe Ely, a man who was working for the US Forest Service in 1955, pushed back against the idea by the masses to repurpose these planes as crop dusters, seeing their potential to fight fires from the air. NFPA Urban Fire Forum hosted in Quincy

Fire chiefs from Canada, the Netherlands, the United Kingdom, and the United States recently took part in the National Fire Protection Association Urban Fire Forum (UFF) at NFPA headquarters in Quincy, Mass. NFPA President and CEO Jim Pauley welcomed the chiefs and provided an overview of the association’s mission, reinforcing the critical role that urban fire service leaders play in reaching the association’s goals and initiatives. Special guests included Dr. Lori Moore-Merrell, administrator of the United States Fire Administration (USFA); Peter Holland, chief inspector, Crown Premises Fire Safety CFO, United Kingdom; Chief Rob Brown, CEO and Executive Director, International Association of Fire Chiefs (IAFC); and Chief Stephan Wevers, president of the Netherlands Fire Service and Federation of the European Fire Officer Associations. The group endorsed five important documents as official UFF-Metro Chiefs position papers: Diversity, Equity, and Inclusion in the Fire & Rescue Service: A Roadmap for Recruitment, Retention, and Advancement (DEI FIRE); Technological Advancements Push the Boundaries of All Hazards and the Fire Service Emergency Response System; Ambulance Patient Offload Time (APOT); Support for the Firefighter Cancer Cohort Study; and Support for the National Firefighter Registry. Otto Drozd III, executive secretary of the NFPA Metropolitan Fire Chiefs Association (Metro Chiefs), and coordinator of the event, said: “In today’s increasingly complex fire and emergency services environment, fire service leaders are confronted with a host of issues that go well beyond traditional emergency response. “They must be adept at building cultures that attract willing public servants, instill trust, create systemic equity, and foster a sense of belonging. These organizational strengths are paramount to confronting the rapidly changing response landscape brought on by emerging energy technologies and our changing climates. “These changes have far-reaching global impacts manifested by increased frequency and intensity of wildfires, heat waves, flooding, hurricanes, and ice storms, not to mention the continued increase in domestic terrorism (active shooter) and beyond.” To be successful, Drozd said that fire service leaders must have the latest research and intelligence to make decisions that result in safe and effective outcomes for both their firefighters and the public they serve. To adequately manage these situations, he said NFPA and the Metro Chiefs must work with both their government and non-government partners. The position papers endorsed by the Urban Fire Forum Chiefs provide the information and resources needed to effectively address the dynamic challenges facing today’s fire service. NFCC launches new fire and rescue services methodology

The National Fire Chiefs Council (NFCC) has launched the Economic and Social Value of Fire and Rescue Services Methodology. The methodology, which was unveiled at their Autumn Conference on Friday 30 September, was developed by the Community Risk Programme at NFCC who commissioned Nottingham Trent University to carry out the research. The research was informed by subject matter experts from across the UK FRS and by the Home Office. The methodology includes a report which sets out the value of Fire and Rescue Services activities using evidence-based methodologies which calculate the social return on investment and a tool into which the services can input their own data into. A digital tool version of the tool, using the base methodologies, will be developed for release during 2023. The methodology will allow fire and rescue services to evaluate and understand the benefit and the financial impact of their response, prevention and protection activities. This is designed to support fire and rescue services in their community risk management planning and help to inform their resource allocation. Project Executive, ACFO Dan Quinn from Shropshire Fire and Rescue Service said: “This ground-breaking piece of work will allow fire and rescue services to show the extent of their contribution to their communities and also provide a clear picture of the value of the Fire Service to the UK economy. “I would like to thank everyone who has been involved in this project including Dr. Florian Biermann, Dr. Michael Hewitt, Dr. Ian Greatbatch, all the subject matter experts and key stakeholders who have been involved, along with the CRP programme team at NFCC, the ESV project board and CRP programme executive CFO Phil Loach “I’m sure it will deliver real benefits for fire and rescue services and their communities.” To read more news and exclusive features see our latest issue here. UL Solutions team up with CFEL

