FPRF to host wildfire health risks webinar

The Fire Protection Research Foundation will host a webinar on Thursday, November 10 on “Firefighter Exposure to Wildland Fire Smoke.” In the webinar, researchers will discuss their ongoing investigation into the health effects of long-term wildland fire smoke inhalation, in the context of wildland firefighter occupational exposure. The topics covered in this webinar include (1) characterisation of gaseous smoke constituents, (2) development of a preclinical model of occupational exposure to wildland fire smoke, (3) evidence of cardiopulmonary health effects of smoke inhalation, and (4) future considerations regarding protection of wildland firefighters to occupational exposure. The research goal is to raise awareness of the potential short- and long-term health risks wildland firefighters face and to initiate a conversation between researchers and key stakeholders, including fire practitioners. This US FEMA Assistance to Firefighters grant funded research was led by Dr. Jessica Oakes and Dr. Chiara Bellini, Northeastern University, Dr. Michael Gollner, University of California Berkeley, and Dr. Luke Montrose, Colorado State University. Nominations for NVFC awards are open

The National Volunteer Fire Council (NVFC) has announced that it is now accepting nominations for its annual fire service achievement awards. The awards recognise the contributions of a lifetime volunteer firefighter, a leader in health and wellness, an outstanding junior firefighter, or a successful junior firefighter program. Nominations are due by 5pm EST on January 20. The Lifetime Achievement Award, sponsored by Lincoln Financial Group, recognises a volunteer firefighter who has served at least 20 years and has made a major contribution or achieved significant accomplishments in the volunteer fire service at the local, state, and/or national level. The recipient will receive a trip for themselves and a guest to the NVFC awards celebration on May 21, 2023, in Arlington, VA. The Chief James P. Seavey Sr. Health and Wellness Leadership Award, co-sponsored by VFIS and Ward Diesel Filter Systems, honours an active volunteer firefighter, EMS provider, or rescue worker who has served as a leader in creating or promoting emergency responder health and wellness programs or initiatives. The recipient will receive a trip for themselves and a guest to the NVFC awards celebration on May 21, 2023, in Arlington, VA. The Junior Firefighter of the Year Award, sponsored by California Casualty, honours a junior firefighter, cadet, or Explorer who has shown extraordinary dedication, commitment, and achievements as a youth member of the fire service. The recipient will receive a trip for themselves and up to two parents/guardians to the NVFC awards celebration on May 21, 2023, in Arlington, VA. And the Junior Firefighter Program of the Year Award, sponsored by California Casualty, recognises a department that has an outstanding junior firefighter program. NFCC to attend Home Affairs Committee

NFCC Chair Mark Hardingham is set to give evidence to the government’s Home Affairs Committee later this week. The non-inquiry session on the ‘State of the Fire and Rescue Service’ is set to take place on Wednesday, November 9 at 9.45am and can be watched via Parliament TV. Hardingham will join Roy Wilsher, HM Inspector of Constabulary and Fire and Rescue Services and Matt Wrack, General Secretary, Fire Brigades Union. It follows up on a previous session held by the committee in March this year. The catalyst for the session was HMICFRS’s annual assessment of fire and rescue services in England, published at the end of 2021. This previous session examined a range of areas related to fire, through the lens of the HMI inspections and recommendations, and had a focus on equality and diversity and the inclusive nature of fire and rescue services. As well as taking questions from the committee on the state of the fire and rescue service, the NFCC Chair will also take the opportunity to discuss the response of fire and rescue services during the recent heatwave, challenges currently facing the sector – including the cost-of-living crisis – and the prevention, protection and response work taking place across the UK. The committee is a cross-party committee of MPs responsible for scrutinising the work of the Home Office and its associated bodies. There will also be opportunities for the committee members to ask a range of questions about what challenges and opportunities fire and rescue services currently face. CTIF & FEU renew Memorandum of Understanding