UL Solutions, experts in applied safety science, and CFEL have entered into an agreement, to cooperate on fire door testing and assessment for global market access. A Memorandum of Understanding signed during a ceremony on 14 September 2022, at UL Solutions offices in Seoul, South Korea, formalised the relationship between the two companies. Yun Chung, regional managing director in South Korea for UL Solutions said: “The cooperation of UL Solutions and CFEL advances our capabilities through shared resources and expertise regarding fire door performance testing. “UL Solutions is well versed in fire door safety requirements and offers the technical know-how needed to meet the needs of our customers. BAFE announce first-ever competency certification

BAFE, the fire safety register, and NAPIT, the National Association of Professional Inspectors and Testers, have announced the first ever Third-Party Certification and BAFE Registration to the DS301 competency scheme, which has been achieved by CS Electrics based in County Durham. The competency scheme covers design, installation, commissioning, and maintenance works performed on Grade D domestic fire detection and fire alarm systems. Both BAFE and NAPIT have said they believe that all domestic properties should have, as a minimum, a Grade D fire detection and fire alarm system which has been installed by a competent organisation. Dr Justin Maltby-Smith, BAFE Group Managing Director, commented: “It is imperative that both decision makers and the public understand that electricians cannot do everything regarding electrical systems by default. “There are additional British Standards and guidance that outlines heightened competency requirements for particular electrical services, one of which is the safe practice of providing domestic fire alarm systems [i.e. BS 5839-6 Code of practice for the design, installation, commissioning and maintenance of fire detection and fire alarm systems in domestic premises]. “All four constituent countries of the UK have comparable fire safety dwelling regulations and guidance available, and we strongly believe that all dwellings should have systems in place in accordance with the relevant recommendations of BS 5839-6. This is especially pertinent to the housing sector which should have far greater scrutiny on this matter in the interest of life safety.” Frank Bertie, Chief Technical Officer for NAPIT, added: “Whilst working to BS 7671 [Wiring Regulations] is vital, elevated skills and experience is unequivocally required to perform works for domestic fire safety systems. The importance of correctly designed, installed, and commissioned domestic fire detection and fire alarm works can often be overlooked. “NAPIT are committed to enhancing standards within the industry. As a UKAS accredited, Government authorised Certification Body, by providing a scheme which assesses the competence of installers and allows them to demonstrate they have been appropriately certificated to perform this scope of work, we anticipate this will assist in a safer domestic built environment and provide confidence to clients. “This is of particular importance with regards to new builds where domestic fire alarm systems must be installed in line with the Building Regulations and relevant British Standards.” Christopher McTearnen, Owner of CS Electrics, said “I am extremely proud to be the first organisation that has received this third-party certification to the BAFE DS301 scheme. This will go a long way in demonstrating we are competent to deliver these works, and hope this becomes an industry standard to remove any people who claim to be competent without appropriate evidence of this. Fire Standards Board launches latest fire standard

The Fire Standards Board (FSB) has announced the launch of the twelfth professional Fire Standard; Data Management. The Data Management Fire Standard focuses on ensuring fire and rescue services can deliver excellence to the public by maximising the value of good quality and reliable data. A desired outcome of the new Standard is that services will use data to inform their community risk management planning and other key activities which will contribute to a reduction in risk, and improvements in community safety. The area of work was led by Chief Fire Officer and Project Executive for the Digital and Data Programme, Andrew Hopkinson. The standard’s development was also supported by the NFCC Data lead, Apollo Gerolymbos, the Digital and Data Programme team and colleagues in the Home Office and Police Digital Service. From the active network of data practitioners, a group of subject matter experts and representatives from services were also drawn together to support development of the standard. One of the anticipated benefits of achieving the Data Management Fire Standard is that services will deliver an improved quality of service to the public because of their effective use of high quality and robust local, regional and national data to evidence their considerations and decision making. There is also a corresponding Fire Standards Implementation Tool, designed to support services in assessing how well they already meet the standard and what they may need to consider and act on in terms of their working practices. It aims to act as a way to self-assess helping them to build an action plan that will enable to achieve the standard in time. Fire Minister Jeremy Quin said: “I am delighted to see the launch of the Data Management Fire Standard, which sets clear expectations fire services should meet. Using data effectively will ensure our fire and rescue services make evidence-based decisions that best protect their communities. “The Fire Standards Board (FSB) is instrumental in setting the strategic direction for the sector and the creation of this new standard is a continuation of its vital role. “This new standard is also in keeping with our Fire Reform White Paper’s aim to ensure fire services are modern, flexible and fit for the challenges of the 21st century.” Chair of the Fire Standards Board, Suzanne McCarthy said: “The Board welcomes the launch of the new Data Management Fire Standard and recognises the contribution it will bring to fire and rescue services and the communities they serve by reducing risk. “As well as the development of new standards, we are working collaboratively with services to support the implementation of the standards delivered so far.” To read more news and exclusive features see our latest issue here. IAFF to host summit in Maryland