The International Association of Fire and Rescue Services (CTIF) and the Federation of European Fire Officers (FEU) have renewed their Memorandum of Understanding in Madrid on Friday November 4. Signing officers during the signing event were Stephan Wevers, President of FEU, and Milan Dubravac, President of CTIF. The FEU (Federation of European Fire Officers) is a network of (European) fire officer associations or state fire services united by a (common) profile of shared beliefs, interests, and mutual trust. The FEU aims to be a strong voice for fire and rescue services, promoting and facilitating the sharing of knowledge, exchanging of best practices and collaboration between fire services within Europe. Accordingly, the FEU and CTIF, operating under this Memorandum of Understanding (MOU), agree to, whenever possible, cooperate on strategic themes that are important for both organizations in the future. Once a year, the parties will coordinate on the themes and act together in this regard. Whenever possible, the respective presidents and executive directors/secretaries attend and actively participate in each organisation’s conferences and meetings to cooperatively advance the goals and objectives of each organization through jointly agreed upon projects and programs. To support these cooperative endeavours, the participating parties to the Memorandum will provide complimentary registrations for the respective presidents and/or executive directors/secretaries to attend the respective organization’s annual conference/annual general assembly. FBU warns of weakened fire services

The UK Fire Brigades Union (FBU) has raised community awareness that the Fire and Rescue service is weaker than it should be. The proclamation came on bonfire night after new statistics revealed that fire and rescue services slashed. As bonfire night is traditionally one of fire and rescue services’ busiest nights of the year with a heightened fire risk, new statistics collated by the Fire Brigades Union reveal further real-terms cuts to central funding for fire and rescue services in England. Funding for 2022-2023 has been boosted by just 1% on last year (2021-22). Inflation is currently running at around 10%. Funding stands at £882m compared to £1,240m in 2013-14 – meaning there has been a huge cut of 29%, or over 40% in real terms. There have also been significant cuts across parts of the rest of the UK. Scotland’s funding is up just £3m since 2013 and Northern Ireland’s is down by £1m since 2012. These will be both significant real-terms cuts. Matt Wrack, Fire Brigades Union general secretary, said: Communities should know that their fire and rescue service is far weaker than it should be. Bonfire night is a massive stress and strain on fire and rescue services and firefighters, and we are hugely concerned as to how a significantly underresourced fire and rescue service will cope. “Firefighters are facing a cash-starved service every night of the year: their own wages have been cut by £4,000 since 2009 and this year they received a measly 5% pay offer. We need a properly funded fire service that includes decent resources and fair pay for firefighters, and that reflects the extraordinary job they do and their contribution over the pandemic. Oxfordshire, Surrey, Warwickshire and West Sussex brigades are in particular danger of cuts. These councils agreed to reduce central funding in order to keep more local revenue – local revenue which would have been anticipated but then disappeared in recent years due to the pandemic. Surrey Fire appoints new Chief Fire Officer

Surrey Fire and Rescue Service have appointed Dan Quin as their new permanent Chief Fire Officer. Quin has been acting Chief Fire Officer since June 2022, prior to that he was the county’s Deputy Chief Fire Officer since October 2019. He has served his whole career within Surrey Fire and Rescue Service since joining over 23 years ago in 1999 as a firefighter at Leatherhead Fire Station and takes on the role following a robust interview process. Quin is also the Vice-Chair of the United Kingdom Rescue Organisation who are the industry leads in advancing professional rescue skills nationally. Speaking of his new appointment, Dan said: “I am absolutely delighted to have been appointed as Surrey’s permanent Chief Fire Officer and very much looking forward to building on the plans I put in place during the last few months as Acting Chief. “As someone who has been in the service for the whole of my career, I am aware of the many strengths as well as the areas we need to improve upon. I am dedicated to making Surrey one of the best fire and rescue services in the industry and I know we have the people to help see that through.” Council Leader Tim Oliver said: “I’m pleased to welcome Dan as Chief Fire Officer. After a very positive spell leading Surrey Fire and Rescue Service on an interim basis, Dan was clearly a very strong candidate for the job. I’m confident he will be a great leader of the service – knowledgeable, experienced and approachable to staff and partners across Surrey. He will continue on the improvement journey that is well underway and I’m confident SFRS is in good hands to continue its journey to being an excellent service.” Cabinet Member for Communities and Community Protection, Denise Turner-Stewart said: “Having worked with Dan before and very recently too, I am very pleased to hear that he has been made our Chief Fire Officer and am looking forward to continuing to work closely alongside him. IFE expands its technical team

The Institution of Fire Engineers (IFE) is delighted to announce it has increased its technical capacity with two new appointments. Mark Chubb MPP CFPS FCMI MIoD FIFireE has been appointed as our new Technical Director and replaces Peter Wilkinson who has now moved into the role of International President. We are also pleased to announce that Ian Bailey has joined us to work alongside Paul Trew who leads the IFE on all matters relating to alternative fuels. Over the past year, the technical team have played an instrumental role in raising the IFE’s profile and supporting the sector in a constantly changing world. They have worked in partnership with the fire engineering community to run workshops on the future of fire risk assessments and PAS 9980, contributed to sector consultations and supported the launch of new special interest groups. Other highlights include Peter chairing the Contextualised Registration Steering Group, our work with the National Fire Chiefs Council to introduce a contextualised auditors register for Fire Safety Regulators and our role in the launch of the government backed EWS1 professional indemnity insurance scheme. With Mark overseeing the team’s activity and leading on strategic matters, Paul will continue his focus on alternative fuels whilst Ian will take up the role of UK government liaison to lead our work with the Home Office, Department of Levelling Up, Housing and Communities and the new building safety regulator. Mark leads the IFE in technical matters following a 40-year career in senior, technical and executive positions in fire services in New Zealand and the United States. Upon his appointment, he said: “I am pleased to accept the role of Technical Director from Peter who has played a pivotal role over the last two years shaping the IFE’s technical resource and helping to advance our technical offering for the better of our members and wider society. “I look forward to developing this resource further with the help of Paul and Ian and the support of our volunteers whose expertise we value so much. On behalf of the IFE I want to express my thanks to Peter for his time and commitment and I look forward to working with him in his new capacity as International President.” Ian Bailey joins the IFE after serving many roles within the London Fire Brigade over the past 30 years. Upon joining the technical team, Ian commented: “I have gained a vast array of skills and experience throughout my career with London Fire Brigade. “I believe the influential work that the IFE and its members carry out in the built environment, especially post Grenfell, is of such critical importance that I relish the challenge of being part of developing a safer built environment and representing the members to achieve that.” Technical Committee news In addition to the technical team, the IFE benefits from a Technical Committee (formerly known as the Technical Strategic Advisory Group) who play an instrumental role contributing to a wide range of agendas including technical standards committees and industry consultations. This is such an essential committee for the Institution and its members, and we value the commitment of the volunteers involved and the support of their respective employers who enable individuals to give up their time for the IFE. We are pleased to announce that David Quinn has been appointed as the new chair of the committee taking over the role from Mostyn Bullock. David is a Chartered Engineer with significant experience of delivering innovative and practical fire strategies throughout Ireland and the UK and he has been an active IFE volunteer for many years. David said: “It is an honour to take over from Mostyn in this role. I’m hoping to continue this great work to help us focus our efforts in advancing the discipline and in particular the IFE’s contribution to the industry. “We need technical expertise now more than ever and we have challenges such as changing legislation and a big drive towards combating climate change. Perimeter Solutions, a provider of mission-critical firefighting products and services, as well as specialty products used in several end markets, today reported financial results for the three and nine months ended September 30, 2022. Year-to-Date 2022 Results Net sales increased 1% to $319.2 million during the year-to-date period, as compared to $316.5 million in the prior-year period. Fire Safety sales decreased 13% to $207.0 million, as compared to $237.3 million in the prior year. Specialty Products sales increased 42% to $112.2 million, as compared to $79.2 million in the prior year. Net income during the year-to-date period was $123.7 million, or $0.70 per diluted share, an increase of $94.1 million from $29.6 million, or $0.56 per diluted share, for the same period of 2021. Adjusted EBITDA decreased 8% to $123.3 million during the year-to-date period, as compared to $134.6 million in the prior-year period. Fire Safety Adjusted EBITDA decreased 30% to $81.2 million, as compared to $116.7 million in the prior year. Specialty Products Adjusted EBITDA increased 135% to $42.0 million, as compared to $17.9 million in the prior year. Third Quarter 2022 Results Net sales decreased 18% to $160.5 million in the third quarter, as compared to $195.4 million in the prior-year quarter. Fire Safety sales decreased 29% to $122.0 million, as compared to $172.4 million in the prior year. Specialty Products sales increased 68% to $38.5 million, as compared to $23.0 million in the prior year. Net income during the third quarter was $78.7 million, or $0.45 per diluted share, an increase of $26.7 million from $52.0 million, or $0.98 per diluted share, for the same period of 2021. Adjusted EBITDA decreased 25% to $75.6 million in the third quarter, as compared to $100.4 million in the prior-year quarter. Fire Safety Adjusted EBITDA decreased 38% to $60.4 million, as compared to $97.9 million in the prior year. Specialty Products Adjusted EBITDA increased 512% to $15.3 million, as compared to $2.5 million in the prior year. *On November 3, 2022, the Company’s board of directors approved the repurchase of up to $100.0 million of the Company’s ordinary shares during the next 24 months.