International Association of Fire Fighters General President Edward Kelly, Chief of Field Services Pat Morrison and former Director of Health and Safety Operational Services Rick Swan were subject matter experts for the US Fire Administrator’s (USFA) Summit on Fire Prevention and Control at the National Emergency Training Centre in Emmitsburg, Maryland. The USFA hosted the event – the first of its kind in 75 years – called attention to the most critical issues facing fire and emergency medical services professionals. Kelly had been part of a discussion earlier in the day on developing a national strategy to address cancer. He said: “Early detection is key, so it is critical that we, as a nation, invest in research, promote health screenings for fire fighters and retirees, and implement protocols to eliminate our exposure to carcinogens like PFAS chemicals.” Morrison, the IAFF chief of field services, spoke on another critical fire fighter issue: behavioural health. He said the IAFF has found peer support counselling to be very effective for processing repeated on-the-job exposure to trauma and preventing suicide. “Sometimes peer support is not enough, and our members need assistance from clinicians, but finding clinicians who truly understand what we do is not easy,” said Morrison. “The IAFF has worked to develop training for them so they can have that understanding. If our members feel understood, especially in the first treatment session, they are more likely to keep coming back for treatment.” He also identified other areas that need more attention, including how to better encourage fire fighters who are aware of behavioural health issues to then make positive changes and get treatment, if needed. Swan, the retired IAFF director of health and safety operational services, explained that only about 25,000 of the nation’s fire fighters focus solely on wildland fires, and that’s not enough to address this growing problem. Swan worked to develop the IAFF’s Wildland Urban Interface class, which is now available to IAFF members. “Our trainers go on site to municipal fire departments and use their apparatus and equipment to teach proven strategies to combat wildland fires,” said Swan. “All fire fighters need this training because now the question is not if they will need to fight these fires, but when.” To read more news and exclusive features see our latest issue here. Cooking appliances responsible for almost half of house fires

The Office for National Statistics has released its annual detailed analysis of fires attended by fire and rescue services, England, April 2021 to March 2022. Cooking appliances were responsible for 45% of accidental dwelling fires, but only 11% of fire-related fatalities in the year ending March 2022. Smoking materials showed the reverse pattern, accounting for only seven per cent of accidental dwelling fires, but resulting in 24% of fire-related fatalities. Almost half (49%) of all fires occurred where the time of call was between 16:00 and 22:00, but the number of fire-related fatalities was roughly equal between day and night hours. The findings also revealed that by combining IRS and English Housing Survey data, Home Office statisticians have calculated that you are around nine times more likely to die in a fire if you do not have a working smoke alarm in your home. Fire-related fatality rate per million is higher for men and older people. For men the fatality rate was 5.9 per million population, compared to 3.6 per million population for women. For men aged 65 to 79 the fatality rate was 13.3 per million population while the equivalent rate in the same age group for women was 7.8 per million. Johnson Controls acquires Rescue Air Systems

Johnson Controls, the experts in smart, healthy and sustainable buildings, has announced that it acquired Rescue Air Systems, a provider of firefighter air replenishment systems (FARS) that enable firefighters to refill breathing air bottles within a building during responses. ‘We are committed to providing the best and most complete fire protection systems in the industry,’ said Anna Khanova, vice president, global product management, Johnson Controls fire suppression products. ‘This equipment allows us to better serve a rapidly growing safety vertical and comply with jurisdictions where FARS are increasingly required by code. As we help improve fire protection in buildings, our customers will benefit from a single, trusted source for residential and commercial fire suppression solutions as well as specialty applications.’ A better alternative to carrying fresh air bottles into a building, FARS stations are designed to replenish firefighters’ air bottles in less than two minutes using a building-installed air standpipe system. Just as water standpipes in buildings provide ready access to water, FARS provide firefighters with quick access to a safer, more constant and more dependable source of breathing air inside a compromised structure in an emergency.
